L'Ambassadeur des Etats-Unis a donné ce matin à l'un de mes collaborateurs les indications suivantes sur la position prise par le Gouvernement américain en ce qui concerne la conférence de San-Francisco.
I. Le Gouvernement des Soviets avait refusé d'accepter la modification du texte de l'invitation à la conférence proposée par le Gouvernement français et acceptée par les Gouvernements anglais et américain. W. MOLOTOV lui avait déclaré "ne pouvoir accepter de modifications aux décisions (642) prises à la conférence de Crimée sur cette question."
II. Il venait de recevoir pour instructions de faire savoir au Gouvernement des Soviets que le Gouvernement américain avait l'intention de lancer les invitations le lundi 5 mars à midi (heure de Washington). Il se proposait d'adresser aujourd'hui même au Narkomindel une note dans ce sens.
(643) III. Il lui était indiqué que des conversations avaient lieu sur cette affaire entre les Gouvernements français et soviétique; (il avait) pour instructions de ne les contrarier en aucune manière. Si ces pourparlers avaient lieu à Moscou, il tenait à ne pas se mettre en travers. M. HARRIMAN a dit que si le Gouvernement américain montrait une telle hâte, c'était pour des raisons de politique (644) intérieure américaine; d'autre part il était indispensable que les représentants américains réunis à Mexico puissent débattre ce problème.

L'Ambassadeur des Etats-Unis se demandait les raisons de nos hésitations. Il ne pouvait s'agir des amendements puisque ceux-ci seraient discutés au cours de la conférence. D'autre part les décisions de Dumbarton Oaks ne pouvaient gêner le jeu de notre traité ( 645 unreadable).

montrent ce que Etats-Unis espèrent tirer de la conférence

chaque délégation sont si nombreuses que, pour éviter une
prolongation que personne ne désire, il faut les fondre

ce qu'elles gagneront en harmonisation.

A la réunion d'hier, le seul incident à noter
fut provoqué par le Chili qui proposa pour le Canada un
texte d'invitation à entrer dans l'Union panaméricaine conçu
en termes d' .U. . Ce texte fut rejeté mais une simple
invitation sera formulée en fin de conférence.

Je vous adresse par poste le texte d'une note que le Département a remis aujourd'hui à l'Ambassade américaine pour protester contre attitude adoptée par Air Transport Command à l'érard de nos aérodromes. ... ... en vue d'effectuer une démarche parallèle auprès de M. STETTINIUS. Comme vous le verrez, aucune allusion n'a été faite par écrit aux propositions récemment tenues au représentant de l'A.F.F. par M. JOHN BELL, chef de la division des bases aériennes au Département d'Etat (1102) selon lequel "Etats-Unis n'ont pas l'intention de conserver la totalité des bases aériennes construites par leurs forces armées au cours de la guerre."

Je vous prie de ne pas faire mention par écrit de la possibilité qu'un doute puisse naître quant à notre souveraineté absolue sur nos aérodrèmes. Par contre (et il y aurait intérêt à ce que vous fissiez de même) l'attention de l'Ambassade américaine a été attirée verbalement sur caractère très surprenant d'une pareille déclaration dans la bouche d'un fonctionnaire du Département d'Etat. Vous voudrez bien me tenir informé du résultat de votre démarche.

De KAPLAN et CONAFRO à MONNET et FRANSUPPLY no 3.

Notre demande de terminaison de la responsabilité militaire a été discutée au cours de la séance d'hier du comité mixte des approvisionnements. Le Général SHOWDEN a confirmé que 0 5 est entièrement en faveur de cette terminaison, mais des discussions sont encore en cours avec les autres services de SHAEF intéressés à la question, notamment en ce qui concerne la conclusion de chargements et l'évacuation des ports. Le Général SHOWDEN espère que le télégramme de SHAEF à CCG, dont il vous avait (1349) parlé, pourra être envoyé vers la fin de cette semaine. GRINLEY et le représentant de PEA ont appuyé notre Ministre et confirmé l'accord des départements de leur Gouvernement, sous réserve de l'approbation du Commandant en Chef.

À la suite de la séance, je me suis entretenu en particulier avec le Général SHOWDEN. Il est clair que certaines difficultés subsistent encore à l'intérieur de SHAEF du côté de 0 4, mais le Général SHOWDEN a bon espoir de les surmonter et d'obtenir que le télégramme de SHAEF a CC(G) soit rédigé dans un sens favorable à notre demande. Nous serons prévenus dès que ce télégramme sera envoyé et je vous télégraphierai aussitôt.

La fin de mon entretien avec le président
VARGAS a porté sur rétablissement des relations économiques entre la France et le frésil qui constituait, lui ai-je dit, un des objets essentiels de ma mission.

Mon interlocuteur m'a aussitôt déclaré que ces rapports étaient régis par un accord, celui de juin 1940. J'ai alors précisé qu'il nous semblait nécessaire de relire ensemble cet accord puisque de même que le Brésil veut sans doute réviser les prix stipulés dans le traité, de même la France (200) tenait a procéder à une ré-évaluation de ses (.M. 7) extérieur(e)s.

Le président est convenu de la nécessité d'un nouvel examen des chiffres contenus dans l'accord. Il disait qu'il en parlerait avec son Ministre des Finances pour que celui-ci, que je vais voir très prochainement, soit en mesure de causer utilement avec moi.

Prière de communiquer aux Finances et à Economie nationale.
