D'après les indications que j'ai recueillies ici, il n'y a pas eu, au cours des discussions de Yalta, de modifications au plan Dumbarton Oaks en ce qui concerne le droit (d') admission de nouveaux membres dans la future organisation. L'initiative en cette manière demeure réservée au conseil de sécurité. Mais la question sera certainement posée de nouveau à San-Francisco. Représentant de petites nations insisteront pour que ce soit transféré à l'assemblée générale. Ils rechercheront l'appui (de la) France (1214) pour leur proposition. La délégation russe à Yalta aurait d'autre part fait valoir que si les Indes britanniques étaient admises comme membres de l'organisation, et envoyaient une délégation à son assemblée générale, il n'y aurait pas de raison pour que les diverses républiques de l'U.R.S.S. n'cussent pas les mêmes droits. Après un débat dans lequel E.U. et Angleterre se sont opposés au désir de l'U.R.S.R., les deux puissances occidentales se seraient engagées à appuyer l'admission de la délégation de l'Ukraine et de la Russie Blanche à future assemblée générale de l'organisation.

De plus, le Hexique se propose présenter résolution tendant empêcher utllisation a des fins politiques propres à chaque pays des organisations et forces armées. Après affirmation de confiance en paix, projet comporte coopération à organisation mondiale par les moyens d'organisme inter américain, contrôle des armements et mise en (.M. = oeuvre) des forces à disposition d'organisme international pour paix. Le Chili (147) aurait intention proposer nouvelle conférence 15 mai à Washington, pour planification de l'économie continentale.

Farml incidents en marge conférence, il convient signaler enlèvement du délégué militaire de Nicaragua, Colonel AGUIRE, par des hommes venus du Nicaragua avec un nommé CASTILLO, frère du premier secrétaire ambassade à Mexico. Après poursuite en auto selon meilleurs tradition cinématographique, police a délivré AGUIRE, et arrêté la plupart des (assaillants), et plusieurs réfugiés nicaraguayens innocents. Le Président VARGAS, ainsi qu'il l'avait laissé entendre au cours de la remise de mes lettres de créance, m'a convoqué hier pour une conversation plus libre et plus longue que celle dont s'accomode le protocole de cette cérémonie.

S'exprimant avec la sobriété commandée par sa réserve naturelle et avec la précision d'un homme parfaitement au courant des affaires, le Président, tout au long d'un entretien aussi cordial qu'utile, m'a parlé d'abord et avec chaleur de la lettre personnelle que je lui avais remise de la part du Général DE GAULLE, puis des perspectives de ma mission.

Il m'a dit combien il appréciait le geste particulier fait à son égard par le Chef de notre Gouvernement provisoire. Ce message personnel dont il avait (200) remarqué les termes directs et cordiaux le laissait singulièrement ému, adressé par la France meurtrie terriblement et à peine libérée, au Brésil ami où nos vicissitudes avaient été suivies avec une si vivante affection. Il tenait dès à présent et avant que n'arrive la réponse, à me prier d'en remercier chaleureusement en son nom propre le Général DE GAULLE. Ayant particulièrement insisté sur ce sujet, le Président VARGAS m'a laissé sous l'impression que cette initiative à son égard avait eu et aurait encore pour la reprise de nos relations avec ce pays les plus heureux et les plus utiles effets.

La suite de la conversation a porté sur les (201) principaux buts de ma mission. J'ai exposé au Chef de l'Etat que les questions culturelles feraient objet de tous mes soins. Le Président en m'assurant de son appui a (.et.) le mot d'"accord culturel", marquant par là l'amplitude des problèmes à résoudre et l'importance qu'il attachait à leur examen et à leur solution.

Importante exposition des activités françaises. Le Président VARGAS a pleinement approuvé cette manifestation et m'a assuré de l'intérêt personnel qu'il y porterait (dès à présent). Il a déclaré vouloir (202) s'en entretenir avec son Ministre des Affaires étrangères aussitôt que celui-ci rentrerait de Mexico et le munit de toutes les instructions et recommandations utiles.

Nous avons donc pris rang dès maintenant pour la manifestation dont la mise sur pied et la préparation avaient commencé avant mon départ de Paris. Il importe de pousser celle-ci sans relâche, d'en soigner l'organisation et la qualité et je serais très reconnaissant au Général DE GAULLE s'il voulait bien continuer de porter à cette affaire (203) l'intérêt personnel qu'il avait manifesté pour elle auprès de moi.

L'importance politique et économique de ce continent pour l'après-guerre est (204) et mérite tous nos soins. Je n'en veux pour preuve que l'attention qu'y consacrent déjà la Grande-Bretagne et les Etats-Unis dont les missions ici comportent plusieurs centaines de membres.
