Or, à la différence du pacte anglo-soviétique le pacte franco-soviétique ne contient aucune clause d'adaptation à un système général de sécurité. Il convient de souligner (431) qu'une telle clause figurait dans l'avant-projet français et que c'est sur proposition soviétique qu'elle a disparu du texte définitif.
