Le Département d'Etat a publié cette après-
midi la nouvelle suivante:

" Les Etats-Unis ont, d'après le Département
d'Etat, répondu à une demande formelle d'éclaircissements
présentés par la France au sujet rapport relatif à la
conférence de Crimée des Big Three. Il apparaît que
les questions posées par la France avaient trait à la
déclaration de Crimée relative aux problèmes des zones
libérées. On rapporte que les Français s'intéressent
particulièrement à la manière dont les Big Three ont
proposé de (1035) traiter les problèmes politiques dans
les pays libérés et au rôle que la France devait jouer
dans cette procédure."

J'ai jugé opportun à la suite de la publication
de cette nouvelle de caractère semi-médiciel et du communiqué
de la Maison-Mianche dont je vous ai envoyé analyse (mes
nos 1019 à 1027) de donner instructions à notre service de
presse de Washington et de New-York de répondre aux
journalistes américains qui les (assigeaient) de questions,
dans le sens général résumé ci-dessous, qui est inspiré
notablement des considérations de votre circulaire (1036)
no 172.

I. La venue du Président ROOSEVELT était formellement
attendue et désirée en France. Le meilleur accueil était
réservé au Président "... de notre invitation de
novembre et de la place que la presse américaine lui avait
faite."

II. Il est naturel que la France, non invitée à
faits, non invitée à participer à plusieurs des mécanismes
prévus dans le communiqué du 12 février, absente de Dumbarton
Oaks (1037) et demandée, d'autre part, de patronner la
conférence de San-Francisco, avait demandé, avant de répondre,

Cette réponse rappelle les trois invitations que comporte le mémorandum remis par M. JEFFERSON GAPPERT au Gouvernement français:

(1239) A) Celle de participer à la conférence de San-Francisco pour l'établissement d'une charte internationale de sécurité.

B) Celle de figurer parmi les cinq puissances invitantes.

C) Celle de participer à une consultation préliminaire de ces cinq puissances pour l'établissement d'un système de trusteeship.

A) Le Gouvernement provisoire accepte l'invitation à la conférence de San-Francisco.

B) Il est disposé à figurer parmi les puissances invitantes, pourvu qu'il soit spécifié dans le texte de l'invitation que la France (1240) désire voir adopter certains amendements au projet établi à Rumbarton Oaks sans qu'elle ait pris part à son élaboration, la liste de ces amendements devant d'ailleurs être communiquée à bref délai.

C) En ce qui concerne l'établissement d'un système de trusteeship le Gouvernement provisoire ne saurait se prononcer avant d'avoir reçu des informations complètes sur nature et les modalités d'application. La question en effet (est d'une) (1241) grande importance pour la France qui détient plusieurs mandats de différents types, et attache un intérêt particulier au futur statut de certains territoires susceptibles

Le chef de la division d'Europe occidentale et le chef de la division économique des zones de guerre, qu'il avait appelés auprès de lui pour m'entretenir de la question, m'ont expliqué que le Gouvernement américain considérait qu'il s'agissait avant tout d'organiser une sorte de "clearinghouse" des offres et des demandes des pays d'Europe continentale du nord-ouest (France, Belgique, Pays-Bas, Norvège, peut-être Danemark) en vue d'une distribution plus rationnelle des biens, que cette idée était le résultat d'échanges de vues entre Londres et Washington datant de la fin août 1880, qu'ils avaient été en cours d'une conférence plus large qui avait groupé à Londres le 11 septembre des représentants de plusieurs des pays intéressés, mais que les américains avaient dès la fin de septembre indiqué au Gouvernement britannique que c'était à leur avis une (1031) affaire avant tout européenne continentale. Mes interlocuteurs ont beaucoup insisté sur ce point, ajoutant que, selon eux, les Anglais et les Russes, trop loin à l'est, n'avaient pas grand chose à y voir et n'étaient appelés à prendre part à ces réunions, comme américains eux-mêmes qui n'y avaient aucun intérêt spécifique, que dans la mesure où ils pourraient être adressés à répondre à des demandes "résiduelles" de fournitures et tonnage. Ils m'ont indiqué que la date du 29 janvier, premièrement suggérée par eux, n'avait été choisie que dans l'intention de faire face le plus tôt possible aux (1032) XX.
