Je me réfère à mes télégrenzes nos 90 et $93-94^{2}$.
Le communiqué publié aujourd'hui par le Gouvernement éthiopien et dont vous avez eu connaissance par les agences confirme que le voyage de l'Empereur au Caire répondait à une initiative strictement américaine.

Le Ministre des Affaires étrangères m'a dit luimême aujourd'hui que la légation d'Angleterre n'en avait pas été informée et que l'entrevue du Mégus avec M. CHURCHILL avait été arrangée au moment où HAILE-SELASSIE et sa suite prenaient congé de M. ROOSEVELT.

D'après le ministre, les conversations avec le Président des Etats-Unis auraient porté surtout sur des sujets généraux mais aussi sur les moyens développer les relations américalnes-éthiopiennes. Les questions intéressant l'Ethiopie dans (99) l'élaboration des futurs traités de paix auraient également été abordées.

Bien qu'il (soit encore) difficile de savoir si les Ethiopiens ont reçu des assurances quelconques touchant le sort de l'Erythrée et un meilleur appui financier américain, j'ai l'impression que le Gouvernement impérial avait été couragé tant par l'accueil du Président ROOSEVELT que par les divergences, ou du moins le manque de coordination, qui se révèlent une fois de plus dans la politique des principales puissances intéressées en Abyssinie.

À la suite des Ambassadeurs de la Belgique, de la Hollande, et du Ministre du Luxembourg, à qui N. FOUCHET a pu déjà faire parvenir de précieux renseignements sur un certain nombre de leurs compatriotes libérés en Pologne, (4.S. - Ministre de la Norvège est) venu me prier hier de l'aider à recueillir par la même voie toutes informations sur le sort de quelques 10.000 Norvégiens dans ce pays.

Il disait que son Gouvernement avait déjà adopté en Suède tout moyen de ravitaillement et d'évacuation de ces (501) ressortissants, mais que l'interdiction par l'Allemagne de toute navigation en Suisse ne permettait pas d'utiliser aisément les ports de Danzig ou Koenigsberg dès leur occupation par les Russes.

Il m'a affirmé que l'administration norvégienne avait repris entièrement en main le territoire libéré, où les autorités militaires soviétiques se montraient (502) d'une parfaite correction et apportaient toute l'aide possible aux populations dont la situation demeurait néanmoins critique, les Allemands ayant tout détruit avant de me retirer.

Suite à mon tél. précédent

La signature d'accords russo-anglais et russe-américain sur les prisonniers devrait nous permettre de négocier rapidement un arrangement pareil. Je serais reconnaissant à V.E. de bien vouloir me donner des instructions à ce sujet.

En ce qui concerne la conversation du Général PESTY avec le Général GOLDBERIEV, il reste à (constater) que les Russes, maintenant que la question polonaise est réglée, ne nous renvoient plus à Lublin pour traiter les affaires concernant nos prisonniers. L'autre part, il paraît que le nombre de nos prisonniers en Prusse orientale soit plus élevé que de l'indiquant les autorités soviétiques. Celles-ci se (447) veulent donner de chiffres précis qu'on toute certitude.

Or nos compatriotes libérés circulent en petits groupes ou isolés sur toute l'étendue d'un vaste territoire désorganisé.

D'après des informations recueillies par le groupe Normandie actuellement stationné à Zabiau, il paraît que les Allemands aient eu le temps de procéder à l'évacuation vers ouest de plusieurs camps de prisonniers, et que l'autre part un grand nombre de nos compatriotes se trouveraient dans Koenigsberg.

Selon l'usage soviétique, le communiqué relatif aux conférences de Crimée a été l'objet de lectures collectives immédiates aussi bien dans les entreprises industrielles ou agricoles de l'arrière que là où les circonstances le permettaient, aux unités du front.

Des adresses ont été écrites par les participants de ces .U. improvisés, et les journaux du 13 février en commencent déjà la publication. Les titres en forme de mots d'ordre, qui leur ont été assignés par leurs auteurs, constituent une sorte de commentaire populaire, dont la caractéristique est qu'ils mettent essentiellement l'accent (442) sur la proximité de la défaite allemande. "L'heure de l'Allemagne a sonné." "Mien ne la sauvera." "Voici heure du châtiment."

Mais on y relève également les invocations à STALINE qui rappellent les développements de l'éditorial des Izvestia: "C'est le grand STALINE qui nous conduit à la victoire," et la formule ... dans l'esprit de tous éditoriaux: "Voici une amitié qui garantit la paix du monde."

Passant a l'analyse détaillée du texte de la déclaration allié, les éditoriaux de Pravda et de l'ktolle Rouge se cantonnent dans une paraphrase fort terme. Concernant l'éditorial des Iavestia qui pour cette partie parait composé par un complateur plus hubile, on peut relever les traits suivants:
I. Les neuf points de la déclaration sont mis en (forme) de commentaires au texte STALIE (rapport du 7 novembre) soulignant qu'il ne faut pas seulement gagner la guerre, mais rendre une nouvelle guerre (439) sinon impossible pour toujours, du moins impossible pour une longue période.
II. Concernant le point I, l'organe du Soviet Supreme souligne que l'elaboration de plans d'opération concertés sera accueillie par l'opinion soviétique avec satisfaction, allusion aux inquiétudes provoquées par l'inaction a l'ouest qui se passe de tout commentaire.
III. Concernant l'article sur la Pologne, (400) le commentateur l'assimile a l'article sur la Yougoslavie et présente l'un et l'autre comme des exemples pratiques de solution pour les questions visées en général par les déclarations sur l'Europe libérée.

J'ai remis hier mes lettres de créance au Président VARGAS à Petropolis au cours d'une cérémonie simple, sans discours mais cordiale. Le Chef de l'Etat au cours de l'entretien qui suivit cette formalité m'a exprimé la satisfaction qu'il éprouvait à me voir accréditée et adressé quelques phrases aimables pour V.E.
