Une dépêche de la United Press de Paris datée d'hier 18 février et occupant aujourd'hui dans la presse une place importante parle avec détail de l'incident créé par la divulgation prématurée et unilatérale du refus du Général DE GARLIS d'aller rencontrer Président MOUSEVILT à Alger.

Cette "indiscrétion" serait interprétée dans l'entourage du Général et dans les milieux officiels français comme indiquant de la part des américains un retrait de confiance à l'égard de notre Gouvernement.

Présentant demain, mardi, mes lettres de créance au Président VARGAS, et devant aussitôt après tenir ma première conférence de presse, j'aurai à répondre aux questions (159) qui ne manqueront pas de m'être posées à ce sujet.

J'aurais intérêt à être renseigné d'extrême urgence sur cette affaire et à recevoir des instructions sur la manière dont il convient de présenter à cette occasion le point de vue du Gouvernement.

En règle générale, je serais reconnaissant à V.R. de vouloir bien me tenir informé de tout ce qui touche à la position de la France en face des problèmes actuels, en raison du grand retentissement qu'outiennent ici les moindres incidents affectant notre attitude en politique extérieure.

Les dernières informations qui me parviennent de Berne sur les négociations que H. MUSY poursuit à Berlin relativement au sort des prisonniers et déportés, témoignent du désarroi qui domine actuellement les dirigeants nationaux-socialistes.

Dans le souci de sauver leur tête, ces derniers passent de la clémence à la menace sans pouvoir prendre parti. Lors d'une première conversation avec H. MUSY, KIRKLER se serait montré disposé à échanger les étrangers de marque contre des chefs nazis qui recevraient des alliés la permission de se réfugier en Suisse. Mais, au cours d'un entretien (183) ultérieur, les porte-parole de KIRKLER seraient revenus sur cette attitude, et auraient déclaré que les chefs nazis étaient décidés à emmener dans le "réduit" bavarois, pour y partager leur sort, la maxime d'otages, soit environ 300 000 personnes parmi lesquelles tous les officiers français et alliés prisonniers. En faisant peser les pires menaces sur les otages, et avec l'espoir de déclencher par ce moyen quelque mouvement d'opinion, les nazis espéreraient obtenir pour 200 de leurs chefs environ la garantie de l'acceptation et du droit d'asile en Suisse.

Au cours d'un entretien que le Général PETIT a eu le 10 février avec le Général GOLGOBIN, directeur du service des prisonniers et déportés rapatriables, qui paraît avoir reçu des pouvoirs étendus, les points suivants ont été abordés:

## Alsaciens et Lorraine et Isolée.

Le Général étudiera leur cas qu'il connaît mal, son service venant seulement d'être créé.

## Français libérés par l'avance de l'armée soviétique.

Ces Français sont tirés et envoyés vers l'armée dans des (444) camps de groupement en vue de leur rapatriement. Ces libérés français recevront le même traitement que les officiers et soldats soviétiques en ce qui concerne l'indemnité, les vivres et les soins médicaux. La direction et le service intérieur des centres de groupement seront assurés par des Français. Le Général GOLGOBIN, au cours d'une prochaine entrevue indiquera au Général PETIT l'emplacement des centres et leur importance numérique. Il pouvait dire que le nombre des Français libérés actuellement ne s'élèverait qu'à quelques milliers. Le chiffre de 100.000 donné par les autorités polonaises de Lublin (445) serait donc exagéré. Le rapatriement des Français se fera probablement par le port d'Odessa. Les Français libérés qui ne trouvent en Pologne seront transférés en U.R.S.S. où sera réglée la question de leur rapatriement.

## Réciprocité.

Le Gouvernement soviétique tient à l'application du principe de réciprocité. Le Général GOLGOBIN rappelle qu'il y a en France 70.000 Soviétiques dont aucun n'a encore été rapatrié. Il insiste sur ce sujet. Il note, d'autre part, que des Soviétiques auraient été incorporés dans l'armée française.
