D'1après ce qui m'a été indiqué par l'ambassade de Tchécoslovaquie, les organismes tchécoslovaques des Etats-Unis, d'accord avec UNRRA et Croix-douge américaine, ont rassemb1é environ 300.000 tonnes de marchandises, et notamment des produits phamacoutiques destinés aux populations tchécoslovaques libérées.

100.000 tonnes déja arrivées a Mourmansk se trouveraient en souffrance dans ce port, en raison de la priorité réservée aux transports militaires. Des (306) essais peu frustueux ... ont été faits pour faire parvenir ces marchandises par navire via afrique du Sud(?) , Bassora et Téhéran. Les autorités soviétiques consultées récemment ont indiqué le port de Galatz comme convenant le mieux au transport vers la Slovaquie.

Au can. où 11 serait possible de faire venir des produits ( 4 groups missing), notamment des (207) vêtements provenant des stocks de l'armée du Levant, le port d'Odessa me parait ... placé à ce sujet. Il convient toutefois de vérifier, ce dont je me préoccupe, auprès des autorités soviétiques si ce port n'est pas réservé au matériel militaire.

L'Ambassadeur de Pologne a remis ce matin au Département un mémoire exposant, a la veille de la rencontre de la Mer Noire le point de vue de son Gouvernement sur le conflit polonais-soviétique. Le Gouvernement polonais maintient que les problèmes territoriaux ne devraient etre résolus que lorsque prendront fin les opérations militaires. Il est prêt a des négociations, mais n'acceptera en aucun cas de solution arbitraire. Il fait valoir que le présent conflit (915) a coûté a la Pologne près d'un cinquième de ses habitants.

Au cas où le Gouvernement soviétique se déroberait a une entente .U. , le Gouvernement polonais propose la création d'une commission allée qui contrôlerait l'administration polonaise tant que le Gouvernement légitime serait empêché de prendre le pouvoir. La commission disposerait de contingents de troupes appartenant aux différents pays représentés. Son statut et les principes de son action seraient établis d'accord avec le Gouvernement polonais. Les cadres de l'administration locale seraient fixés par les fonctionnaires (917) ayant, sous l'occupation, continué leur activité dans la clandestinité. Après son retour en Pologne le Gouvernement légitime continuerait d'exercer ses droits par formation d'un parlement par élection libre sur la base du suffrage universel.

Le mémoire mentionne a plusieurs reprises le Président des Etats-Unis comme disposé a ne s'associer a aucune décision concernant la Pologne qui serait prise sans l'assentiment du Gouvernement polonais.

Je ne manquerai pas conformément votre désir, de rappeler au Département d'Etat l'intérêt que Gouvernement français porte a la répression des criminels de guerre et aux travaux de la commission de Londres. Il serait cependant précioux, comme je l'ai demandé au dernier paragraphe de ma lettre 66 du 17 janvier, de recevoir pour (826) l'orientation de mon entretien sur ce sujet au Département d'Etat ou avec des personnalités représentatives du Gouvernement, du Cangrês, ou de l'opinion publique américaine, quelques indications sur la doctrine du Gouvernement français en la matière, notamment en ce qui concerne la définition du criminel de guerre, les juridictions, les compétences, et la procédure. du Département pour étudier création revue propagande pour Amérique. Ils ont eu susces au Brésil, Pérou, et C, lomble. Ici aussi où GOIET fit plusieurs conferences sur Résistance.

Certains services (21) américains ont interprété cette activité come manifestation politique, éveillant soupçons après visite Colonel DE WAVHIN, mais je pense que (nous) ne pourrions accepter refus de visa à des Français ayant mission officielle, sans que le Département d'Etat nous donne des raisons graves que je crois inexistantes.

I Insister sur le fait que depuis septembre c'est la plus belle manoeuvre réalisée par les Français, en parfaite union avec les américains, mais sous le commandement français a qui l'on doit l'initiative de cette manoeuvre. La dixieme (armée) allemande est a peu près totalement détruite dans les proportions suivantes: $75 \%$ de son personnel, $100 \%$ de sa puissance de feu. Elle a perdu 17.000 prisonniers.

II Il est bon de (104) rappeler a nouveau que les troupes françaises n'ont pas été relevées depuis deux ans, et qu'elles avaient en face d'elles de puissants éléments allemands renforcés de troupes fraíches. La réduction de la poche d'alsace va permettre aux troupes françaises de prendre quelque repos (la ligne du Rhin étant plus facile a tenir que la ligne des Vosges) et (aussi) de remettre en disponibilité des divisions américaines en cas d'une attaque généralisée sur le front ouest. J'apprends de source anglaise que le Gouvernement britannique a demandé des visas pour vingt-deux officiers chargés du rapatriement des prisonniers. Le Gouvernement des Soviets n'a pas jusqu'ici donné de réponse, quoique les autorités de Londres aient accordé des visas diplomatiques à la mission du Général RATOV qui s'occupe en Grande Bretagne des prisonniers russes.

D'après mon information, les autorités anglaises qui négocient depuis plusieurs mois un accord de réciprocité (375) avec les Russes sur le sort de leurs prisonniers évoqueront cette question à la conférence de la Mer Noire. Elles s'attendent à ce que du côté soviétique on leur fasse remarquer que l'envoi d'une mission appelée à se rendre dans les camps situés en territoire polonais libéré suppose une entente préalable avec les autorités de Lublin. Il se pourrait donc que dans les (jours) à venir l'Angleterre fasse un premier pas en faveur du Gouvernement provisoire de Pologne.
