Le Général PETIT et M. DE CARROEREL sont rentrés le 25 de leur voyage à Kiev et à Lvov.

I A Lvov se trouve un foyer français sur lequel je vous enverrai par poste des renseignements détaillés, une colonie d'une quinzaine de personnes (pour la plupart des institutrices âgées dont il faut prévoir le rapatriement) et environ vingt-cinq Français ressortissants au ministère des Prisonniers et Déportés. Le Général PETIT qui les avait longuement interrogés rendra compte à Paris de son (215) enquête.

Il est évident qu'ils ont été remarquablement traités par les autorités soviétiques qui ont procuré aux uns du travail et ont donné aux autres la possibilité de prendre leurs repas au principal hôtel de la ville. Beaucoup de ces Français ont épousé des Polonaises qui les ont recueillis. La plupart d'entre eux ont eu des enfants. J'ai déjà signalé à Votre Excellence par mon téléphone 0192 ou 26 décembre que le Nordmendel avait volontairement (215) donné l'autorisation de quitter l'U. R. S. 5, à quatre d'entre elles (elles sont maintenant considérées comme citoyennes soviétiques). Je demande l'autorisation de sortir pour les autres. J'ai l'intention de leur délivrer un visa d'entrée en France. Je pense en effet que toutes considérations sentimentales mises à part, les évêques ont contracté vis-à-vis les Russes une dette de reconnaissance que nous devons les aider à acquitter.

A Kiev les autorités soviétiques n'ont signalé la présence que de trois Français, anciens (217) partisans, qu'il n'a d'ailleurs été possible de voir qu'au retour et quelques minutes avant le départ du train de Moscou. Ils paraissaient moins satisfaits de leur sort que ceux de Lvov. Ils ont déclaré au Général PETIT qu'à quelques kilomètres de Kiev se trouvait un autre groupe de nos compatriotes qui travailleraient dans des conditions assez pénibles.

II Les autorités locales se sont montrées pleines d'attentions à l'égard du chef de notre mission militaire et (res) collaborateurs,

Les généraux commandants (A) Elev et Leow ont notamment donné de (221) de travail pendant l'arrêt de deux jours à Elev, à l'aller, aucun renseignement n'a pu être obtenu ni aucune visite faite. Ce n'est qu'au retour qu'il s'est possible au Général PETIT de rencontrer un représentant de l'Etat-major des partisans, et à M. DE CARBONNEL de voir le chef de la section consulaire du Commissariat du Peuple (219) aux Affaires étrangères de l'Ucraine. Encore les renseignements fournis et recueillis à si grande peine ne tenaient-ils pas compte de la présence du groupe des travailleurs français signalés par les partisans rencontrés à Elev.

III Le Général PETIT et M. DE CARBONNEL n'ont pas manqué d'insister dans leurs conversations sur le fait que nous nous préoccuplons du sort de tous Français ne trouvant en l'U. R. S. S. quelle que fût depuis 1940 leur attitude.

IV Le Général PETIT (220) fera sans doute valoir les raisons qui rendent désirable le départ des Français qui se trouvent actuellement à Leow. Les conditions dans la ville sont en effet difficiles: ilot polonais en territoire de peuplement ukrainien, Leow est actuellement un point sensible. Certains éléments de la population, notamment dans les milieux (eines) avec lesquels nous connaîtrions sont en contact, (incertains) même de leur sort, se livrent parfois à des activités imprudentes. D'autre part, (221) le dérangement apporté à la vie économique du pays fait du marché noir une des occupations les plus lucratives. Le fait que certains de nos compatriotes s'y adonnent est sans doute connu et toléré des autorités locales: mais leur attitude peut se modifier.

V Comme le sait le Département, nous avons à Leow, de par la présence du foyer français, d'un certain nombre d'institutrices établies de longue date dans la ville et de l'existence d'un couvent du Sacré-Cœur dirigé par une (222) supérieure française et dispensant son enseignement à quatre sont cinquante élèves, des possibilités ... diffusion de notre culture.

Je me (several serrup's groups) j'ajoute que l'accueil fait par la population au Général PETIT a été fort sympathique, la satisfaction de voir un uniforme français était évidente. Je crois qu'il aurait le plus grand intérêt à multiplier ce genre de déplacement et j'envie de s'envoyer prochainement un de mes collaborateurs à l'U., à l'U. et à l'U.

Le juge ROSENMAN, conseiller spécial de M. ROOSEVELT se rendra bientôt à Paris en mission. Il a une lettre de M. ROOSEVELT l'ascréditant comme son envoyé et il remettra également une lettre de M. ROOSEVELT au Général DE GAULDE.

Le but de son voyage est de se rendre compte des besoins des pays libérés de l'Europe occidentale, et en particulier de la France, en fournitures diverses. Mais il est surtout chargé d'étudier la (761) question de la reprise industrielle, et des crédits à consentir à cette fin par State-Unis. Il n'a dit qu'il désire voir des Ministres de Finances, d'Economie nationale et de Communications. Sa mission l'amènera à voir d'autres personnes compétentes en matières de crédit et de reconstruction, dont des noms pourraient lui être indiqués par membres du Gouvernement qu'il rencontre.
