Le Gouvernement français se propose d'adresser au Gouvernement allemand un avertissement solennel au sujet de tortures ou mesures de représailles dont, en violation du (Règlement de la Heje) pourraient être victimes les prisonniers de guerre et déportés français.

De cet avertissement serait proclamée la responsabilité non seulement des autorités gouvernementales du Reich et du Haut Commandement de l'armée, mais aussi de tout autre militaire ou civil qui exercerait ou laisserait exercer des actes de violence (commandants de camps de prisonniers, chefs des camps de concentration et chefs de l'organisation du travail notamment).

L'information en question relève évidemment du domaine de la fantaisie. Le fait que Koenigsberg soit donné comme lieu où se constituerait sous l'égide soviétique un gouvernement de généraux de la Wehrmacht suffit à en démontrer la caractère suspect.

J'ai eu déjà maintes fois l'occasion de préciser dans ma correspondance le rôle assigné par le Gouvernement soviétique au Comité de l'Allemagne libre ainsi qu'au groupe d'officiers généraux présidé par le Général VON PAULON, deux associations (179) distinctes qui poursuivent un but commun: débarrasser l'Allemagne de la dictature hitlérienne afin de pouvoir mettre fin immédiatement aux hostilités et négocier avec les alliés la paix inévitablement onéreuse.

La propagande menée par ces deux groupes dans les camps de prisonniers et à l'intérieur du Reich tend à dissocier la peuple allemand du parti nazi et à briser sa volonté de résistance. Le Gouvernement soviétique ne néglige aucun moyen pour atteindre ce but auquel il fait concourir tous les éléments allemands qu'il a sous la main.

Mais il n'est pas exclu que ces éléments ne soient aussi tenus en (180) réserve afin de les opposer, si besoin était, aux personnalités allemandes telles que SCHWING dont le Gouvernement américain ou le Gouvernement britannique penserait à se servir pour constituer en Allemagne une équipe gouvernementale à leur dévotion.

Sur ce plan il est certain que le Gouvernement soviétique ne se laisse pas surprendre par des combinaisons qui lui inspirent la plus vive méfiance, et qu'il ferait intervenir à temps le Comité de l'Allemagne libre pour (181) barrer l'accès du pouvoir aux représentants plus ou moins camouflés de la haute industrie et de la haute finance allemandes qui furent les commandants de l'aventure hitlérienne ainsi que des leaders politiques qui ouvrirent si complètement les avenues du pouvoir au Führer.

Je vous informe que nous avons remis aux représentants alliés un projet d'accord relatif à la cession aux Allies de la production de caoutchouc de la campagne en cours dans les colonies françaises d'Afrique, soit environ 15.000 tonnes. Il a été précisé que le Gouvernement français entend conserver la faculté de demander sur la quantité de caoutchouc naturel de nos colonies livrée aux Allies, une allocation de 5.000 tonnes destinées à l'industrie métropolitaine qui est en état de les traiter.

L'attention des représentants alliés a été attirée sur le fait que malgré la contribution de la France à l'approvisionnement en matériel (501) de l'industrie caoutchoutière allies, notre pays n'a pas accès aux organismes alliés de répartition du caoutchouc. Je vous serais obligé en conséquence d'intervenir de vanière pressante auprès des autorités compétentes afin d'obtenir notre admission à la section du caoutchouc du Combined Raw Materials Board.

J'ai été, d'autre part, informé de l'intention des Anglais et des Nériendals d'intervenir auprès des Américains pour que la France soit officiellement invitée par les trois gouvernements associés à participer aux travaux du Study Board du caoutchouc qui se réunit à Washington dans la seconde quinzaine du mois courant. Notre admission à cet organisme, sans (502) demande de notre part, semble presque assurée. Comme le propose R. LANSLOIS BENT-ELOT, je vous demande de suivre cette question ( 5 corr pt groups) et de me tenir au courant.

Par poste prochaine nous enverrons le texte des accords de cession aux Allies de la production de caoutchouc dans les colonies françaises d'Afrique, ainsi qu'une note concernant la situation de la France au regard de la production mondiale de caoutchouc naturel. Notre position est en effet excellente, grâce à nos plantations d'Indochine, dont le potentiel dès la libération sera de (503) près de 135.000 tonnes, auxquelles il convient d'ajouter un stock de 140.000 tonnes constitué depuis plusieurs années.</text>
