Je me réfère à téléphone 206.

Les manifestations à Regrowth provoquées par RIAD SONL ris- quant finalement de mettre le Gouvernement libanais en (position) difficile, celui-ci s'est décidé à intervenir. Par suite de la présence de la police les manifestants, réunis hier mardi à 9 heures du matin devant l'université (locale) se sont dispersés ... un accord est intervenu entre les Phalanges et les Na(1,U.)es pour agir dans un esprit d'apaisement et le ... s'est ouvert dans l'après-midi. (232) La même procédure a été suivie à .U. et à .U. Tout est finalement rentré dans l'ordre dans la soirée d'hiver. Aujourd'hui la situation est parfaitement calme.

A .U., à la suite d'interventions des manifestants, les enseignes en français ont été décrochées dans le souk. Le directeur de la SANCHE NATIONALE POUR LA COMMERCE ET L'INDUSTRIE a été enjoint de retirer la plaque portant en français le nom de son établissement. (233) Sur mon conseil il a refusé d'obéir à ses menaces en laissant aux manifestants la responsabilité de toute violence éventuelle. Le retour de l'ordre au Liban enlève aux manifestations actuellement en cours le caractère d'action conjuguée. Il paraît que la situation tend à s'améliorer en Syrie.

A la réunion du comité mixte du 24 janvier les questions principales suivantes ont été traitées.

I Caoutchouc. Nous avons prié le comité de déclarer que l'accord conclu avec le Général ALLEN était destiné á cermettre l'utilisation de la capacité de production française en pneumatiques, en attendant que le caoutchouc brut et les ingrédients au titre du. programme civil nous parviennent et que, par conséquent, cet accord ne devait pas (659) nous être opposé lors de notre demande d'allocations. Cette question sera de nouveau étudiée à la réunion du 31. Le comité a déclaré qu'il était désirable qu'une allocation soit faite au titre du programme civil en ce qui concerne le caoutchouc brut et les ingrédients nécessaires aux fabricationé de caoutchouc industriel. Vous pourrez donc dês maintenant demander une nouvelle allocation portant sur 1000 tonnes par mois de gomme, plus les ingrédients correspondants.

II Blé. L'impossibilité dans les conditions actuelles des transports français ( 800 ) d'expédier sur la région de Marseille du blé en provenance de l'intérieur de la métropole a été signalée. En conséquence les militaires continueront à importer à Marseille 30.000 tonnes de blé par mois au titre du plan militaire.

III L'Agriculture a présenté une nouvelle demande de semence de blé qui est justifiée par le fait que les ensemencements d'hiver ont été inférieurs de $50 \%$ à la normale. Cette demande a été présentée par nous au comité sous la forme suivante. Comme les Alliés importent du blé pour ... en Belgique, nous leur proposons de nous procurer du (661) blé en semence, en échange duquel nous leur fournirlons pour distribution en Belgique du blé de ... français. Cette solution se heurte à des difficultés techniques d'expédition en raison faible délai imparti. Des discussions techniques sont en cours et nous vous aviserons de la solution qui interviendra. IV Nous avons déposé une protestation énergique au sujet du
retard qui intervient dans l'exécution du programme militaire de
285.000 tonnes dans la zone nord de la France, en particulier en
ce qui concerne les corps gras et les viandes (CEE) en conserve.

V Nous avons réitéré nos protestations relatives à l'insuffisance des importations en charron.

VI Le représentant du Ministre of War Transport a fait
savoir qu'il n'était plus nécessaire d'avoir l'accord de SEAFP pour
envoyer dans les ports français des bateaux en provenance d'Angleterre.

VII Nous avons demandé quand nous serions saisis officiellement du programme de fabrication français pour armée américaine. Il
nous fut dit que les discussions étaient en cours entre l'... et le
Général ALLEN et que nous serions saisis très prochainement du
programme.

VIII Nous avons demandé que des remorqueurs britanniques nous
soient prêts afin (243) de permettre la pleine utilisation des
chalands français. La question est à l'examen.

IX Les représentants de FEA ont attiré notre attention sur le
fait que les réquisitions passées aux E. U. l'étaient à une cadence
très insuffisante, et que la quantité de marchandises sera insuffisante pour charger les bateaux qui nous étaient alloués. Nous

Un groupe de catholiques libéraux argentins lancera fin mars une revue "Civilización" dirigée par le professeur GRIEDEZ, ami personnel de M. FABITAIN et du Père DUGAFILLON. Cette revue s'est assurée la collaboration de catholiques anglais et américains et il faut lui assurer également une collaboration française qu'elle désire. V. Les Gouvernements alliés ont notifié par lettre dont je vous envoie copie par un prochain courrier, leur décision de supprimer le NAJEM et le Comité mixte de J. S. à compter du 1er janvier 1945. À cette occasion (615) nos alliés ont précisé qu'ils suggéraient que le Gouvernement provisoire charge les missions d'achat à Londres et à Washington d'acquérir les biens qui doivent être livrés à l'Afrique du Nord pendant le second semestre 1945. Nos représentants ont déjà fait valoir que sur ces achats nos missions ne sauraient se passer de l'aide de l'administration du prêt-bail.

VI. Maintenant, en accord avec les (616) not received), (617) de vue, que le retour progressif au commerce privé qui correspond à une volonté bien arrêtée du Gouvernement américain, peut présenter pour nous l'avantage de favoriser la reprise et le développement de certaines de nos exportations vers les E.
