Avec l'arrivée des troupes américaines dans les îles principales des Philippines a coïncidé une recrudescence marquée de la propagande américaine par radio à l'usage des peuples d'Extrême-Orient. Depuis le 10 courant six nouvelles stations de 50.000 watts, installées sur la côte américaine du Pacifique, émettent programmes de nouvelles et de commentaires établis par (540) l'agence américaine officielle d'information en trois dialectes chinois, en japonais, philippin, coréen, siamais, anglais, néerlandais et aussi en français et en annamite. La proposition faite au Ministre des colonies par le service information des E. U. à Paris est sans doute en relation avec cette action de propagande.

Le Combined Civil Affairs Committee, organisme anglo-américain présidé par H. McCloy, et qui prépare pour le Combined Chiefs of Staff toutes les instructions à l'usage des pays occupés, élabore actuellement réajenants administratifs qui seront imposés à l'Allemagne. Après approbation par le chef d'Etat-Major, ses instructions seront transmises au Général EISERMONER pour être appliquées dans les territoires allemands placés sous l'autorité (493) du commandement allié.

Il me paraît que l'entrée de la France au Combined Civil Affairs Committee doit être demandée au cours des entretiens qui vont avoir lieu en Europe. Elle devrait être facilement obtenue. MAYER asks that the sending of 450 assembled locomotives ready for immediate use be hastened. The seriousness of the transportation situation has been aggravated by the freezing over of canals.

Lorsqu'en janvier 1941 j'ai abandonné à M. LEBOUR consulté de Manille, mon seul collaborateur M. ZIALOITA fut renvoyé. Pendant occupation japonaise, attitude de LEBOUR et du nouveau personnel fut nettement collaborativement à les autorités américaines en ont eu connaissance. Pendant mon insarcération, j'ai appris que les Japonais ont fermé consulté et que LEBOUR avait été rapatrié en Indochine. J'ignore ce qu'il a fait du mobilier et des archives.

U. ... j'ai l'honneur de souligner qu'il est (91) pour moi de la plus haute importance que je suis autorisé à retourner à mon ancien poste que je n'ai laissé qu'à cause de la guerre. J'ai abandonné à Manille tout ce que je possédais; je dois présenter au Gouvernement philippin une réclamation importante en dommages de guerre pour laquelle ma présence sera indispensable. Comme suite aux indications envoyées par le Département au vu de vos télégrammes de ces jours derniers, cette Ambassade est de nouveau intervenue auprès de la loi du 28 mai 1945. Le 28 mai 1945, le Département d'Etat, pour signaler que vous aviez reçu instructions de faire partir notre attaché militaire pour Clipperton, que le départ d'Amapulco du bateau d'États à cette fin pouvait avoir lieu dès demain, et pour demander assurance formelle qu'aucun obstacle ne serait mis par les autorités américaines et notamment (76) par autorités navales au voyage du Commandant DIVES et de son adjoint. Le chef de la section française du Département d'Etat a promis de se mettre immédiatement en rapport avec Navy Department. Mais il a vivement insisté, et je ne saurais trop y insister moi-même, sur danger qu'il y aurait à laisser partir le Commandant DIVES avant que les autorités navales américaines aient répondu à notre démarche. Je vous télégraphierai de nouveau dès que leur réponse m'aura été communiquée.

II La raison principale pour laquelle les militaires désirent continuer à assurer ces livraisons est la suivante: au commencement de chaque mois (545) les militaires présentent aux autorités du Combined Shipping leur demande totale d'allocation de tonnage pour le mois suivant. Cette demande comprend des tonnages pour les besoins militaires proprement dits et des tonnages pour les changements civils. Comme chaque mois les allocations sont diminuées, la compression porte sur la tranche civile, et le résultat net est que le tonnage militaire est (maintenu) au détriment de notre programme.

III Si nous acceptons la proposition des militaires, la conséquence serait que le tarif qui devrait être alloué au programme national français ne le (546) sera pas, et que de que les militaires nous promettent ne sera que partiellement livré par ... . En même temps le fractionnement en tranches de notre programme complique beaucoup nos demandes d'allocations de produits devant ce que représente le programme français et ce en est son exécution. Enfin ce fractionnement nous créera difficultés et nous fera courir des risques financiers du point de vue application éventuelle accord Lend Lease.
