La direction FPI qui avait été créée en septembre dernier au Ministère de la Guerre et qu'un décret du 25 janvier vient de supprimer, était un organisme de transition destiné à permettre l'intégration dans l'armée régulière des diverses unités qui s'étaient constituées volontairement dans la période insurrectionnelle. Sa suppression signifie simplement que cette tâche est maintenant remplie. Les officiers qui le composaient seront intégrés dans les divers états-majors et unités de l'armée.

Au Ministère des Affaires étrangères tchécoslovaque, le s'indique que le Gouvernement se prépare à se rendre dans le pays le plus tôt possible.

Il y a plus de deux semaines, on exclue d'un retour prochain, en invoquant notamment le fait que l'armée rouge semble chercher à atteindre Bratislava, le long de la frontière hongroise, mais sans pénétrer en Slovaquie. Le changement d'ététude du Gouvernement serait survenu à la suite des entretiens de M. BENEC à Moscou (non tél. AL/CL/149). Au cours de ces conversations, les Soviets auraient laissé entendre qu'ils n'avaient aucune objection (438) au transfert en Tchécoslovaquie du Gouvernement de Londres "dans sa composition actuelle" et qu'ils y seraient même favorables.

Ce dernier a interprété la démarche soviétique comme une invitation discrète dont il avait tout intérêt à profiter. Il a été encouragé dans sa décision par le fait que la libération de la Moravie et de la (Schéma) ne serait plus devoir suivre de près celle de la Slovaquie.

Certaines indications portent à penser en même temps qu'après la constitution de gouvernements provisoires à Debreczen et à Lublin, les (436) dirigeants tchécoslovaques estiment nécessaire de se trouver eux aussi sur place. Depuis la formation du Gouvernement MIELOG, ils suivent avec constance la politique russe en Hongrie. Maintenant que le comité présidé par M. BEIRUT a été reconnu comme Gouvernement provisoire, ils voudraient aussi observer de près les relations qui vont s'établir entre une Hongrie et une Pologne démocratiques tournées vers la Russie. Celles-ci pourraient s'avérer tout aussi cordiales que les rapports qui existaient entre les deux pays du temps de .9.

Le ministre des Affaires étrangères (437) n'est pas en mesure de fixer dès maintenant la date du départ du Président BENES et de ses ministres.

I. que dans une partie du territoire libéré si réduite soit-elle, dont il pourrait diriger souverainement l'administration, ce qui n'était pas le cas pour M. NENEC (mon tel. précité I);

II. (438) que s'il peut avoir toute liberté de communication avec le monde extérieur par radio et par avion.

La date finale du transfert reste donc largement fonction de la rapidité des opérations militaires. Il pourrait avoir lieu, au plus tôt, d'ici huit semaines.

Le choix du nouveau siège du Gouvernement est assez incertain. Les Tchécoslovaques ont sérieusement pensé à la ville de Kosice. Mais il est possible que la capitale provisoire soit fixée plutôt à Presov ou à Hanska-Bystrica.

Le (439) Gouvernement tchécoslovaque Moscou qu'il tenait à être accompagné par les représentants de la Grande-Bretagne, des États-Unis et de la France. Il y aurait donc intérêt à ce que le Département envisage dès maintenant la nomination d'un chef de mission. Le Ministre des Affaires étrangères compte bien en effet que M. PHILIP MIGUELS et M. STEINHARDT se rendront aussitôt sur place. ... PARIS.
