## I. Politique intérieure.

Deux faits dominent la semaine écoulée: le discours du Général de Gaulle et les mesures financières prises par le Gouvernement.

A) Le discours du Général de Gaulle, prononcé au moment où les souffrances causées par la guerre et par l'hiver sont des plus aiguës, a opportunément rappelé que ces souffrances sont la conséquence inévitable de cette dernière année de la guerre et que la victoire vers laquelle nous tendons est la condition de notre relèvement. Il a énuméré les causes concrètes des difficultés actuelles (53) - rigueur exceptionnelle de l'hiver entraînant le gel des chutes d'eau; avouissement sensible des besoins militaires provoqués par les récentes offensives annuelles. Les problèmes intérieurs, comme à chaque intensification de la lutte, passent automatiquement au second plan.

B) Les mesures financières prises sur la proposition de PLEVES marquent une nouvelle étape du redressement de nos finances. Insistée sur le fait qu'en restant classiques elles sont énergiques et que (54) le Ministre est bien résolu à aboutir à un assainissement complet de la situation financière du pays.

## II. Politique extérieure.

Continuez d'éviter toute spéculation en ce qui concerne la participation de la France à la conférence des Chefs de gouvernement. Soulignez cependant que la France (M. ne) doit y prendre part que si elle y est invitée avec un délai et dans des conditions qui lui permettent d'effectuer les études et préparatifs nécessaires; les problèmes qui seront soulevés à cette conférence sont d'un intérêt trop capital.

Référons nos 5e du 29 décembre et 22e du 15 janvier, et attirons votre attention sur l'importance des mesures à prendre pour la bonne réception des cargaisons de notre programme importations. Nous rappelons que les marchandises seront reçues dans les ports qui manquent de moyens de stockage et de locaux, que l'évacuation par fer et par eau sera difficile et que l'ensemble de ces opérations s'effectuera sous l'œil des services militaires alliés. Toute l'aube manœuvre, tout défaut de prévision aboutant à des portes de temps pour les navires, à des embouteillages des ports ou à des (352) sur-chargements des transports intérieurs provenant de destinations erronées et qui auraient pu être évités, pourront servir de prétexte à des réductions ultérieures de notre programme. Il faut veiller strictement à ce que, d'une part, les ports affectés à ces déchargements disposent du maximum de moyens compatibles avec la situation présente, d'autre part, qu'aucun obstacle ne s'oppose à l'expédition immédiate des marchandises vers leur destination, ce qui implique que pour chaque cargaison le service importation et exportation connaisse avant l'arrivée du navire les destinations finales des produits et les personnes (353) qui les prennent en charge.

Des mesures sont prises ici pour télégraphier à COMMON composition de chaque chargement et la destination du navire. Nous demandons que les directives de COMMON soient strictement observées et nous rappelons l'importance de voir au bon fonctionnement des services locaux d'INTEX. Tenez-vous au courant par téléphone des mesures prises au Havre et en Méditerranée pour la réception des chargements de janvier.

Je me réfère à mon télégramme 28 de ce jour vous transmettant réponse Gouvernements américain et anglais sur notre demande tonnage, pour qu'allocation tonnage nécessaire à assurer exécution du solde de notre programme à partir d'avril nous soit assurés.

II. Les chiffres de 10 bateaux pour chargement Stats-Unis en février et 10 en (342) mars indiqués dans les lettres anglais et américain sont des minimum. M. CONWAY nous a assurés que le programme d'exécution prévoit les chiffres indiqués dans mon télégramme 22, soit 10 à 12 pour février et 10 à 13 pour mars.

III. L'essentiel des arrangements réside dans le fait que notre programme national est maintenant formellement accepté, qu'il forme partie des demandes auxquelles le tonnage sera régulièrement alloué au même titre que les programmes anglais et russe et que nos bateaux vont être mis aussitôt que possible sur nos (routes de navigation).

Nous (55) perdons un véritable ami de la France qui avait une grosse influence à Moscou.

Si l'annonce de notre mission culturelle a été recueillie avec intérêt, son ajournement et les nouvelles contradictoires auxquelles il a donné lieu dans la presse tendent à en (diminuer) la portée sinon le prestige.

Ce basant sur vos télégrammes no 53 et 56 j'ai fait savoir au Ministre des Affaires étrangères que je le tiendrais informé en temps opportun de la date à laquelle la mission partirait de Paris. Je continue à insister sur ce point auprès des fonctionnaires qualifiés afin de démapporiser dans la mesure du possible les commentaires (ironiques) que cette situation commence à provoquer.

D'autre part, la présence à la seconde réunion (62) du comité de réception des Affaires étrangères de nouvelles personnalités réputées encore récemment de tendances exophiles, a provoqué une certaine réaction dans l'opinion et risque de donner prise à une polémique dont nous ne pourrions que faire les frais.

Si l'on considère enfin qu'au début de février tous les Ministres des Affaires étrangères sud-américains doivent quitter leurs capitales pour la conférence de Mexico où il est possible qu'une solution soit trouvée à la question argentine, le moins qu'on puisse prévoir est que l'accueil officiel à notre mission (63) ne s'en trouve généralement affecté.

A moins que la mission ne se trouve maintenant en mesure d'arriver d'ici quelques jours et ainsi de couper court à cet état de choses, il y a, je crois, un intérêt évident à attendre pour la mettre en route un moment plus favorable.
