Comité gouvernemental révolutionnaire du Guatemala a rompu ses relations diplomatiques avec l'Espagne hier soir 22 janvier.

Les principaux motifs sur lesquels se base cette décision sont les suivants: régime actuel de l'Espagne est de type nettement totalitaire (21) et son idéal et ses principes sont contraires à ceux de la révolution guatemalienne et aux postulats de la démocratie. La phalange espagnole constitue un foyer réactionnaire dont les agissements représentent danger pour la sécurité continentale et portent atteinte à la tranquillité et à la paix de la République.

Le Gouvernement mexicain vient de faire savoir au Ministre des Affaires étrangères brésilien qu'il avait favorablement accueilli la démarche de l'Union Nationale des Etudiants Brésiliens demandant le bénéfice du droit d'asile pour huit de ses membres qui se sont réfugiés récemment à l'ambassade du Mexique à Rio.

Ces étudiants sont l'objet de poursuites politiques (voir mon téléphone 101 du 23 décembre) et sont menacés d'être traduits devant le tribunal de sécurité (tribunal politique d'exception).

En raison de la crise actuelle des transports, M. PARODI a dû appeler l'attention des autorités militaires en les difficultés très graves qui survenassaient au cas où le développement des opérations militaires entraînent une avance importante des troupes alliées. Comme cela s'est déjà passé en Alsace, les troupes arriveraient très probablement dans des zones où tout le matériel de chemin de fer aurait été évacué. Allonge. ment des parcours à accomplir par les chemins de fer (300) entraînera automatiquement une diminution du rendement du matériel min. tant, lequel ne peut déjà satisfaire les besoins militaires et civile, c'autant plus qu'il faudra également effectuer les transports de rapatriement de prisonniers ou déportés et ceux que nécessite la remise en marche des industries qui n'ont pu jusqu'à ce jour reprendre pour ainsi dire aucune activité.

L'exportation de matériel de transport et surtout do matériel moteur doit absolument être suffisante pour qu'on n'ait en aucun cas (392) besoin d'utiliser notre matériel moteur en dehors de nos frontières. Si ce principe est admis, on peut y satisfaire par voie de compensation, c'est-à-dire en faisant en sorte que des parcours exécutés en France par des materiens importés compensent des parcours équivalents de matériel moteur français exécutés en dehors de la frontière.

1.200 locomotives et 50.000 wagons du parc français sont actuellement nécessaires aux transports militaires; il con. viendrait d'abord d'y substituer un nombre équivalent de matériel moteur et (400) roulant importé. Il semble que l'Etat-m.les les. parallèle soit d'accord pour envoyer en France tout le matériel moteur et roulant se trouvant aux E.U. et apte à circuler sur les réseaux européens. Il serait désirable que le Gouvernement français enînt confirmation de cette indication. La question du matériel moteur étant plus aigu? que celle du matériel roulant, les locomotives devraient obtenir priorité sur les wagons dans-les transports maritimes.

J'ajoute que M. PARODI intervient (401) auprès du Général GALS pour qu'en attendant l'arrivée du matériel américain, SNAPP accepte :

I. De mettre à la disposition de la SNCF toutes les locomotives importées qui n'ont pu être équipées avec leur propre personnel par les soins des Alliés (dans le secteur anglais de Dieppe, il (existe) par exemple 60 locomotives non employées).

II. De mettre en phase trois toutes les lignes autres que celles des secteurs de l'avant. Ainsi toutes les opérations de mouvement seraient du ressort de la SNCF et l'on obtiendrait un meilleur rendement du (402) parc moteur.

III. De réduire le nombre des wagons chargés de transport militaire. Ces wagons chargés sont actuellement au nombre d'environ 34.000 par semaine, dont environ moitié de wagons couverts. Selon la SNCF, ce chiffre pourrait être ramené à 26.000 en faisant la réduction sur les wagons chargés à destination de certaines gares régulatrices et entrepôts telles que Suissons et Reims, où, la cadence des déchargements n'étant pas suivie par celle des chargements, on est (403) forcé de garer des trains dans les gares de dépôt (le 21 à 8 heures 47 trains étaient garés en attente pour Reims). Il serait indispensable qu'il n'y soit pas, au départ des bases, de chargement en quantité supérieure à la cadence possible des déchargements à l'arrivée.

M. PARODI vous serait reconnaissant de joindre vos efforts aux siens pour obtenir que les autorités américaines accordent au matériel de chemin de fer américain apte à circuler sur nos lignes une prime priorité pour l'expédition sur la France.

J'ai vu cette après-midi M. STEYTINIUS, en compagnie de MAYER, qui lui rendait une visite officielle. MAYER a exposé au Secrétaire d'Etat le but et l'importance de sa mission. M. STEYTINIUS lui a répondu qu'il était au courant de ses négociations, au sujet desquelles il reçoit régulièrement des informations de M. CAPPERT. Il a assuré le Ministre que le Département d'Etat (383) ne manquera pas de l'appuyer auprès des quatre administrations les plus directement intéressées, soit Ministre ou Bureau de la Guerre, de la Production, du Shipping, des Relations économiques avec l'étranger (Foreign Economic Administration). Il a en même temps, exprimé le désir d'être tenu au courant du progrès des pourparlers que conduit MAYER. J'ai d'autre part rappelé à STEYTINIUS la conversation que j'ai vue récemment (384) avec M. DUNE et dont se dernier l'avait informé (voir mon télégramme 320 à 324).

Je lui ai demandé s'il pouvait me faire savoir l'accueil réservé à la communication que vous avez faite à M. CAPPERT au sujet de la conférence à laquelle doit se rendre le Président des Etats-Unis. Il m'a répondu que la question ne regardait pas seulement le Président mais aussi STALLINE et CHURCHILL. La décision ne (383) pourrait pas intervenir à ce sujet avant plusieurs jours. Il a ajouté qu'il tenait strictement à m'assurer que ROOSEVELT se rendait compte de l'importance de la demande formulée et qu'il y donnerait "toute son attention sympathique." Parmi les problèmes nombreux qui se posent à cette occasion, m'a dit le Secrétaire d'Etat, "nous mettons celui-là au premier rang."
