Nous attirons votre attention sur les mesures financières adoptées le 16 janvier par le Conseil des Ministres telles que les exposés le communiqué du Ministre des Finances que nous vous avons transmis. Ces dispositions s'appliquent aux Français résidant à l'étranger. Attirez notamment leur attention sur les peines prévues pour absence de déclaration. Il ne s'agit pas là de vaines intimidations. Faites largement savoir autour de vous que le Gouvernement est réellement résolu à dénoncer les dérobades, à (groupe missing?) à l'inconvénient (47) et à appliquer les mêmes sanctions. Il envisage sérieusement les mêmes peines de prison sans sursis nous disons sans sursis. Les capitaux français à l'étranger seront considérés comme mobilisés. Vous pouvez faire entendre par la même occasion que le Gouvernement dispose sur les montants à l'étranger des avoirs français de renseignements beaucoup plus exacts et plus abondants que ne peuvent croire les Français tentés de dissimuler leurs avoirs. Au cours d'une conversation avec M. DE LA SABLIERE, M. ZORLU, consul général ture à Beyrouth, lui a précisé que son gouvernement ne se proposait pas d'apporter beaucoup d'emprisonnement à donner satisfaction aux demandes syriennes. (390) Les autorités turques veulent auparavant obtenir satisfaction des Syriens sur un certain nombre de points précis. Elles paraissent présentement assez mécontentes de l'attitude des Syriens à leur égard. Le Gouvernement ture subordonnerait notamment la reconnaissance de la Syrie à une déclaration du Gouvernement syrien renonçant à tout droit et à toute réclamation sur le Sandjak d'Alexandrette. (391) D'après M. ZORLU cette déclaration sera nécessité par les discours récents de deux députés syriens à la Chambre exigeant avec quelque violence la réintégration du Sandjak à la Syrie. Le consul général ture estime d'ailleurs que le Gouvernement syrien est trop faible devant l'opinion pour faire une telle déclaration.

M. DE LA SABLIERE a rappelé à M. ZORLU les contrats qui sauvegardent nos positions. En ce qui concerne reconnaissance de l'indépendance syrienne, (392) il a précisé que lors de la reconnaissance de cette indépendance par la Grande-Bretagne, les documents échangés stipulaient que l'Angleterre reconnaîtrait indépendance de la Syrie et du Liban dans le cadre "des proclamations du Général CATROUX à la date du 27 septembre '41 pour la Syrie et du 26 novembre '41 pour le Liban". Il lui a signalé que cette proclamation contient présentement un certain nombre de réserves françaises. Il a mentionné particulièrement (393) celle qui est relative à la nécessité d'un traité Franco-syrien et Franco-libanais comme règlement correspondant des rapports entre la France et la Syrie d'une part et la France et le Liban d'autre part, et comme

Je pense dans ces conditions qu'il ne sera pas inutile que vous rappeliez au Ministre des Affaires étrangères tura (quelle) est exactement la position française telle qu'elle appartiattdans la proclamation du Général CATHOUX de 141. De toute manière l'état d'esprit des autorités turques permet de penser qu'on pourra obtenir sans trop de difficultés l'ajournement de la demande de rachat du ...... Tohobah Bay (305) qui intéresse la Syrie et le Liban autant que nous. Ainsi que l'indique le rapport adressé par ma lettre 1146 du 24 novembre sur cette question, le rachat ne peut être exigé par la Turquie avant 1947 sans un accord qu'il ne paraît pas urgent de donner actuellement. Au surplus il peut être fait état des nécessités dilitaires qui justifient le maintien du régime actuel d'exploitation pendant durée de la guerre.

La réunion des "ortes eapagnols d'hier au soir a eu caractere d'auscultation des possibilités de réunio a futures parce qu' (..m. il y avait) 'quorum insuffisant pour prendre des décisions politiques, (2) abstention complète de tous membres du dernier gouvernement républicain malgré (20) prósense de sept d'entre eux a Mexico, notamment ALVAREZ DEL VAYO ancien Ministre des Affaires étrangères représentant Président NEGRIS.

Tous les députés négrinistes, eommunistes, basques, étalent absents et aucun membre du corps diplomatique n'assistait a la réunion. (21) Les journeux publient ce matin long compte-rendu des discours prononcés et sont, en général, peu optimistes quant aux chances de création d'un gouvernement républicain par ces Cortes dont la légalité est fort discutée.

Malgré toutes les manœuvres entreprises par HIAE SOHL (à l'occasion) de la crise gouvernementale pour écarter toutes candidatures possibles et rester l'homme (indispensable), AHDOL HAMID KERANE a finalement cédé à l'appel du Chef de l'état.

(35) Il vient de constituer le nouveau cabinet qui comprend six ministres comme le précédent. Le chef national de Tripoli représente la communauté calante-avec la présidence, il prend les piers-feuilles des Finances et de la Défense nationale. NICOLAS G.... ... reçoit la vice-présidence avec TANILA, grec catholique seul membre du précédent ministère, garde les Affaires étrangères et reçoit la Justice. AHMED EL ASSAD, le chef du Liban sud prend les Travaux publics et la santé, alors (37) que le Revitallement avec Agriculture sont attribués au Boum ZAIL TALUQUE. Enfin l'intérieur, suivant la tradition, est rendu au Maronite MADAR NAIM, ancien bâtonnier élu aux dernières élections sur la liste EMILK EDDE et rallié depuis au parti BEDDA RA HOURT (38).

Le ministère dans son ensemble est d'une vitrine médiocrité. Les deux seuls membres marquants, AHDOL HAMID et AHMED EL ASSAD n'ont de que sur leurs plans respectifs du Liban nord et du Liban sud, sans aucune expérience ni compétence politique. (39) Les principaux autres membres sont sans histoire. Néanmoins le nouveau chef de gouvernement pourra sans doute compter pendant quelques semaines ou quelques mois sur l'appui de ces amis comme de ses adversaires qui sont tacitement d'accord pour l'user.
