A la suite de son entretien avec M. SURASITCH, M. CHURCHILL a revu le roi PIERRE de Yougoslavie; M. KDES était présent.

M. CHURCHILL, lors de sa première entrevue avec le roi, lui avait "recommandé de ne pas refuser" l'accord TITO-SURASITCH. Cette fois, il lui a "fermenté conseillé d' (M. * accepter)" cet accord.

Ces indications qui me sont données par l'Amassadeur de l'Angleterre auprès du Gouvernement yougoslave confirment que le Gouvernement britannique, quelles que soient ses arrière-pensées, n'est pas disposé à se laisser entraîner dans une nouvelle aventure.

Il y a donc (314) lieu penser que le roi finira par céder. Mais cette fois, il ne (M. * céder) pas, le cours des choses ne serait pas modifié. Si la personne de PIERRE II, ni la cause de la monarchie, ne peuvent à l'heure actuelle trouver un soutien sérieux en Yougoslavie, TITO formerait immédiatement un gouvernement à Belgrade qu'il pruslerait seul gouvernement légal yougoslave. Les Gouvernements britannique et américain qui ont comme Union soviétique accordé leur agrément à l'accord TITO-SURASITCH s'estimeraient fondés à le reconnaître officiellement comme Gouvernement provisoire.

Les élections à la présidence et à la vice-présidence de la République ainsi qu'à l'Assemblée Nationale se sont déroulées dans le calme les 14, 15 et 16 janvier.

Tous les candidats présentés par le parti gouvernemental, union sociale démocrate, ont triomphé: le Général SALVADOR GASTANEDA CASTRO a été élu président de la République par plus de 300.000 voix. Ses trois (4) concurrents se sont retirés quelques jours auparavant pour protester contre le régime d'imposition, attentat à la liberté des élections. Grâce à l'absence de tout contrôle, qui permet à une même personne de voter souvent, le Gouvernement pouvait annoncer que 61% des électeurs inscrits, correspondant à 16% de la population totale du pays, se prononcé en faveur du nouveau président, qui entrera en fonctions le 1er mars. Le Docteur MANUEL ... IANO VILANOVA a été élu Vice-Président.

M. SURASITCH, pour la première fois depuis son retour à Londres, a été reçu hier par M. CHURCHILL. Ce retard est inexpliquable par les multiples occupations du Premier Ministre. Le ressentiment provoqué par le voyage du Ministre yougoslave à Moscou et le désir de gagner du temps n'y sont pas étrangers, car M. CHURCHILL avait trouvé moyen recevoir le roi PIERRE un peu avant Noël.

L'entrevue d'hiver était d'autant plus opportune que l'opposition s'érite encore une pression très forte sur le Roi pour le (faire) accepter une pour la mise en exécution de l'accord TITO-SURASITCH, et pour le (71) formation d'un nouveau gouvernement à Belgrade.

Situation créée par la formation du Gouvernement de Lublin et la perspective d'une prochaine réunion des chefs des principaux gouvernements alliés ont certainement encouragé cette manœuvre. L'importance prise par la question polonaise sur le plan des relations interalliées inspire aux adversaires de TITO espoir d'en profiter, grâce aux analogies qu'elle peut présenter avec la question yougoslave. Cet espoir est encore fortifié par les contradictions et les obscurités de la politique anglaise à l'égard des (73) Grecs comme des Polonais.

La presse anglaise se fait l'écho de cette agitation. L'observer et le Daily Herald parlent de la résistance du roi et de la possibilité d'une crise.

Dans l'entourage (de) M. SURASITCH, on se montre optimiste, et sans nier les difficultés on y voit les palpitations inévitables avant décision finale. M. Notre ambassadeur à Washington m'avise qu'il vous a transmis mon télégramme du 12 janvier pour instructions. Tous les préparatifs étant terminés, $j^{\prime}$ (attend)ais les réenfants de l'inforvention de Washington avant de renoncer (a l') expédition, mais el ceux-ci (ne) parviennent pas avant vendredi, je dois rappeler notre attaché militaire et liquider la location du bateau, les fonds fournis par (30) la colonie française s'épuisant.

L'attaché naval américain a essayé de faire croire que l'obstruction venait des autorités mexicaines, mais le ministre de la Marine mexicain a au contraire prêté toute assistance possible, nous avertissant cependant confidentiellement que s'il ne donnait pas le permis de sortir, s'était parue que les américains l'avaient averti que tout bateau qui s'approcherait de Clipperton serait coule.

L'interdiction est donc uniquement américaine et elle a été motivée par annonce de l'expédition que j'ai préparée depuis deux mois.

Les autorités fédérales me signalent que les marchandises originaires d'Espagne ou d'outre-mer qui ont été retenues en France lors de la remise du trafic de transit et dont l'exposition a été récemment autorisée par nos services, sont maintenant arrêtées par la douane française de Bellegarde et d'Annemasse.

Les navicerts ou les landeerts accompagnant les envois ne sont pas visés par les consulats français en Espagne. Les marchandises (étaient) expédiées de ce pays à une époque où nos conseils n'étaient pas encore reçu d'instructions à ce sujet. (20) Les destinataires suisses ont par contre présenté des engagements de non-exportation visés par une chambre de commerce suisse et légalisés par les consulats de France en Suisse. Les services de la douane française n'acceptent cependant pas ces engagements.

Etant donné ces conditions, il importe soit d'autoriser les services de la douane à accepter exceptionnellement les engagements de non-exportation simplement légalisés par les consulats de France qui n'ont d'ailleurs reçu jusqu'à ce jour aucune instruction au sujet de l'établissement desdits engagements, soit de m'autoriser à inviter l'administration fédérale à établir les "certificats de garantie" dont il est question dans les instructions qui ont paru au bulletin commercial numéro 1887 du 29 décembre 1944. Je vous prie de me donner vos instructions d'urgence.
