SENTENS est arrivé Paris pour deux jours. Il précise que la position à Londres est la suivante: le 23 décembre il a remis au Ministry War Transport notre programme au départ de la Grande-Bretagne en demandant l'allocation de tonnage. Télégramme de (223) RICHARD LAM est parvenu aux Britanniques mais ce télégramme ne leur indiquant pas qu'un programme civil de shipping français avait été accepté, ils ne sont pas disposés à faire une allocation. SENTENS a insisté en demandant qu'on nous alloue immédiatement un premier tonnage .M. sous le programme; il n'a pas pu obtenir satisfaction.

Son impression est que les Britanniques, étant eux-mêmes à court de tonnage, ne nous consentiront d'allocations que lorsqu'ils auront (224) reçu des instructions formelles de Washington et probablement aussi des assurances concernant le remplacement de ce tonnage. Aussi, GRIDLEY m'a confirmé que le Ministry War Transport considérait que le télégramme de RICHARD LAM ne suffirait pas pour leur permettre d'agir. Le Ministre intervient cet après-midi au comité mixte, d'accord avec lui, pour lui faciliter une nouvelle intervention auprès du Ministry War Transport.

A la suite des premières conversations de MONNET à Washington veuillez demander au MONT allocation tonnage qui est nécessaire pour les marchandises en provenance de Grande-Bretagne pour les chargements de janvier - février - mars conformément au programme établi à Londres le 15 décembre, soit 127.000 tonnes pour janvier, 96.000 tonnes pour février - mars. MONNET nous avise que le représentant du MONT à Washington et RICHARD LAW ont télégranné à Londres (dans le même sens). Nous vous rappelons que (129) cette allocation est d'autant plus urgente que nous avons reporté sur amétoirs, pour a léger transport, des achats marchandises prévus originairement aux Etats-Unis. J'attire votre attention sur le fait que la moitié du tonnage prévu au programme sera débarquée au Havre et à Rouen, le restant du tonnage destiné au Nord de la France le sera dans des ports ne pouvant pas recevoir de grands navires tels que Boulogne, Dieppe, Caen, St. Malo. # Four Information. 

M. BAUSE ayant été amené à discuter avec le chef de la Section de presse du War Department les articles (en général) tendancieux et mal intentionnés à l'égard du Gouvernement provisoire de M. PHILIP WHITCOMB, le correspondant du Baltimore Sun à Paris, son interlocuteur a dit que le War Department avait l'intention de retirer le statut de correspondant de guerre aux journalistes américains qui en France faisaient surtout (298) des articles politiques.

Je suppose que si cette décision est prise il deviendra nécessaire d'accréditer tous ces journalistes auprès du Gouvernement français et que leurs télégrammes seront soumis à la censure militaire. J'espère qu'il vous sera possible de savoir la teneur de leur information et que (désormais) nous pourrons cesser de vous renvoyer les extraits des articles des correspondants de Paris publiés dans la presse américaine.

Allocation tonnage aux importations françaises.

I. Bilan général du tonnage dans lequel nos demandes ont été incluses est terminé(s) il montre déficit qui entraîne la révision de tous programmes. Il est possible que cette révision d'ensemble ne puisse se faire que lorsque certaines questions générales auront pu être réglées.

II. Dans ces conditions, j'ai demandé à M. STETTINIUS, MORGLES et LAM (22) que sans attendre cette révision d'ensemble, principe tacite programme importations de guerre françaises soit accepté immédiatement, et qu'en outre allocation de tonnage pour le premier trimestre 1945 soit en conséquence fait au Gouvernement français sans retard. Cette position a centralisé autour de nos débats qui se poursuivent actuellement. Il s'agit de savoir si on nous introduira au rang pays ayant un "programme d'importations de guerre" comme l'Angleterre et la Russie, c'est-à-dire programmes relativement fixés d'avance (221) pour une longue période et pour lesquels allocations tonnage sont quasi-automatiques, ou bien si nos importations seront constamment ou faites à acceptation par les militaires, comme c'est le cas aujourd'hui presque bateau par bateau.

III. Militaires et marins de l'état-major ici s'opposent à ce que l'on nous donne cette place, qui à la suite de nos conversations de Paris avait été recommandée par SRAEF dans son télégramme SCAP 122 que vous (222) savez. Et si ce qui a été donné, vous devez vous dire que vous n'avez pas eu de place, mais vous n'avez pas eu de place. Il y a un certain nombre de cas qui sont en cours de l'exécution de leurs "programmes de guerre". Ils insistent sur le fait qu'ils ne s'opposent pas aux importations de la France, bien au contraire, ils disent vouloir (souléver) les importations de la France par un tonnage qui leur serait alloué.
