Ministre des Affaires étrangères, dans le but évident de ménager ses relations avec l'Argentine, a fait publier ce matin le texte des trois memoranda des 23 novembre, 4 et 31 décembre, par lesquels il a fait connaître le point de vue du Gouvernement uruguayen sur le projet de conférence panaméricaine, et la demande formulée par le Gouvernement argentin de se faire entendre.
Ces documents montrent que le Gouvernement uruguayen s'est constamment déclaré favorable à l'audition de l'Argentine, avant toute réunion entre les autres états américains. Il pense (.H. = qu'?) ainsi aurait intervenir une solution permettant l'alignement de l'Argentine aux côtés de ces états, et que dans la négative, la résolution adoptée aurait eu plus d'autorité. Il s'est cependant déclaré prêt à accepter la décision prise par la majorité.

L'excellente impression causée par le message de ROOSEVELT du point de vue politique gestral est encore encore par le passage concernant la France. Tous les journaux soulignent particulièrement avec une visible satisfaction la nouvelle du réarmement français ainsi que les nombreuses dépenses provenant de Londres et de Washington envisagent la participation de la France à la réunion des trois grands (.M. chefs d'État).
Cette atmosphère fut fortement contrariée par informations de l'UP parues lundi matin annonçant que pour des raisons politiques, Argentine était exclue de l'itinéraire de la mission VALLENY-RADOT. (?) Une rapide visite faite lundi aux Affaires étrangères et au sous-secrétaire de presse, me permit d'enregistrer le profond désappointement provoqué par cette nouvelle. Ces Nations admettaient les raisons empénuant la reprise des relations diplomatiques, mais semblaient étonner de voir l'ostracisme s'étendre aux relations culturelles n'ayant rien à voir avec la politique argentine, d'autant plus que la crise diplomatique n'affecte nullement les activités du British Council et les échanges intellectuels avec les Etats-Unis.

J'ai obtenu du Ministre de l'Éducation nationale à Guatemala assurance que temps consacré à enseignement langue française soit augmenté dans des programmes universitaires et commence dès à présent (dans) écoles primaires. Ce nouveau programme qui serait appliqué au mois de mai (nouvelle année scolaire) (M. - donne?) avantage enseignement du français par (rapport) à l'anglais.
Le Ministre de l'Éducation nationale m'a dit son désir de nous voir faire (13) grand effort culturel afin de "contra- carrer influence anglo-saxonne". Il a accepté immédiatement placer sous égide son ministère "Cerele Amis de la Culture française" quand je lui ai fait part mon intention créer cette association destinée à remplacer Alliance Française.
Je serais reconnaissant (à V.E. de) me faire savoir par le télégramme si elle accepte cette proposition afin communiquer prévisions budget. Situation politique est particulièrement favorable actuellement pour le développement notre influence.

I. Au mois d'août dernier le Gouvernement britannique nous avait fait part (d'un) dôrir d'établir une liaison aérienne entre le Canada et la Nouvelle-Zélande via Clipperton, et nous (l'avions) autorisé à effectuer sur cette île certains (atterrissages) d'essai.
II. Par un télégramme qui a été communiqué sous les numéros 173-175 notre représentant au Mexique signale qu'une force armée américaine aurait été débarquée à Clipperton. Je n'ai pas d'autre indication à ce sujet que la communication de l'atteché naval transmise sous (173) (dépêche) de votre Ambassade no 272 à la date du 25 décembre qui m'est parvenue ces jours derniers.
Je vous serais obligé de me faire savoir d'urgence si les autorités américaines avaient préalablement avisé votre Ambassade de leur intention d'installer une station météorologique dans l'île et si cette installation est peut-être en relation avec le projet britannique des lignes aériennes. Veuillez en outre me faire savoir la nature et, le cas échéant, les termes exacts de la communication faite à ce sujet par le Navy Department à l'atteché naval.
