### A - chargements janvier
I. Les autorités du combined Shipping Board nous ont fait connaître qu'en outre de tonnage alloué aux colonies vingt-deux bateaux représentant 175 à 180.000 tonnes ont été alloués pour chargement en janvier en provenance Etats-Unis et se décomposent comme suit:
A) huit, soit environ 65.000 tonnes, sont destinés Afrique Nord, (7559)
B) minimum de dix, soit environ 70.000 tonnes, sont destinés à assurer l'exécution du programme d'importations du plan. A dont les quantités et produits ont été arrêtés d'accord entre nous et les militaires (voir procès-verbal comité mixte du 13 novembre).
C) quatre sont affectés directement au Gouvernement français pour l'exécution de notre programme d'importations (voir mon télégramme PRANSUPPLY du 16 décembre no 2 5). Un télégramme prochain vous (7560) indiquera capacité de ces bateaux et la date probable de leur arrivée.
II. Le chargement des quatre bateaux indiqués paragraphe 1 c ci-dessus est retardé par absence de réponse de SNARF à plusieurs télégrammes qui demandent son pouvoir pour déchargement en France. C'est à cette même difficulté que se heurte utilisation immédiate des bateaux de la liste B pour chargement dans les ports méditerranéens. Je m'emploie à régler cette difficulté dont la faute qui m'imcombe pas à SNARF, provient d'une confusion d'attributions entre le bar Department et le bar Shipping Administration. Je pense pouvoir vous télégrapner très tôt que cette difficulté est réglée.

III. Aussitôt difficulté réglée, nous présentons ici une demande allocation supplémentaire pour chargement janvier pour un minimum de quatre bateaux, portant tonnage à charger aux États-Unis à un chiffre compris entre 60 et 70.000 tonnes.

### B - chargements février
I. Nous espérons que les décisions relatives aux allocations générales de tonnage à la France pour assurer une programme d'importations seront faites avant le janvier. Cependant, 7565, si un retard ne produit le WBA, s'est déclaré d'accord pour examiner le 10 janvier au plus tard notre demande de tonnage pour chargement en février. Notre demande, portée sur 150 à 180.000 tonnes, est donc en jeu.
II. Vous ferez savoir sous quelle forme vous (pourriez) dans ce cas présenter à Londres votre demande de tonnage pour les produits en provenance d'Angleterre.
III. En ce qui concerne le programme méditerranéen et ouest-africain (7566) prière de se faire savoir sous son venin.

Les passages consacrés à la France dans le discours présidentiel au Congrès sont une constation nette que notre pays a repris sa place dans le monde.
La confirmation que les mesures seront prises (pour l'jernment de nos divisions devrait être de bon augure pour issue des négociations relations a l'envoi de matières premières et autres fournitures indispensables a l'effort de guerre.
Au point de vus de la politique étrangère des E.U., le (136) message contient d'importantes indications. Prochains débats au Sount et au Congrès porteront en effet en partie sur les problèmes extérieurs. Deux formes d'opposition se sont manifestées récemment dans les milieux politiques: l'une venant des partisans de l'izolation, l'autre de certains cercles libéraux. Les premiers (font) preuve d'un renouvellement d'(activite). Il se présentent avant tout en nationalistes. Ils cherchent a inquiéter l'opinion, notamment (137) en faisant appel à la crainte du communisme. Ils attaquent la politique de l'O.R.S.S. et l'attitude du Gouvernement américain à son égard (auprès) de toutes les difficultés surgiement en Europe, ils demandent que les E.U. ne conservent, après la guerre, aucune responsabilité sur le vieux continent et n'usan de leur puissance que pour la défense de leurs intérêts propres (138) (groupe missing) qui viennent de milieux libéraux idéallstes sont naturellement a un mouvement tout différent. Elles prennent cependant avantage parfois des armes difficultés gouvernementales. Ceux qui le formulent réclament l'application intégrale de la Charte de l'Atlantique. Ils insistent sur le droit des gens à disposer d'eux-mêmes. Il attaquent la pratique des alliances et réclament des pouvoirs étendus pour l'organisation internationale future, dans laquelle ils demandent qu'une place plus grande soit pourvue aux petites puissantes.
Il ne semble pas que ces courants d'opinion soient assez forts pour causer de grosses difficultés imménistes au Gouvernement. (139) Dans son message M. HOOSKVELT a répondu en termes généraux aux critiques les plus couramment formules. En soulignant avant tout la nécessité de gagner la guerre le plus tôt possible,
