J'ai signé au nom de la France la déclaration des Nations Alliées au cours d'une réunion solennelle tenue hier après-midi au Département d'Etat.
Les ambassadeurs et ministres des Nations-Unies assistèrent à la cérémonie ainsi que le N°11, les secrétaires-adjoints et de nombreux membres du Département d'Etat.
SYNTHESIS qui présidait, (10) a lu un message du Président ROOSEVELT et prononcé lui-même un discours. Les deux allocutions étaient chaleureuses pour la France. Elles ont été, de même que ma réponse, radiodiffusées. Une réception a été ensuite offerte par le Secrétaire d'Etat à tous les représentants. La cérémonie avait été organisée pour le troisième anniversaire de la signature. Elle a été en fait consacrée presque tout entière à la France.
Un gros effort de publicité a été fait par le Département d'Etat.
En conversation privée, le Secrétaire d'Etat comme d'autres membres du même département ont souligné le sens de la (11) réunion, à savoir que les relations traditionnelles d'amitié et de collaboration entre la France et les États-Unis sont aussi vivantes aujourd'hui qu'elles ont été à travers l'histoire. Ce désir de marquer une continuité dans les rapports des deux gouvernements et des deux pays par (toute) la période où la France était dominée par l'ennemi n'est déjà apparu dans ma conversation d'hier avec le Président.

Dans le discours prononcé hier à l'ouverture de la conférence des chefs des partis, CHURCHILL a souligné que la Grande-Bretagne ne cherchait aucun avantage territorial ou commercial en Grèce mais qu'elle accomplissait ce qu'elle croyait être son devoir. "Ce devoir nous le remplirons inflexiblement et fidèlement jusqu'au bout". L'E.A.N.E. d'après CHURCHILL, n'avait pas à craindre que l'Angleterre méconnaisse son point de vue mais il insistait sur la nécessité d'accepter les conditions du Général SCORDE. Enfin le Premier Ministre a (7862) évoqué le danger qui menace les frontières du nord de la Grèce et affirme la volonté britannique de dégager au moins la région d'Athènes en cas de rupture des négociations. Le secrétaire-général de l'E.A.N.E. s'est levé à son tour pour remercier CHURCHILL de ses efforts conciliateurs. La conférence qui s'était prolongée entre Grecs après le départ de CHURCHILL, s'est reprise de matin toujours sous la présidence de Monselgney ERMANUEL DARASKINOS. Mais la violence des (émotions) et des discussions a mis une fin rapide à ces tentatives. Les royalistes se sont en effet retirés avec éclat, déclarant les prétentions de l'E.A.N.E. suspectes.

Le bateau dont le départ est prévu pour le 5 janvier ne devrait donc emmener que les (3) concessionnaires éventuels des pêcheries.
II. Je vous signale que le Gouvernement anglais nous avait fait part dès le 9 août dernier de son intention d'établir une ligne aérienne Canada - Nouvelle-Zélande - Clipperton et que nous lui avions à cette date concédé l'autorisation de faire dans cette île des atterrissages d'essai.

Le chef du Département politique m'a dit au cours de l'entretien que je viens d'avoir avec lui que le Gouvernement du Reich avait pris récemment le Gouvernement suisse d'assurer la charge des intérêts allemands en France auprès des autorités britanniques et américaines. La réponse donnée aussitôt par Berne a été négative. Département politique a indiqué en effet qu'il serait disposé à assurer la protection des intérêts allemands en France auprès des autorités françaises et anglo-saxonnes, mais à la condition expresse qu'il y ait réciprocité, à savoir que la Suisse pût prendre enfin la défense des intérêts français en Allemagne.
(2) M. POLEY-GOLAE m'a rappelé à ce propos l'entêtement que met Berlin à ignorer l'existence d'un Gouvernement français mais il m'a promis d'adresser (sans délai) un nouveau téléphone à son représentant pour lui marquer une fois de plus l'importance que nous attachons à cette question et l'inviter à ne perdre aucune occasion d'insister avec vigueur auprès de ses interlocuteurs allemands pour qu'ils reçoivent la solution que nous désirons et (qui est) trop longtemps attendue.

Au cours de sa conférence de presse d'hier R. STEYTINIUS a annoncé qu'à l'invitation du Gouvernement mexicain, les "inístres des Affaires étrangères des républiques américaines se réuniraient prochainement en conférence. Sécrétaire d'État a indiqué que l'Argentine ne participerait pas à cette réunion et il a ajouté "off the record" qu'il aurait sans doute une déclaration importante à faire bientôt au sujet de ce pays.
Il y avait une dépêche d'U.P. également publiée hier dans la presse américaine "R. STEYTINIUS suivre selon (7522) toute probabilité la ligne politique déjà créée par CORDELL HULL" à l'égard de l'Argentine, et "il est à prévoir que les State-Unis ne peuvent envisager de modifier leur politique actuelle de non-reconnaissance que si le présent régime démissionnait ou tombait." Suivant d'autres sources d'information très sérieuses, R. WELSON T. ROGKEFELLER, nouvellement nommé Secrétaire d'État adjoint pour les affaires des républiques américaines, aurait exprimé des intentions moins intransigeantes, mais il a néanmoins souligné que les éléments les plus marquants du régime actuel devaient être exclus pour qu'un compromis pût être envisagé.
