La presse mexicaine est extrêmement amorphe en ce qui concerne les questions de politique étrangère et ne réagit guère que pour les questions intérieures. Par suite c'est autant dans les conversations privées que dans la presse qu'il faut rechercher les vraies réactions du pays.

(799) Le traité franco-russe a été abondamment examiné dans des articles des agences de presse américaines ou dans des commentaires inspirés par nos services, mais dans peu d'articles originaux. La véritable réaction a été assez sympathique dans les milieux de droite, dont (800) ALPHONSE ALAMAN résume l'opinion dans "Movedades" en écrivant: "France joue (le même) jeu que Talleyrand au Congrès de Vienne. Grâce à son extraordinaire capacité de récupération et grâce à son énorme empire colonial la France revient (801) au premier plan, mais il ne lui convient pas encore de choisir entre Russie et Angleterre. L'ascension fourrayante du gouvernement DE SAULLE, de solliciteur à demandeur, constitue un avantage trop grand pour que celui-ci ne s'en serve pas pour obtenir des uns et des autres ce à quoi (802) il a légitimement droit; des fonds (exigés) de l'Allemagne, la possession de la rive gauche du Rhin, un appui économique, etc."

Les milieux de gauche considèrent le pacte avec enthousiasme comme un des actes diplomatiques les plus importants de l'époque, non seulement parce qu'il assure (803) la paix de l'Europe, mais parce qu'ils estiment qu'il barre l'(expansion) de la politique (impérialiste) et que la France, devenue définitivement la pointe de flèche des gauches, empêchera la survivance de l'Espagne franquiste et la recrudescence du fascisme italien, après la guerre. (804)

Le "Popular" résume l'opinion des gauches en écrivant:

En (805) général, on admire profondément l'adresse politique du Gouvernement français. L'action anglaise en Grèce a provoqué une réaction exactement contraire. Les secteurs de gauche condamnent ouvertement et avec violence l'attitude anglaise. Le droite la condamne aussi mais cherche une justification dans les tendances (806) communistes des E.L.A.S.

Sur la question pelonaise l'opinion est ouvertement divisée, non par intérêt pour la Pologne, au sort de laquelle les Noxicains sont absolument indifférents, mais simplement parce qu'ils sont relativement favorables ou hostiles à U.N.S.S. Le sujet a été envenimé par de nombreux articles violemment antirusses, (807) de source américaine ou rédigée à l'instigation de la légation de Pologne à Mexico. Les cercles les plus favorables à la Pologne (croient) cependant en général que l'attitude du Gouvernement polonais de Londres a peu de chances de conduire quelque part et sont prêts à s'incliner devant le fait accompli. Notre (attitude) au point de vue russe n'a provoqué (808) aucun commentaire. Les déclarations de CHURCHILL relatives à la Charte de l'Atlantique, puis celles de ROOSEVELT confessent qu'il s'agissait de simples communiqués de presse, ont produit un effet absolument regrettable.

"Novedades", journal conservateur et américain-phile, écrivent:

"Les paroles (809) du Chef du Gouvernement des Etats-Unis indiquent que son pays et l'Angleterre ne se sentent liés par aucun engagement. Est-ce à dire alors, que les seuls qui aient des engagements soient les pays secondaires, enthousiastes signataires de ce qu'ils crurent exister, sur la foi des déclarations des chefs alliés? Est-ce à dire qu'ils (810) signèrent un engagement que personne ne connaît? Pour la Maxime la révélation de ROOSEVELT est décevante. La politique du bon voisinage n'est inscrite dans aucun traité. On en a parlé dans la propagande plus encore en Amérique latine qu'aux Etats-Unis. Quelles assurances pourrions-nous avoir que demain on ne (811) nous déclarera pas que tout cela n'était que "spots" pour les agences de propagande internationale. Ceci résume l'opinion des droites, et les secteurs de gauche sont encore plus violents.

J'ai eu hier un entretien avec M. CONWAY du War Shipping Administration.

I. Sans attendre que soit éclaircie définitivement la confusion que je vous ai marquée dans mon télégramme no 2 et sans attendre la clearance de SHAEF, le War Shipping Administration désigne les quatre premiers bateaux pour chargement janvier au cas où nous prenons les dispositions pour leur chargement.

II. Le War Shipping Administration marque ainsi (d'une) façon nette l'appui (7615) qu'elle entend nous apporter pour l'exécution de notre programme d'importations, et un désir éviter tout nouveau délai dans la mise en route de son exécution. Cependant M. CONWAY a attiré notre attention sur le fait que ces premiers chargements, véritable commencement d'exécution de notre programme, vont constituer une sorte de "test" pour le programme français. Tout d'abord, il faut que la composition des quatre premières cargaisons ne puisse donner lieu à aucune espèce de critique et nous prévoyons dans ce sens aujourd'hui avec la composition (7616) de ces chargements. Il faut également veiller à ce qu'à leur arrivée en France le déchargement de ces cargaisons ne constitue aucun délai et n'apporte aucune gêne aux opérations militaires de manière à ce que, dans la suite, les militaires ne puissent invoquer aucun prétexte de caractère technique pour s'opposer au développement de nos importations. Je vous demande donc qu'un effort tout particulier soit fait même au prix de dépenses supplémentaires pour que le déchargement de ces premiers bateaux soit fait en temps record.
