En ce qui concerne la participation de l'Argentine, les commentaires de certaine presse mexicaine probablement d'inspiration américaine indiquent que les moindres indices d'un glissement du Gouvernement argentin vers la démocratie (827) sont grossis avec peut-être l'idée de servir aux Etats-Unis pour assouplir leur attitude. Il est donc possible que l'Argentine soit invitée, après une consultation de pure forme lors des premières séances.
