Veuillez approcher les autorités militaires américaines pour demander la mise à notre disposition de trois ou quatre avions pour transporter d'Angleterre à Brazzaville cinquante caisses de billets de banque payant environ cinq tonnes et d'un volume total de quinze mètres cubiques. Ce mode (5410) de transport est nécessité par la situation très grave qui nous est signalés en AEF et en (Cameroon) et le Trésor a dû interrompre ses paiements faute de (numéraire). Cette situation vient du fait que les fabrications ont été interrompues pendant près de trois mois, les imprimeries de nos fournisseurs ayant été endommagées par un bombardement. I. Questions intérieures:

L'absence du Général DE GAULLE explique que cette semaine encore le Conseil des Ministres n'ait pris aucune décision d'importance. Deux faits se détachent:

A) discussion avant Assemblée consultative du projet d'ordonnance relatif création de comités d'entreprise. Assemblée apporte modifications sensibles au projet gouvernemental. Mais, loin de vouloir infirmer projet rédigé par le Gouvernement des modifications tendent au contraire à le (5255) compléter et à l'amplifier. Ainsi, non seulement le Gouvernement qui s'engageait dans une voie neuve et .U. a reçu l'approbation de l'Assemblée, mais cette dernière lui propose d'associer encore plus étroitement les ouvriers à la gestion des entreprises.

B) (décisions) des comités départementaux de la libération. Ces véritables états généraux de la Résistance furent convoqués à Paris sur initiative du Comité national de la Résistance pour mettre au point et faire connaître point de vue de la Résistance sur ensemble des grands problèmes de l'heure. De la résolution finale, prononcée sous forme (5256) de serment, il convient de retenir d'abord la volonté unanime des délégués de maintenir union entre les différentes tendances de la Résistance; ensuite le désir exprimé que la France démocratique retrouve définitivement sa place à la tête du progrès social et humain; enfin, la décision prise de favoriser et amplifier successivement par tous les moyens effort de guerre du pays.

II. Politique extérieure.

L'événement capital à l'étranger a été publication du traité franco-soviétique signé 10 décembre à Moscou. Ce traité qui constitue un élément essentiel du système de sécurité française comporte deux parties: le première concerne la poursuite de la guerre contre Allemagne (articles 1 et 2). La seconde a

auquel se réfère le traité est échange de lettres du 20 (septembre)
1941 relatif à l'action conjointe dans la guerre contre Allemagne.
C'est la consécration officielle du rôle joué par France Combattante,
c'est aussi la constation que, dès cette époque, France était pré-
sente dans la guerre contre Allemagne. Si aucune référence n'est
faite aux traités antérieurement passés entre les deux (5050) pays,
ceux de .U. et de 1935 notamment, c'est que (d'ores et déjà) on
considère que ces textes ont été dépassés par les événements.

En ce qui concerne la seconde partie de l'accord,
elle comporte:

I des mesures préventives (article 3)

II des mesures répressives (article 4)

Il faut relever dans la rédaction de cet
article le caractère immédiat de l'action commune envisagée. Il
importe bien marquer, d'autre part, que le traité, loin d'exclure
la collaboration avec les autres pays, appelle comme complément
d'autres accords qui compléteront l'oeuvre entreprise à Moscou.
Le texte de l'accord mentionne à plusieurs reprises nécessité d'une
action commune de l'ensemble des Nations-Unies, au premier rang
desquelles (5259) figurent Etats-Unis et Grande-Bretagne.

III. Questions militaires.

Insister sur le suivant: Tandis qu'Allemands,
grâce à des réserves fraîches, font un effort considérable pour se
maintenir sur la tête de Colmar, les troupes françaises qui leur
sont opposées n'ont pas cessé de se battre depuis le débarquement.
Malgré cela ces troupes, qui n'ont point connu de répit depuis
longtemps opposent non seulement résistance très courageuse à
l'ennemi, mais encore tient la situation bien en main comme le
démontre la prise de Kysersberg.
