Je me réfère à mon télégramme no 1244-1245.

Au cours d'un entretien avec le directeur politique M. BOGOMOLOV est revenu sur les propos qu'il avait tenus quelques semaines plus tôt à M. BIDAULT au sujet de JEAN PAUL-BORCOUR.

Manifestement sur de nouvelles instructions de Moscou, il a indiqué que dans son entretien avec le Ministre des Affaires étrangères français, il avait voulu éviter de donner à sa démarche un caractère officiel ou trop pressant. Mais il a laissé entendre que les réserves du Gouvernement de l'U.R.S.S. sur le choix du Gouvernement français étaient la raison véritable des difficultés rencontrées par M. JEAN PAUL-BORCOUR pour son (1247) entrée en Roumanie. Il n'a pas dissimulé que Moscou ne reviendrait pas sur sa position actuelle. Il a exprimé le souhait que le Gouvernement français prît l'initiative de désigner un nouveau représentant en invoquant un prétexte quelconque afin que l'affaire fût résolus d'une façon aussi discrète que possible.

Le directeur politique a fait remarquer que cette attitude ne pouvait manquer de nous surprendre, le voyage de notre représentant en Roumanie ayant été déjà autorisé le 15 janvier par la Commission d'Armistice que préside un général soviétique.

M. BOGOMOLOV a paru assez gêné, mais il était évidemment tenu (1248) par des consignes formelles.

L'opposition que rencontre M. PAUL-BORCOUR n'est sans doute pas étrangère à la situation que signale notre Ambassade à Washington par télégramme retransmis sous les numéros 1239-1242xx.

Dans ces conditions et quelles que puissent être les résistances auxquelles nous devons nous attendre du côté soviétique, j'estime avec vous qu'il convient de reprendre l'affaire avec le Markomindel.

Le Département a bien voulu me tenir au courant des retards apportés par les autorités soviétiques à l'installation à Bucarest de M. PAUL-BONGOUR. Les difficultés ne sont pas moins (M.) auxquelles se heurtent dans les Balkans les autorités américaines. Trois membres du petit personnel de la mission destinée à Sofia sont actuellement immobilisés à Caserta dans l'attente des visas dont la délivrance (1240) avait été promise à Washington par ambassadeur des Soviets. On rappelle d'autre part (au) Département d'Etat que pour les mêmes raisons, le représentant anglais à Bucarest, à son retour de congé, a été récemment retenu pendant trois semaines au quartier général allié en Italie. Le Gouvernement américain est décidé à adopter en ce qui concerne l'admission de ses agents dans les Balkans une attitude aussi énergique que dans l'affaire polonaise. Il estime cependant opportun d'attendre le règlement de cette dernière avant de soulever des problèmes de moindre importance, qui risqueraient de compliquer encore à l'heure présente nos relations avec les Soviets. Il reprendra ces questions avec fermeté dès que seront terminées les négociations de M. STETTINIUS avec M. MOLOTOV à San-Francisco et quelle qu'en soit la conclusion.

Les initiatives que l'on redoute de la part de TITO ne sont pas sans inquiéter Washington. Département d'Etat craint que les guérillas yougoslaves ne s'emparent de (1245) Trieste avant les alliés, et qu'il (ne soit) ensuite épineux de leur faire abandonner la position de fait qu'ils s'y seraient assurés. Tant dans la question de Trieste que dans celle de la zone d'occupation demandée en Autriche par la Yougoslavie, les Etats-Unis entendent s'opposer à tout ce qui pourrait préjuger le règlement territorial à venir ou pourrait permettre au Gouvernement de TITO à l'heure de ce règlement d'exercer une pression sur gouvernements alliés.

Au moment où nous engageons avec les autorités militaires alliées des négociations difficiles sur la fourniture de charbon allemand, (je crois devoir) attirer votre attention sur les conséquences désastreuses qu'a entraînées pour la France le manque de charbon pendant l'hiver dernier.

I. La récolte de betteraves a été presque perdue car les sucriers n'ont pas (3029) reçu en temps utile le charbon nécessaire. Je vous enverrai sous peu un télégramme plus détaillé sur cette question.

II. Les statistiques démographiques de la région parisienne font ressortir que sur 10.000 habitants, la mortalité était: en 1937-38 de 152; en janvier 1945 de 175; et qu'elle a atteint en janvier 1945, 196. Cet accroissement de la mortalité est (3030) surtout sensible pour les nouveaux nés. En 1937-38 la mortalité infantile était sur 1000 naissances: 63; en janvier 1944, 86; en janvier 1945, 129; en février 1945, 137, soit en moyenne, pour janvier-février 1945 plus du double du chiffre de janvier 1944. Cet accroissement de la mortalité infantile provient directement du manque de charbon, puisque les autres facteurs, alimentation, etc., étaient sensiblement les mêmes.

Je vous ai communiqué dans mon IMPARFRANC no 302 du 30 avril 1945 les perspectives actuelles des transités de (3031) charbon allemand qui sont peu encourageantes et qui nous obligent à ne prévoir pendant hiver 1945-46 que des distributions infimes de charbon pour le chauffage domestique. Un nouvel hiver sans chauffage aurait sur la population française des conséquences extrêmement graves. Veuillez attirer attention des autorités américaines sur cette question. Si vous le jugez utile, vous pouvez éventuellement faire usage des chiffres que je vous donne ci-dessus pour une communication à la presse américaine.

HOFFENOT reports that the Princess of Piedmont left Switzerland on the morning of April 30th for Italy. Accompanied by a ski instructor, she went by car to the vicinity of the St. Bernard pass, and then skiled over the mountain into Italian territory. She left a letter announcing her departure.
