Le Haut Commandement allié met actuellement
obstacle au transit d'Espagne en Suisse de ressortissants
étrangers par les territoires français. Les autorités
militaires françaises et alliées ont (.w.) que ce transit
donnerait lieu à des faits d'espionnage. En vue permettre
la reprise du transit (1447) notamment en faveur Suisses
rejoignant leur pays, je prie nos représentants à Lisbonne
et à Madrid de me communiquer la liste des ressortissants
(suisses) se trouvant actuellement dans la péninsule ibérique
et demandant à rejoindre leur pays. Ces demandes seront
instruites aussi rapidement que possible par le Ministre
de l'Intérieur et les (1448) autorités militaires. Tout
ressortissant (suisse) dont la requête aura reçu un avis
favorable pourra franchir la frontière franco-espagnole
soit en chemin de fer, soit dans un véhicule autre que
celui qui l'aura transporté pendant la .U. de l'Espagne.
Il serait notamment impossible d'autoriser le transit dans
des autotars qui viendront de Genève en vue prendre des
passagers dans la péninsule ibérique en destination de la
Suisse.

Par mon télégramme no 19 du 24 octobre, j'ai déjà fait connaître que l'ex-parti destourien s'efforçait d'envoyer des représentants au Congrès panarabe qui doit se tenir prochainement au Caire.

Des renseignements récents permettent de penser que le Destour, qui a jusqu'ici échoué dans ses tentatives, songerait actuellement (2715) à faire passer clandestinement par la Tripolitaine SALAH-BEN-YOUSSEF membre du comité politique du parti.

BOURGUIBA vient en effet de faire une démarche auprès du consul général britannique, lui demandant quelle serait l'attitude des autorités de Tripoli en cas de l'arrivée dans ce pays d'un membre du Destour voyageant sans autorisation vers (2716) l'Égypte.

Ministre de l'U.R.S.S. en Syrie et au Liban vient de présenter ses lettres de créance. La première cérémonie a eu lieu vendredi dernier à Damas. Elle s'est répétée hier à Beyrouth. On dit que les Gouvernements locaux auraient désiré recevoir à cette occasion des assurances nouvelles et complémentaires sur la reconnaissance sans réserve de leur indépendance (177) par l'URSS, et que M. SOLOD se serait retranché sur la réserve imposée en pareilles matières par le protocole russe. Cependant le texte des lettres n'a pas été publié et la presse, dans le rapport des cérémonies, ne fait aucune mention de paroles échangées entre Ministre U.R.S.S. et les deux Chefs d'Etat. M. SOLOD qui est venu me voir dès son arrivée et qui a déjà déjeuné à ma table a annoncé la présentation de ses lettres de créance dans un message de ton fort amical.

Le nouveau Gouvernement syrien s'est présenté devant la Chambre jeudi dernier. La déclaration ministérielle extrêmement prudente ne faisait qu'une discrète allusion à la fermeture des pourparlers avec les autorités françaises. A la séance d'hier de nombreux discours ont été prononcés pour le transfert des troupes spéciales ou à défaut la création d'une armée nationale. La question du Sandjak d'Alexandrette a été évoquée, l'orateur désirant que ce territoire demeure syrien et demandant que le litige fût réglé (175) sur le plan du droit international. Il me paraît significatif que de thème oublié depuis longtemps soit repris d'un commun accord à la Chambre et dans nos discussions. Peut-être certains espoirs réalisables dans le cadre de la grande Syrie sont-ils proposés aux Syriens. La suite des discussions a été renvoyée à la séance de ce jour. Jusqu'ici le Gouvernement s'est abstenu de poser la question de confiance.
