Suivant des renseignements recueillis par un officier britannique du Service des renseignements, les Yougoslaves pousseraient leurs revendications sur la Macédoine grecque dans le cas où la monarchie serait rétablie en Grèce. Belgrade considérerait le retour du Roi GEORGES comme un obstacle définitif à l'entente des deux peuples. Yougoslaves seraient persuadés au reste qu'ils trouveront de nombreux appuis dans la province (83 missing).

Je vous communique en clair, le texte du communiqué du Conseil des Ministres relatif l'incident de Stuttgart dont vous avez dû être informé par les agences de presse.
Ce communiqué exprime nettement la position du Gouvernement dans cette affaire. Vous pourrez donc vous en inspirer pour répondre aux questions qui vous seraient posées.
Au surplus, M. JEANNENEY a reçu hier matin M. JEFFERSON CAFFERY. Il lui a représenté (2935) qu'à défaut d'un accord général relatif l'occupation de l'Allemagne c'est à nos troupes, qui avaient pris Stuttgart, qu'il appartenait de l'administrer, ainsi qu'il avait d'ailleurs été convenu antérieurement avec EISERHÖNER.
Elles sauraient d'autant moins être somnées de se retirer que le retard mis à la détermination des zones respectives d'occupation ne nous est aucunement imputé.
Propositions françaises ont été (2936) présentées le 9 février; elles ont été depuis lors rappelées à plusieurs reprises; elles sont encore sans réponse du Gouvernement américain.
L'incident de Stuttgart illustre les complications (presque) inévitables auxquelles cet aéronelement (nous) expose. M. JEANNENEY a insisté pour que les zones d'occupation française, britannique, américaine et russe soient délimitées au plus tôt; elles devraient l'être (2937) par quatre gouvernements et non point par trois seulement.
Pour votre information strictement confidentielle, j'ajoute que les Britanniques se sont jusqu'ici refusés à ce que Cologne soit inclus dans notre zone.
Tout récemment, une nouvelle démarche a été faite à Londres pour souligner l'importance essentielle que nous attachons à l'occupation de Cologne par nos troupes.

D'après celui-ci la Suède sera de plus en plus favorable a une intervention militaire en Norvège. Mais le Département serait toujours décidé a ne pas entrer en guerre contre l'Allemagne.
Il attendrait que la cessation des hostilités soit proclamée par les Allies, de telle sorte qu'une intervention militaire suédoise revêtit le caractère d'une opération de police.

Ci-après texte d'un télégramme que j'adresse à notre Ambassadeur à Londres.
Un communiqué publié hier 28 avril par le bureau du Premier Ministre au sujet de l'impact concernant ces offres allemandes de capitulation déclare que "seulement une reddition sans conditions aux trois grandes puissances sera prise en considération, et que l'accord le plus étroit règne à ce sujet entre ces trois grandes puissances."
Le communiqué de Downing Street néglige le fait que la France doit être partie à l'instrument (2930) de capitulation ou à tout autre document qui consacrerait la défaite totale de l'Allemagne.
Ce fait a été reconnu par la Commission Consultative Européenne en conformité avec les décisions de Yalta lorsque dans sa séance du 4 avril elle a approuvé les amendements de forme proposés par le délégué français à l'instrument de capitulation et à l'accord sur le contrôle allié en Allemagne (voir votre télégramme 1882 et votre lettre no 815).
Le projet de déclaration commune des Nations (2931) unifasif présent, présent, par les Britanniques, est d'ailleurs rédigé au nom de la France comme au nom des trois autres grandes puissances.
Veuillez attirer d'urgence sur cette question la plus sérieuse attention du remplaçant de M. EDEH au Foreign Office.
Après avoir rappelé les engagements déjà pris à notre égard et (invoqué) en outre les considérations d'ordre grave, vous insisterez sur les très graves inconvénients politiques de toute forme de capitulation qui ne ferait pas apparaître la France (2932) sur un pied d'égalité avec les autres états quinquiers de l'Allemagne.
La position de la France et de l'Allemagne s'en trouverait faussée pour des générations avec toutes les conséquences (continued)

Au cours des débats de San-Francisco, qui ont amené l'adoption de la langue française comme langue officielle de la conférence, M. BIBAULT a marqué avec force dans son (discours) qu'il s'agissait pour la France d'une question de principe. Le représentant du Brésil a aussitôt déclaré que ce privilège était bien dû à une nation qui comme la France a connu les (393) épreuves de l'invasion. Les représentants du Chili, de la Colombie, du Pérou et de la Nouvelle-Zélande se sont associés à notre demande. L'appui le plus décisif est venu de MOLOTOY qui a insisté sur la nécessité de l'égalité entre le français et l'anglais. En conclusion du débat, M. MACHERRIE VING a proposé de prendre exemple sur le régime canadien où le (394) français et l'anglais sont également langues officielles.
Dans cette discussion, qui s'annonçait difficilement il convient de souligner la fidélité avec laquelle les Etats de l'Amérique latine et les Dominions ont tenu les engagements pris envers nos représentants et par ailleurs l'appui extrêmement énergique donné à notre thèse par le représentant de l'U.R.S.S.

L'Ambassadeur de l'Angleterre m'a fait part des difficultés que rencontre le Gouvernement britannique pour réunir Comité Economique Européen. Les Soviets auprès desquels Londres et Washington sont intervenus, se refusent à y participer. Or la situation est telle qu'il convient de prendre à ce sujet une décision.
Les Anglais comme les Américains ne croient pas que ce soit (cette) fois la question polonaise qui retient le Gouvernement de Moscou, bien que le conflit relatif à la formation du Gouvernement polonais joue un certain rôle dans l'attitude du Gouvernement des Soviets à l'égard de ses alliés de l'ouest, quelque soit l'objet de la question en litige.
