Monseigneur YU-PIN se rend aux E.U. comme assistant de la délégation chinoise à la Conférence de San-Francisco.

Ce prélat qui parle très bien le français est intrigant, dévoré d'ambition, et dépourvu de scrupules; il sera intéressant de surveiller de près son activité.

Ses relations avec Nonseigneur JANTZES sont assez tendues. L'évêque de Tuhoung-Zing renseigne le Vatican sur l'agissement de son collègue chinois que l'on considère à Rome avec une méfiance justifiée. Il reproche avec raison (2671) à Monseigneur YU-PIN de s'être servi des colonnes de l'Y-cho-Pao pour mener une violente campagne contre les communistes, risquant ainsi de compromettre l'église dans des luttes politiques (ou elle) n'a que faire. En effet, d'après Monseigneur JANTZES lui-même, qui n'est cependant guère favorable aux idées communistes, les missionnaires jouissent dans la zone de renan d'une situation plus favorable et plus (2672) sûre que dans les provinces contrôlées par le Gouvernement central. Monseigneur YU-PIN, en prenant cette attitude n'aurait eu d'autre but que de s'assurer les faveurs du généralissime et du Kuomintang et d'obtenir des avantages susceptibles de renforcer son prestige personnel.

Le texte du traité soviéto-yougoslave, signé a Moscou le 11 courant vous est telégraphié in extenso. Je n'en puis garantir la traduction. Comparé au pacte franco-soviétique il présente a première vile les caractéristiques suivantes:

## I. Dispositions communes.

Celles contenues dans les articles 1,5 et 6 de ce pacte sont reproduites avec quelques modifications de rédaction aux articles 1,4 et 5 du nouveau traité. Toutefois, la coopération a instituer après la guerre entre les deux pays est étendue aux liens (1375) culturels.

## II. Dispositions non-reproduites.

(.M.) celles figurant aux articles 2 et 3 et partiellement a l'artiole 4 du pacte franco-soviétique. L'interdiction de négocier et de conclure un armistice avec l'Allemagne n'est pas stipulée. L'obligation de prendre a la fin du conflit toutes les mesures préventives contre une nouvelle ... de l'Allemagne et toutes mesures propres a rendre impossible une nouvelle agression de sa part, n'est pas ...

## III. Dispositions substituées.

L'obligation de se prêter assistance et (1376) appui mutuels, militairement et sous toutes les formes et moyens au pouvoir des intéressés, ne s'applique que si l'un d'entre eux est impliqué dans des opérations militaires contre l'Allemagne du fait de la reprise par celle-ci de sa "politique d'agression" ou contre tout autre Etat qui, directement ou sous tout autre forme, se joindrait a l'Allemagne dans une guerre de cette nature. Ce dernier nombre de phrase pria stricto sensu, semblerait indiquer que l'obligation ne jouera qu'on cas d'agression allemande. Cependant le terme "politique (1377) d'agression" parait permettre a l'un des intéressés d'entreprendre les opérations et de réclamer

Le Docteur T. V. SOONG a qui j'ai présenté hier M. MAUX a reservé a notre compatriote un accueil des plus chaleureux. Il lui ménagera dans la semaine qui vient une entrevue avec M. C. C. CHEN Vice-Président du Comite des Ressources nationales, au cours de laquelle sera esquissé un plan d'action pour la coopération économique franco-chinoise.

Au cours de la conversation M. T. V. SOONG m'a demandé quelle était la composition de notre délégation a la Conférence de San-Francisco et si le Général DE GAULLE assistérait a la réunion. Je lui ai dit n'avoir reçu jusqu'a (présent) sur ce dernier point aucune information. Le Ministre a alors (740) déclaré souhaiter vivement la venue a San-Francisco du Président du Gouvernement Provisoire dont la présence serait "d'un grand poids" dans la conférence.

Comme je (.4M.) son voyage de retour et sur la possibilité de son passage par l'Europe et la France, le Président du Yuan exécutif m'a exprimé le plaisir qu'il trouverait a répondre a l'invitation qui pourrait lui être faite de visiter notre pays.

M. LEON HENDERSON, haut fonctionnaire de l'office d'Price Administration de Washington vient d'arriver à Tchoung-king. Le but de son voyage est d'étudier les problèmes de plus en plus inquiétants que pose l'inflation en Chine.

Toutefois, étant donné la rapidité avec laquelle les prix ont monté depuis quelque temps, aussi bien à Tchoung-king qu'à Kunmingou à Tcheng Tou, il est fort douteux qu'il puisse enrayer les progrès (712) de ce mouvement. Il par extraordinaire il parvenait au moins à les freiner ; il rendrait au prolétaire chinois ainsi qu'aux missions alliées accréditées en Chine le plus signal service.

D'autre part, le Docteur C. F. REINER, conseiller du Département d'État américain pour les affaires financières d'Extrême-Orient est arrivé ici. Il prononcera le 29 au cours d'un dîner organisé par l'INSTITUT SINO-AMERICAIN DES RELATIONS CULTURELLES un discours sur les relations économiques internationales.

D'après les nouvelles publiées par la presse chinoise, le tronçon pipe-line sino-indien vient d'être terminé et l'on peut prévoir que dès le mois de juin les travaux seront achevés sur tout le parcours entre Calcutta et Kunming par le Myitkyna. Le nouveau pipe-line comporte trois sections: une pour l'essence avion, une pour l'essence automobile, une troisième pour l'huile de graissage. Chaque section a de conduits pour deux extractions: l'une de quatre pouces avec un débit de 200 tonnes heure, une de six pouces avec un débit de 400 tonnes.
