CHURCHILL a annoncé hier 19 avril à la Chambre une déclaration commune actuellement en préparation qui serait signée par le Premier britannique et (1102) présentée à la signature du Président des E.U. et du Maréchal STALINE.

Il nous paraîtralt normal qu'un semblable avertissement fut donné par les quatre puissances qui ont accepté la charge de l'occupation de l'Allemagne. Veuillez vous en (renseigner) d'urgence auprès du Foreign Office

Le directeur politique du Ministère des affaires étrangères argentin, ayant prié M. BACH de venir le voir, lui a exprimé le désir du Gouvernement argentin de voir le plus tôt possible rétablies sur une base normale ses relations avec le Gouvernement français, après la reconnaissance mutuelle des deux gouvernements. M. FARDO a marqué quelque étonnement de ce que le Gouvernement français n'ait pas encore répondu à la demande d'agrément présentée à Paris pour une Ambasado d'Argentine, comme aussi de ce que le Gouvernement français n'ait pas présenté une demande analogue à Buenos-Aires.

Tout retard apporté à la reprise de nos relations diplomatiques avec l'argontine blessera l'orguell argontin, et mettra dans une situation fausse ceux de nos agents appelés à se rendre dans ce pays. (314) Quelque geste immédiat me paraft nécessaire, et en attendant la désignation d'un Ambassadeur, je me permets de suggérer à V.E. d'annoncer au Gouvernement argentin l'envoi d'un Chargé d'affaires qui pourrait (.M.e être) M. BACH ou le secrétaire (à une) de nos missions voisines, chargé de reprendre avec ce gouvernement les premiers contacts officiels.
M. FARDO s'est également inguité de savoir si la mission PASTEUR viendrait à Buenos-Aires. Dans ce cas il y aurait lieu également de faire une notification officielle au Gouvernement argentin et la présence d'un représentant diplomatique frangels à Buenos-Aires n'en serait que plus nécessaire.

De source très seorête mais tout à fait sûre, je sais que le Ministre de Syrie à Washington a obtenu assurance que "le Gouvernement américain serait disposé à équiper armée syrienne avec les armes les plus modernes". En échange, le State Department a demandé autorisation pour cortaines sociétés américaines de procéder à des prospections minieres en Syrie. FANES KHOURY et NAIM ANTARI ont (379) reçu pleins pouveirs pour négocier sur toutes questions intéressant les relations entre les deux pays.

Si la Syrie obtient effectivement du matériel de guerre américain, notre position s'en trouverait sérieusement affectée. Etant à mine de constituer une armée nationale sans se mettre d'accord avec nous, les autorités syriennes cherchent avec certaines chances de succee à déboucher les effectifs des troupes spéciales. Dans la mesure où les conditions (380) générales le permettent, je prie le Département de tenter une intervention à Washington pour demander que les questions intéressant les états du Levant ne (solent) pas treitees en dehors de nous.

MACKAY RADIO s'est installée pour la première fois en France à la suite de l'armée américaine.

Les propositions d'ouverture d'une liaison avec New-York ont été acceptées par l'administration française que la guerre avait privée des moyens d'assurer des relations télégraphiques suffisantes avec les S.U.

Dans la lettre du 27 septembre à laquelle vous faites allusion, il est prévu que, du côté de la France, les télégrammes seront reçus et transmis par du personnel français et que le service doit prendre fin à la (2723) signature du traité de paix.

En ce qui concerne la première de ces stipulations, il n'a pas encore été possible à l'administration d'assurer complètement l'exploitation. En effet, d'une part, le Commandement allié empêche l'utilisation des fréquences indispensables pour le service transatlantique, d'autre part l'interdiction allemande de l'enseignement radio-électrique a abouti à un manque de personnel. Cette situation exceptionnelle doit prendre fin dès que les moyens indispensables auront été réunis. Maintenant, lorsque l'émetteur de la compagnie est en panne celui des P.T.T. fonctionne avec les fréquences disponibles.

Sur le second point il faut proclamer que contrairement aux indications de votre télégramme précité, il n'existait pas avant la (2724) guerre de communications télégraphiques exploitées par une association P.T.T. et MACKAY RADIO. L'administration française, soucieuse de sauvegarder les intérêts des sociétés nationales de télécommunication gravement (atteintes) par les événements de guerre, n'a accepté l'accord qu'à la condition qu'il soit limité dans le temps.
