Au cours de la conférence de presse tenue par les membres de la mission PASTEUR-VALENY-BADOT un des journalistes leur avait posé la question suivante: "D'après vous, comment sont ravitellées les troupes allemandes sur le front de l'Atlantique" et avait reçu cette réponse: "Probablement par les bateaux contrebandiers franquistes", cependant que l'un des membres ajoutait: "C'est du moins ce qu'on dit, mais il n'y a aucune preuve absolue de ce fait."
Or, je viens de recevoir du Ministre d'Espagne une lettre dont la substance est la suivante: (93) "...... (très) surpris par des informations aussi téméraires, j'ai mis mon Gouvernement au courant de ces allégations et celui-ci me prie de porter a votre connaissance sa protestation à ce sujet en espérant que la mission fournira des explications sur ces déclarations entièrement fausses, risquant de créer une ambiance de ... et de suspicion très éloignée de la bonne amitié qui existe entre nos deux pays, amitié que nous devons améliorer au lieu de l'altérer avec autant de légérete. Ces déclarations semblent avoir été faites dans la mauvaise intention de ternir l'attitude correcte de l'Espagne pendant l'actuel conflitinternational et son bon renom dans ces pays où coule son sang loyal". Suit une description des mesures de contrôle, tant espagnoles qu'allées qui empêchent absolument tout bâtiment espagnol de se livrer à de telles entreprises. (94) J'ai l'intention de répondre à M. DEOJEDA que la mission ayant quitté la Colombie depuis assez longtemps je ne suis pas en mesure de répondre à la demande du Gouvernement espagnol mais que je vous transmets sa protestation en vous laissant le soin de lui donner la suite que vous jugez opportune.
Je ne tiens (nullement) à entrer dans des détails que le Ministre d'Espagne pourrait interpréter pour ou contre sa théorie, et qu'il ne manquerait pas, selon une habitude qui lui est chère, de publier dans tous les journaux de la capitale, ce qui risquerait de susciter des polémiques, fâcheuses à tout égard, entre les partisans et adversaires du régime du Général FRANCO. "actes positifs" (désarmement de l'Allemagne, questions territoriales etc.). En outre Moscou attend encore la signature du nouvel accord de Lend Lease négocié pour le rééquipement de l'industrie lourde soviétique. Selon le même correspondant, les journaux critiquent l'attitude hésitante et inconsistante de la diplomatie de Washington dans les questions russes. "Il s'agit maintenant si SanFrancisco verra naftre l'organisation (771) internationale de la paix, ou si au contraire on y trouvera de nouveau les mêmes suspicions et rivalités." Ces rivalités pourraient d'ailleurs s'exprimer du côté russe par une demande de seize voix pour seize républiques autonomes. On espère toutefois que la question de la paix en raison de sa "grande signification pratique" l'emportera sur ces dissensions.
Le caractère très détaillé de ce commentaire chinois est la preuve de l'intérêt suscité dans les milieux informés par le développement de cette situation.

M. STALINE quand il a appris la mort de M. ROOSEVELT a fait aussitôt appeler M. HARRIMAN et, après lui avoir exprimé ses condoléances, il lui a demandé ce qu'il pouvait faire pour montrer au nouveau Président et à son pays le prix que l'U.R.S.S. attache à continuation de sa politique d'accord avec les Etats-Unis. The first session of the Syrian commission in charge of examining the French plan for a "convention universitaire" was held in Damascus on April 19th. The French delegate is very pleased with the choice of members, who are all of European education and likely to be sympathetic towards the French point of view. DIEML MARDAM expressed the hope that "other questions" might soon be discussed, which the delegate interprets as meaning the problem of the army.
