M. DEKANOZOV a qui j'ai reposé le 3 avril la
question de l'installation de notre représentant a Helsinki
m'a déclaré qu'une maladie du Président de la Commission
de contrôle en avait retardé l'examen et qu'elle allait être
reprise.

Répondant à une question que je lui pos(ais) il
m'a assuré qu'il ne prévoyait pas que l'(affaire) rencontrât
de difficultés. Il fallait seulement (faire) ... examen
d'ensemble des diverses demandes de l'espace dont on était
saisi, même de la part de pays ex-ennemis tels que l'Italie
et (la Roumanie). (Celles-ci) ne seraient pas accumillies.
Quant à la nôtre il n'était (1241) pas question de la rejeter.
Comme j'objectais qu'il n'y avait aucune assimilation entre
notre compatriote et ceux qu'il venait de citer, il se défendit
d'en avoir établi une, puis me demanda ...ment pourquoi nous
attachions une importance particulière à avoir un représentant
en Finlande. Je répondis que notre révendication n'était pas
spéciale à la Finlande, qu'elle concernait aussi bien, comme
il le savait, la Roumanie et la Bulgarie et, de façon générale,
tous les pays où nous possédions des intérêts et où nous avions
une représentation avant les hostilités.

(1242) ... ... lorsque j'invoquais le précédent
brésilien que vous m'avez signalé, pour demander la mise en place
sans délai nouveau de M. LEVI, M. DEKANOZOV m'a dit qu'à sa
connaissance, il n'y avait pas de représentant du Brésil à
Helsinki.

En terminant M. DEKANOZOV m'a promis de fêter la
solution de cette affaire.

artistique contiennent des oeuvres d'art enlevées
de France et sont situés dans des régions susceptibles

Les dépôts les plus importants sont ceux
de Neuschwanstein, Hohenschwangau et Augsburg près
de Püssen (Bavière). D'autres dépôts existent à
Lustetten (024) et Ebel (Autriche) a Buhheim, près de
Hemmingen (Bavière) et à Hljolzburg (Noravie). Les
musées de Linz et du Puehrerlau à Munich conservent
également des peintures prises aux collections israélites.
Il 7 a le plus grand intérêt à ce que toutes
dispositions utiles soient prises sans tarder pour assurer
la protection des biens culturels Prangals qui pourraient
être découverts dans la zone opérations (russe). Je
vous prie de vouloir bien insister auprès du Gouvernement
des Soviets pour que des ordres dans ce sens soient
donnés aux commandants des armées d'opération.

Je me réfère à mon télégramme 1863-65*.
Bien que le Gouvernement anglais n'ait pas arrêté définitivement les termes de sa réponse au Gouvernement des Soviets, il semble qu'il envisage de marquer à Moscou:
I. Que dans une première phase, la commission des réparations devait établir les grandes lignes de la politique des réparations;
II. Que la fin des hostilités apparaissant très proche, il est nécessaire que ces premiers travaux soient terminés dans un délai très bref;
III. Que l'admission de la Pologne et de la Yougoslavie à la commission impliquait l'admission d'autres états, tel que la Hollande, (2212) le Norvège, etc......qui ont subi des dommages considérables;
IV. Que dans ces conditions, les travaux de la commission s'en trouveraient ralentis et ne pourraient certainement pas aboutir à temps;
V. Que dès lors, le Gouvernement britannique insiste pour que l'U.R.S.S. renonce à sa demande, et que la France soit seule admise à siéger à la commission avec les trois autres puissances.

Je ne vous donne ces indications que sous réserve; les instructions (correspondantes) n'ayant pas encore été envoyées aux représentants britanniques à Moscou.

I. SHANF vient de nous communiquer une note "top secret" en date du 3 avril, indiquant que la responsabilité militaire pour les roller supplies, a l'exception de ... et charbon, cessera avec les chargements d'avril. Il nous est formellement demandé de ne donner aucune publicite a cette note.
II. AN 1er février il restait a recevoir comme résidu du "target program" un tonnage (2171) total de 110.000 tonnes dont 6.050 d'huile, 12.300 de conserve de viande, 10.000 tonnes de savon, 4.300 d'équipement agricole. Le cétail a dû vous parvenir joint aux minutes de la vingtieme réunion du fourparty committee.

Nous dressons (au moment actuel) avec les militaires la liste des produits liyres en février et mars, et leur demandons de nous indiquer 188 produits actuellement en route ou qui sont "called forward" pour chargement avril.
III. Une réunion est prévue a la date du lundi 9 avec les militaires, a laquelle sera discutée la liquidation du programme militaire.

Nous vous signalons ci-dessous un certain nombre de points.
A) Nous avons réclamó la fourniture par les militaires dans le courant des premiers mois 1945 d'une quantité totale de 82.000 tonnes de blé. Les tonnages fournis jusqu'ici (2173) sont: janvier néant, février 17.000 tonnes, mars 20.150 tonnes, au total 37.150 tonnes laissant une quantité non-livrée de 44.650 tonnes.

Nous prions les militaires d'importer dans le délai le plus rapide cette dernière.
