Pour des raisons techniques il est impossible de compter sur Agence TASS pour recevoir dans des conditions pratiques le service AFP. Je signale à votre attention que d'après des informations de presse, la maison PATHE-GAUMONT aurait passé un accord d'exclusivité pour la distribution mondiale de ses films avec la maison américaine R.E.O. Cet accord ne semble pas être en harmonie avec la politique prévue par le Ministre de l'Economie nationale dans sa circulaire 360 du 8 février. (295) Il n'est pas en tout cas sans soulever ici de vives inquiétudes au sujet de la COMPAGNIE CINEMATOGRAPHIQUE CANADIENNE LIMITEE, seule société indépendante assurant la distribution de films exclusivement français au Canada français depuis 1930 et qui est disposée à traiter au pourcentage.

En effet, si cette politique d'accorder exclusivité de distribution à des firmes américaines était poursuivie, cette compagnie ne serait plus à même de se procurer des films (296) pour le circuit de salles qu'elle contrôle. Elle serait de se fait obligée de céder ce circuit à ses concurrents américains qui depuis longtemps cherchent à l'évincer du marché. Ceux-ci, par suite des intérêts qu'ils représentent n'offriraient pas évidemment pour la diffusion du film français des garanties analogues à celles de cette compagnie dont c'est l'activité exclusive, et nous risquerions de voir le film américain double remplacer de plus en plus le film français.

I La délégation générale des Indes Chinoises, à la veille de la conférence de San-Prensisco, fonde de grand espoir sur l'action d'Annamites émigrés en Amérique.

II Les Annamites de la France cherchent par tous les moyens à faire entendre leur voix à San-Prensisco, soit par remise à l'Ambes-sade des Etats-Unis d'un ménorandum, soit par l'envoi, sous couverture (2050) de journalisme, de délégués. Des officiers américains auraient été approchés à Marseilles à cet effet, et il est possible que certains départs (solent) effectués en dehors de notre contrôle.

En raison des importants intérêts que nous avons dans ce pays, il me paraît que la France doit y reprendre sa place aussi vite que possible. Nous devrions être prêts à rétablir nos relations avec Buenos-Ayres aussi rapidement et aussi facilement que la Grande-Bretagne et les Etats-Unis qui ont conservé en Argentine leur personnel diplomatique et consulaire.
