Le choix du Général CLAY fait passer au deuxième plan la personne de M. ROBERT MURPHY qui devra se contenter du rôle de conseiller diplomatique du Général FISSENPOWER. On affirme que le Président ROOSEVELT aurait été défavorablement impressionné par le rapport que lui a remis M. MURPHY durant son récent (1972) séjour à Washington et dans lequel le représentant américain aurait déjà envisagé la reconstitution en Allemagne d'une certaine capacité industrielle. Le Président aurait jugé qu'il fallait traiter l'Allemagne avec plus de fermeté et confier à une main plus rude la tâche difficile que de constituer la direction des affaires civiles.

J'ai le devoir de signaler au (Ministère de l'Information) l'extrême embarras dans lequel risquerait de me placer vis-a-vis mes interlocuteurs du Département d'Etat et de certains de mes informateurs un usage trop libre des indications de caractere confidentiel que je lui adresse.

Je note a cet égard outre le cas visé par mon télégramme 1888-89, deuxième paragraphe, que l'article publié le 28 mars par M. CALLENDER (mon tel. no WF 1389) rappelle, en particulier dans ses premieres lignes, les indications de mon telègramme no 1870xx du 26 (1907) mars et dans son deuxiême paragraphe celles de mon 1888xxx du 25. Aujourd'hui 30, une dépene U.P. de Paris déclare que des sources françaises autorises annoncent qu'une réunion a quatre aura lieu a Washington probablement du 8 au 10 avril pour discuter la question trusteeship (mon tel. no 1888xxx). C'est uniquement par cette dépene que la nouvelle a été connue aux Etats-Unis et mon service de presse a été accablé de questions a ce sujet, le Département d'Etat s'étant refusé quant a lui a tout commentaire.

Le principal représentant des Etats-Unis a consulter préalablement sur le trusteeship sera probablement M. LEO PASVOLSKY, assistant spécial du Secrétaire d'Etat.

Le memorandum américain ne pourra être distribué que peu de temps avant la réunion. Le Département d'Etat a beaucoup de difficultés à ajuster son point de vue avec celui des Departements de la Guerre et de la Marine pour lesquels l'organisation de la sécurité militaire des EtatsUnis dans l'avenir prime tout, (1964) et qui hésitent à accepter pour les fles à enlever au Japon des responsabilités devant un corps international.

Les propositions américaines comportent la création d'un conseil de trusteeship destiné à remplacer l'ancienne commission des mandats et qui ne serait rattaché ni au conseil de sécurité ni au conseil économique et social. Ce serait en quelque sorte un troisième conseil de l'organisation.

Si cet organisme ne peut être rattaché au conseil de (1963) sécurité, augmenté pour l'occasion des représentants des puissances mandates non membres, il y aura lieu de veiller solgneusement à sa composition.

D'après ce qui m'a été dit au Département d'Etat le représentant britannique aux consultations préliminaires soumettrait lui aussi un projet à la réunion.

Circulaire no 59.

M. MASSIGLI me signale que la déclaration de guerre
de l'Argentine a été accueillie à Londres avec une incontestable
satisfaction. On estime au Secrétariat des Affaires étrangères
que cette décision facilitera une reprise des relations
diplomatiques entre l'Argentine et les Alliés. On insiste,
cependant, sur la nécessité de prendre d'abord contact avec
Washington et avec les principaux gouvernements Amérique latine.

La reconnaissance du Gouvernement argentin serait
chose faite dans un délai de deux ou trois semaines. L'Ambassadeur
britannique à Buenos-Aires sera aussitôt invité à rejoindre son
poste. On pense (313) à Londres que le geste de l'Argentine
ne suffit pas à lui donner une place au sein des Nations-Unies
et à lui conférer le droit de prendre part à la réunion de San-
Francisco. Dans le cas où l'Argentine accentuerait sur le
plan économique son effort de guerre, elle pourrait être
invitée à la conférence économique interaméricaine qui doit
se réunir à Washington le 15 juin prochain.

Les Anglais sont résolus à faciliter dans toute la
mesure du possible une évolution qui rendrait à l'Argentine sa
place normale dans le continent sud-américain.
