              <text>M. STETTINIER a ajouté que sa réception avait été d'autant plus vive (1580) d'apprendre que la France ne ferait pas partie des puissances invitantes à San-Francisco. Il pensait qu'inclue dans ce groupe, elle devait reprendre ipso facto sa place de Grande Puissance et qu'elle pourraitle auto-
matiquement jouer dans les réglements de la paix rôle qui lui revient. Le Secrétaire d'Etat a marqué désir savoir texte de nos amendements et ... (aux) plans Dumbarton et Yalta, et son inquiétude que la délégation française apporte proposition remettant en question 1'(1589) essence des accords.

Après avoir remercié le Secrétaire d'Etat des sentiments qu'il a exprimés pour notre pays, je lui ai rappelé les raisons qui ont amené la France à ne pas figurer parmi les puissances signataires. J'ai ajouté que mon Gouvernement avait eu naturellement besoin de temps pour faire étudier, et étudier lui-même sérieusement, les plans de Dumbarton Caks qui étaient d'ailleurs le résultat de longs travaux. Mais que la France était (avant tout) déterminée à assurer (1590) l'organisation d'une paix solide par la sécurité collective et qu'elle n'apporterait certainement à San-Francisco, comme elle a toujours fait dans le passé que des propositions constructives.
III. J'ai également beaucoup insisté sur la nécessité de nous associer aux consultations sur un système de trusteeship, rappelant que j'avais été surpris qu'il pût être question de les tenir sans nous, et ajoutant qu'un défaut d'accord préalable sur ce point ne pourrait manquer de créer de graves difficultés supplémentaires (1591) lors de la réunion du 25 avril.

Le Gouvernement américain propose que nous participions à ces échanges de vues. M. DUBN m'a d'autre part promis de me donner dès que possible toutes informations sur les bases de discussion qu'établit le Département d'Etat.
IV. J'ai enfin rappelé nos démarches antérieures au sujet de l'Indochine, et insisté spécialement pour que des négociations fussent rapidement entamées au sujet d'un accord pratique pareil à ceux (1592) qui avaient été conclus pour la métropole, le 25 août.
V. Le Gouvernement américain estime que la conférence de San-Francisco a été convoquée pour rédiger un traité international qui sera ouvert aux signatures à la fin de la réunion même, et soumis ensuite à ratification par les représentants gouvernements signataires. Il ne peut à mon avis exister de doute à ce sujet.

MASSIOLI et par le général CATHOUX sur le point de savoir si questions de la région rhéno-westphalienne et de la zone française ont été abordées au cours des entretiens de Yalta. D'après les renseignements de source officielle britannique, ces questions n'auraient pas été discutées. Du côté soviétique on affirme que les Britanniques auraient demandé que la zone d'occupation française n'allât pas au nord au delà de la Moselle. J'attacherais du prix aux informations d'origine américaine que vous pourriez obtenir à ce sujet.

En relation avec mon télégramme no 832 à 35°, je vous communique ci-après quelques indications que j'ai recueillies auprès de Sir ARCHIBALD KERR relativement à l'état des travaux de la commission ROLOTOV.

Si comme je vous en ai informé, on attribue du côté polonais les retards aux Britanniques, ces derniers par contre ou du moins leur ambassadeur, les imputent aux Polonais qui, se contestant les uns les autres, ne parviennent point à s'accorder sur le choix des personnalités, estiment ... de retenir leur objection et compliquer les décisions.

Sir ARCHIBALD KERR fait grand éloge de l'intelligence et de la pondération du Président NIKKUT. Il convient en outre que c'est surtout à des (850) personnalités demeurées en Pologne et représentatives de l'opinion qu'il est opportun de faire appel. Cependant il n'(a) admet pas que M. MIKOLAJCIEZK puisse être écarté du Gouvernement national. Il le dit (avec) fermeté.

Sa préoccupation, qu'il ne dissimule pas et qui est évidemment celle de son Gouvernement, est d'aboutir (à un gouvernement qui n'apparaisse pas comme imposé au (851) peuple polonais, et capable comme tel d'imouvoir la conscience publique en Pologne déjà dans le ... . L'ambassadeur mesure les difficultés du problème. Il demeure cependant optimiste.

Au cours de l'entretien, j'ai incolorement demandé si le Prince ... Evêque SAPIENA figurerait au nombre des membres éventuels du Gouvernement. Sir ARCHIBALD KERR m'a répondu qu'il en serait vraisemblablement écarté, non pas en considération de sa qualité de prélat, mais en raison de sa naissance.

(PO-5859) in such a garbled form that he is uncertain about
what he is being asked to do. He understands that he is
requested to throw light on three matters:

I. The contradiction between the information
on the western frontiers of Poland obtained
respectively in London and Washington.

II. That between KNEN's statement to MASSIGLI,
and MULOZOV's to CATROUX himself, concerning
the commission of reparations.

III. That between the statement made by NAISEI to
CATROUX, and the one made by CAROGAN to MASSIGLI,
as to whether the question of the Rhine-
Westphalian territory was touched on at Yalta.
