Puis-je en conclure qu'â Washington on propose d'appeler le Gouvernement frangais, bien que non-invitant a la conférence de dan-Francisco, a se joindre a la consultation préalable a cette conférencet Le Gouvernement pour sa part se rendrait a l'invitation qui lui serait adressée. S'il a marqué qu'il ne pouvait d'avance prendre d'engagement concernant un régime dont la nature et les modalités d'application lui étaient inconnues, si par ailleurs, et pour des raisons qui n'ont pas de rapports avec le trusteeship (1537) il a renoncé a être co-invitant a la conférence, il estime avoir voix au chapitre quand il s'agit de définir le sort futur des mandats et des territoires conquis sur l'ennemi au cours de la guerre. En outre, conformément (a sa) doctrine constante, il ne se considérerait pas comme 116 par les arrangements relatifs a ces (pays), qui auraient été conclus en dehors de lui.

Je vous laisse le soin de développer ces considérations sous la forme qui vous parait propre à déterminer ou a confirmer une décision positive.

J'ai pu recueillir renseignements ci-dessous au sujet du projet de trusteeship discuté à Yalta.

I. Des échanges de vues avaient eu lieu longtemps avant la conférence entre Londres et Washington. Les Britanniques proposaient une négociation anglo-américaine pour accorder les projets qu'auraient établis les deux Gouvernements. Washington a préféré réserver entièrement la question pour une discussion plus large entre les principaux intéressés.

II. La consultation entre les cinq puissances est envisagée comme devant prendre place au moins une quinzaine de jours avant San-Francisco.

III. À Yalta (1362) la Russie soviétique a montré peu d'intérêt pour la question, faisant ressortir qu'elle n'avait pas de colonies et s'était toujours prononcée contre la politique coloniale. Elle se serait néanmoins déclarée intéressée au sort des pays qu'elle aura contribué à libérer. En raison de sa participation possible à la guerre d'Extrema-Orient, on considère donc ici qu'elle prendra part activement aux négociations envisagées. Il en est (1363) de même pour la Chine en ce qui concerne la région du Pacifique.

IV. Diverses questions se posent cependant:

A) La compétence en ce qui concerne les mandats de la Société des Nations incombe aux anciennes puissances alliées qui par suite de l'exclusion de l'Italie et du Japon se trouvent être réduites à France, Grande-Bretagne, Etats-Unis.

(1364) B) La participation d'autres puissances mandataires, Afrique Sud, Belgique, Australie, et Nouvelle-Zélande, aux consultations préalables pourrait être envisagée. L'avis Gouvernement américain paraît cependant être réserver ces conversations aux cinq puissances.

V. Les conversations précédant San-Francisco doivent uniquement tirer sur le système et les méthodes à établir.

              <text>Le principal problème à discuter sera savoir si et comment responsabilités qui avaient été attribuées à la Société des Nations (1365) en matière de mandats seront transférées à la nouvelle organisation internationale, la thèse américaine étant sans réserve en faveur de ce transfert. Il serait en conséquence proposé qu'un nouvel organisme remplace l'ancienne commission des mandats. Trois hypothèses sont envisagées, entre lesquelles je ne pense pas qu'un choix fut fait.

A) Le nouvel organisme dépendrait du conseil de sécurité. Une objection est cependant formulée, à savoir que le conseil de sécurité réglementerait (1366) ainsi responsabilité n'ayant pas directement trait au maintien paix. Sa composition pourrait être d'autre part sérieusement alourdie par obligation inviter certain nombre puissances non-membres mais détentrices de "trusteeships" lorsqu'il discuterait de ces questions.

B) Nouvel organisme serait ... au conseil économique et social.

C) Il constituerait (1367) un comité ou conseil indépendant. Il est à remarquer que dans ce cas organisme nouveau, même s'il reçoit attributions analogues à celles anciennes commission des mandats aurait maintenant rôle beaucoup plus important.

VI. Question se posera savoir si (mandats) seront (exclusivement) attribués comme dans ancien système Société des Nations à (une) puissance mandataire ou s'il y aura en même temps système mandats international. (Il ne semble) pas que (1368) le système de trusteeship collectif (dolvo) être proposé ou du moins fortement défendu en ce qui concerne les mandats anciens. Mais il est possible que certaines puissances en recommandent l'adoption pour divers pays qui seront soustraits à la (domination) ennemie et qui pourraient avoir besoin d'une assistance prolongée, sans qu'on veuille les faire rentrer dans l'orbite d'une seule puissance. C'est le cas par exemple de la Corée.

VII. Cet exemple prouve que la (1369) détermination des territoires à mettre sous (mandats) sera, dans les consultations préliminaires, une préoccupation constamment présente, bien qu'en principe écartée de la discussion. Les décisions envisagées préjugeront, en effet, le régime futur des îles du Pacifique enlevées au Japon et des colonies italiennes. La question pratiquée à Yalta, des territoires qui seraient en effet placés sous trusteeship, ne semble avoir été retenue qu'à titre de précaution, et pour couvrir des cas comme celui de la Corée.

m'a tout d'abord fait observer que la flotte française
du Danube relève de l'armée soviétique. J'ai répondu
que ma démarche avait pour fin non pas de réclamer cette
flotte, mais d'en voir (régler) sur place la situation.

J'ai ajouté que M. BURGKEL allait se rendre
prochainement à Bucarest et pourrait en discuter sur place.
