DIPLOFRANCK asks GATROUX to point out to the
Moscow correspondent of the AFP the embarrassing position
In which both the French and Soviet governments are placed by articles such as the one of March 7, on France's decision not to sponsor the invitations to the San Francisco conference. This article, which claimed to represent the official Soviet views, stated that Russia disapproved of the French attitude and would repudiate the Franco-Russian pact if it came to a question of choice between it and the Zalta decisions. The article was reproduced in newspapers such as the New York Herald Tribune.

A aucun moment je n'ai dit quoi que ce soit dont on pût inférer que le Chef du Gouvernement français se rendrait à une invitation d'un Chef d'Etat étranger en territoire français d'outre-mer. M. CAPFURY, interrogé par moi, l'a reconnu sans difficulté.

Dans mon esprit il ne pouvait s'agir que d'une invitation du Président en territoire métropolitain, donnant suite à l'invitation qui lui avait été adressée dès novembre.

Il y a là plus qu'une nuance. Vous voudrez bien saisir les occasions qui se présenteront de l'indiquer.

Référence à mon télégrumme précédent.

Revision apportée à la constitution est violemment
critiquée par une partie importante de la presse de Rio de
Janeiro. Après la suppression de la censure plusieurs grands
journaux sont entrés dans l'opposition, les uns d'une façon
violente, les autres préférant l'opposition "respectueuse".
Ces derniers reconnaissent que le Président VARGAS a rendu
des services importants mais qu'il en rend un plus grand
en laissant maintenant la place.

L'opposition se manifeste surtout pour le moment
dans les milieux de presse et les couches intellectuelles.
L'homme de la rue ne s'incline pas encore et reste marqué par
l'apathie de (226) sept années de dictature. La campagne
électorale virtuellement ouverte, ne porte pas pour le moment
sur la personnalité des candidats éventuels: M. VARGAS et le
Général EDUARDO GOMES, mais on critique violemment la réforme
ministérielle qui vient d'être effectuée.

On estime que les pouvoirs présidentiels s'inspirent
des principes les plus (227) détestables du totalitarisme
politique. Par contre le retour au pouvoir législatif n'apparaît
que comme une concession purement platonique. Enfin la per-
sonnalité de M. AGAMEHON MAGALHARS est très attaquée. On
lui reproche notamment ses articles et ses discours de juin
1940 dans lesquels, après la défaite de la France et à cette
occasion, il tenta de démontrer que les régimes démocratiques
et parlementaires menaient les nations qui les pratiquaient à
la ruine.

La revue de politique étrangère de l'Etolia Rouge dont je vous ai rendu compte dans mon téléphone 712 soulignait de façon assez désagréable que la recrudescence d'activités des Vichystes que son auteur croit décrire en France place (notre) pays au nombre des éléments nutritifs à la sécurité internationale, sur le même plan que la Roumanie ou l'Italie. Dans un (736) organe soviétique, et surtout dans l'Etoile Rouge dont les liaisons avec le Kremlin sont particulièrement étroites, ce point de vue était difficilement imputé à la fantaisie du commentateur diplomatique de semaine. De fait, la revue de politique étrangère des Avostia d'aujourd'hui reprend ... le même thème. Après avoir cité la phrase de JEAN (736) GUIGNEMERT "Nous avons payé trop cher le relâchement de notre vigilance à l'égard de l'Allemagne pour ne pas en tirer la leçon", l'organe du Soviet Supreme commente assez durement. "Malheureusement la leçon est généralement tirée de façon fort insuffisante, et surtout en France ... où l'on cesse à faire des (737) efforts, pour discuter du point de ... si les partisans de PETAIN ont été (des criminels, collaborateurs, ou) complices de l'ennemi." Et tout comme l'Etoile Rouge ... ... il cite comme exemple ... de pays "indulgents", l'Italie et la Roumanie.

Il apparaît donc que l'on est en présence d'une campagne qui s'ébauche. Dans ce cas (14) la presse soviétique ne s'(736)est pas fait vis de souligner son inquiétude à l'idée que le Vichysme pût en France se survivre à lui-même. La correspondance de ce poste en a informé V.N. à maintes reprises (remainder unreadable) (739) problème mondial de la sécurité. Ce changement d'attitude coïncide curieusement avec le refus du Gouvernement Provisoire de la République Française de participer à l'envoi des invitations (pour la) conférence de San-Francisco.

Après les communiqués triomphants de ces derniers (M. Jours) sur la "déclaration de Chapultepec" le ton des commentateurs politiques des journaux de la capitale a subitement baissé. Le Gouvernement américain réserve de ne s'engager (M. Que) pour la durée de la guerre" à la conférence de San-Francisco en laissant au Congrès le dernier mot pour une politique éventuellement plus accentuée du panaméricainisme, d'après un plan présenté en premier lieu par la Colombie. La presse de ce pays commence à laisser percevoir sa désillusion d'autant qu'elle n'est pas non plus certaine que les différentes résolutions de caractère économique présentées à Mexico soient approuvées. Par ailleurs, on reproche au Ministre des Affaires étrangères de la Colombie, pays parfaitement démocratique, d'avoir accepté (40) d'être le porte-parole de la conférence pour déclarer nuisible la rupture générale des relations avec le Général FRANCO.

S'il est évident qu'un débat à ce sujet est risqué, on pense généralement qu'il est été préférable de laisser le représentant d'une autre république, le Pérou ou le Paraguay par exemple, se charger du soin de faire une déclaration qui a été infiniment désagréable aux républicains espagnols. Peut-être doit-on voir ici l'influence de M. UMAGNA BERNAL, secrétaire général du Ministère des Affaires étrangères, actuellement intérimaire de ce Département qui, revenu d'Espagne depuis seulement quelques mois, en a rapporté la plus grande admiration pour la personnalité et la politique du Général FRANCO.

Les articles des agences nord-américaines publiés dans les journaux de Lima montrent une certaine nervosité en ce qui concerne attitude prise par la France après la conférence de Talta, et celle qu'elle prendra a San-Francisco. Ils expriment surtout la crainte que la France prenne la tête d'un groupement des petites puissances européennes pour obtenir des modifications aux décisions de Talta et de Dumbarton. Ils déclarent que la paix mondiale dépendra dans l'avenir uniquement des "Trois Grands", seuls (63) capables de la faire respecter. Ils espèrent que la Belgique et la Hollande, peu désireuses de voir France sur le Rhin, se détacheront d'elle pour se rallier aux Anglo-Américains. Ils mettent en évidence certaines divergences qui, d'après eux, se seraient produites entre le général DE GAULLE et SYALINE et ils s'efforcent, enfin, de démontrer que la France ne peut devenir a nouveau une grande puissance avant de nombreuses années.

ROGNEVILY se serait contenté de le recommander au bon accueil des autorités soviétiques. À l'un des premières conférences de presse qui ont suivi son retour de Yalta, le Président a bien parlé de la visite à Moscou de M. FLORE comme d'un voyage qui pourrait avoir des (1459) conséquences importantes. Mais si tel a jamais été son sentiment, il paraît douteux qu'il fasse encore des illusions à ce sujet. Le démenti officiel donné par le Vatican le 11 mars a été reproduit par toute la presse américaine, qui a d'ailleurs relevé que l'Osservatore Romano n'avait pas imprimé ce communiqué, et ajoute qu'il pourrait s'agir d'une manœuvre destinée à ne pas gêner des négociations en cours.
