I Ainsi que vous le savez, le mémorandum signé le 25 août à Washington prévoyait l'ouverture de négociations sur Lend-Lease, l'aide réciproque et les crédits 3 C. La question des crédits à long terme pour le programme de remise en marche dont les livraisons se feront pour la plus grande partie après la fin des hostilités représente le point le plus important pour lequel nous avons à obtenir satisfaction. Il s'agit en effet, ainsi que vous le savez, d'obtenir qu'un (5597) milliard de dollars de marchandises, dont l'importation est de toute manière nécessaire à la remise en marche de notre vie économique, nous soit livré à crédit après la fin des hostilités par le Gouvernement américain. Je vous rappelle que les crédits envisagés au cours des négociations poursuivies depuis juillet avec ACHESOR devraient porter sur 20 ans avec un intérêt d'environ 2%.

II Ainsi que je l'ai expliqué dans mon télégramme du 7 septembre à PLEVEN et dans mon télégramme 26, paragraphe 3, (5598) j'ai activement recherché avec les administrations américaines et avec les conseillers du Président le moyen obtenir des crédits pour programme que j'ai rapporté d'alger, en reprenant les négociations sur les bases du mémorandum du 25 août. Ce mémorandum avait bien réservé notre position vis-à-vis termes de la note remise par BACLOY le 20 juillet au cours des négociations avec HOPFENOT et ALPHARD, mais les Américains n'aident à aucun moment (5599) écarté cette note qui avait été approuvée par le Président et représentait encore la directive l'ant administrations américaines dans leurs négociations avec nous. Après nombreuses discussions entre administrations américaines, les conseillers du Président et nous, nous avons tous dû nous convaincre que cette note non seulement ne pouvait pas servir de base utile de négociations mais encore qu'elle était rédigée dans des termes si limitatifs qu'elle excluait complètement toute possibilité pratique d'obtenir des crédits à long terme. Finalement conclu qu'il était vain de tenter modifier ce texte et qu'ils pouvaient obtenir du Président une décision entièrement nouvelle qui (5600) permit de revenir au point où en était la négociation avec E. ACHESON au début juillet lorsqu'avait été rédigé le mémorandum CORDELL WILL. Ils ont donc émis l'avis que pour sortir de l'impasse où nous nous trouvions il était indispensable que je voie le Président et que je lui explique moi-même l'ensemble de la question, l'utilisation du programme de remise en marche pour la France et la nécessité d'obtenir des crédits importants. C'est ce que j'ai fait samedi (5601) au cours d'une entrevue excessivement cordiale dont je vous donnerai les détails verbalement.

À la suite de cette entrevue les administrateurs (5602) américains établissent un nouveau texte qui nous amène au point où nous en étions au début de juillet. Ce nouveau texte doit être remis au Président pour obtenir son approbation. Ce dernier, ainsi que vous le savez, est à Québec mais, malgré cela, j'ai reçu l'assurance que son approbation est demandée. S'il approuve le texte, nous aurions la possibilité d'avoir à crédit une partie très importante de notre programme de remise en marche. Une nouvelle approbation du Président sur le contenu du programme lui-même sera nécessaire. Ce programme lui serait soumis après son retour de (5603) Québec. Dès que je connaîtrai la réponse du Président sur le texte qui lui est soumis, je prendrai le premier avion pour Paris afin, entre autres, de vous mettre à même de réviser si nécessaire notre programme de remise en marche établi à Washington et Alger à la lumière de la situation française telle que nous la connaissons maintenant.

De nombreuses tentatives ont été faites sans succès au cours des mois derniers pour résoudre le conflit qui s'était élevé entre le Président de la République et le conseil national exécutif du parti radical et qui avait abouti à l'exclusion de ce parti des cinq ministres qui avaient refusé de se démettre. (Non tél. 178, ma lettre 12 du 2 mai.)

Ce conflit vient enfin de s'aggraver par la publication d'un très long manifeste du conseil exécutif du parti radical qui constitue un vigoureux réquisitoire contre Gouvernement RIOS. (265) Ce manifeste fait connaître que, toutes les tentatives de conciliation ayant échoué en raison de l'intransigeance du Président de la République, le parti radical va désormais matérialiser son opposition à l'égard d'un gouvernement qui a trahi les principes de ceux qui l'ont porté au pouvoir en déviant vers la droite et en s'inféodant aux grands (pouvoirs) financiers.

Parmi les nombreuses accusations formulées contre Gouvernement RIOS figurent celles d'une rupture trop tardive avec les puissances de l'axe et la reconnaissance du Gouvernement fasciste argentin. Le conseil national exécutif du parti radical ordonne à tous les fonctionnaires de caractère politique (gouvernance, intendants, etc.), à l'exclusion des diplomates à l'étranger, de démissionner d'ici le 1er octobre.

La publication de ce manifeste a créé une nervosité d'autant plus grande que le parti socialiste (266) annonce qu'il va, lui aussi, entrer dans l'opposition.

On se demande quelle va être la réaction du Président de la République. Il est présumé qu'il cherchera davantage vers la droite l'appui qui va lui faire défaut. La récente élection au Sénat de l'ex-Président ALESSANDRI, candidat des partis de droite, au siège occupé précédemment par un communiste ne peut au surplus que l'y inciter. On remarque que le parti communiste, inquiet de la menace fasciste que favorise la crise actuelle, s'est constamment efforcé ces temps derniers de résoudre le conflit et de faire prévoir des solutions inspirées du principe de l'unité nationale. Il n'estime pas devoir s'associer à l'opposition des partis radical et socialiste, pour ne pas, écrit l'organe communiste, créer une atmosphère de révolte.
