Délégation Finlandaise est partie aujourd'hui pour (Moscou) par la voie de terre. On pense conditions de paix seront presque les mêmes que celles dont il avait été question en avril dernier, soit du point de vue territorial retour aux frontières de 1940. Le fait que les Russes n'aient pas obligé la Finlande à expulser allemands et que (coux-ci) ont un certain délai pour quitter le pays laisse espérer que les conditions imposées aux Finlandais (ne seront) pas trop sévères. Secrétaire général des affaires étrangères ne dissimule pas sa satisfaction de l'accord intervenu dans lequel la Suède a pris une grande part.

Je me réfère au téléphone de MONNET Diplo no 2151
de ce jour.

Seules quelques petites nations (Norvège, Luxembourg,
Honduras, Nicaragua, etc.) sont représentées à session de
l'UNOMA à Montréal par le chef de la mission diplomatique à
Washington. Toutes les autres délégations sont précisées par un
membre de leur gouvernement respectif ou par un haut fonctionnaire
de leurs services économiques. Je crains que (5620) certaines des
positions que notre délégation peut être amenée à prendre à Montréal
et qui s'opposent ... au point de vue américain ne puissent me gêner
ensuite ici dans mes rapports avec l'Administration, et il m'a paru
préférable que notre délégation conserve le caractère purement
technique qui est normalement le sien.

C'est la raison principale pour laquelle j'ai recom-
mandé à M. MONNET la désignation de M.VALENSI, parfaitement désigné
d'ailleurs pour cette mission.

II. J'avais prié HOPPENOT de prendre la tête de notre délégation. HOPPENOT ayant désiré, vu les circonstances, ne pas s'absenter (5617) actuellement de washington, j'ai confié direction de notre délégation a VALENSI. La délégation comprend en même temps comme délégués adjoints MM. AOLLON, MARJOLIN et professeur WAYER, et comme délégués suppléants Mme PLEVEN, MM. D'ORNAND, ADRIEN ALGAN et CLEMENORAU.
