I. A la réunion du sous-comité tripartite hier nous avons soulevé question des huiles de palme et palmistes en faisant valoir que d'après renseignements que vous aviez reçus de Marseille, installations de transformation étaient intactes et que dans ces conditions (nous attacherions du prix a) faire jouer la clause de sauvegarde et à diriger le plus tôt possible sur cette ville nos huiles de palme et nos palmistes, étant donné surtout insuffisance de capacité de production de savons aux (5558) R.U. et en Angleterre.
II. Représentants anglais se sont diplorés d'accord pour examiner d'urgence la question mais ont demandé que dans interyalle nous renouvelions les contrats jusqu'à la fin de 1944 en y incluant clause de sauvegarde. (Nous leur avons) dit que nous vous transmettriord cette proposition.
III. Représentants anglais envoient caulle à Londres relatont les points exposés ci-dessus et suggèrent que des instructions soient adressées au commandant du théâtre par le Combined Fond Board des Huiles et Graisses afin qu'il fasse un rapport (5559) au Board sur état des industries à Marseille et les possibilités de déchargement dans le port. Dès réception de ce rapport, la question sera discutée par le Combined Board des Graisses avec participation française.
IV. Si nous voulons arriver à un accord rapide, (nous attacherions du prix) à ce que vous nous adressiez vous-máme (.M. Ipar) avion un rapport sur les conditions prévalent à Marseille, en particulle sur la possibilité d'utiliser le port, car ce dernier sera complètement embouteillé d'après télégramme Diplo 4519 du Commandant BURHARD.

J'attacherais du prix à recevoir instructions sur attitude à adopter à l'égard de (DIRE) DONNE COSTE.
Celui-ci quitta la France en (automne) '42, chargé par Vichy auprès du Gouvernement américain d'une mission dont nous ignorons le caractère.
Américains subvinrent entièrement à ses frais et à ceux de sa femme.
L'an dernier l'(Etat-Major) de l'Air d'Alger décida de le mobiliser et de le faire venir en Afrique Nord.
Peu de temps après, cette double décision était contremanqué par raison supérieure par un téléphone adressé à la mission militaire.
M. COSTE vit actuellement à New-York et fait à notre agent général des avances pressantes sur le plan social.
