Je désire attirer (27147) tout particulièrement votre attention sur la situation de l'industrie textile française en ce qui concerne l'approvisionnement immédiat de la métropole en (laine) et en coton brut.

I. La rapidité avec laquelle ont été libérées les régions de Rouen, Elbeuf et de Lille, Boubaix, Fourcoing, qui représentent (27148) 50% de l'industrie cotonnière et près de 80% de l'industrie (lainière) française, n'amène à penser (que) les usines de cette région doivent être, pour la plupart, en état de marcher.

II. L'existence de possibilités de travail, qui n'ont pas été prévues jusqu'ici, pose un problème social (27149) extrêmement grave. Il ne vous échappe pas en effet que seul le manque de matériel pourrait nous empêcher de donner du travail aux ouvriers de l'industrie textile. Je sais que les alliés sont sensibles à arguments qui consistent à donner du travail le plus rapidement possible aux populations libérées. (27150) Vous servir à nouveau de cet argument au cours des négociations que je vous demande d'engager.

III. Les possibilités de production des usines textiles françaises, sur lesquelles il n'avait pas paru sage de compter lors de l'établissement (pour la) France du plan de six mois, modifient les prévisions de ravitaillement de la France en articles manufacturés. Ces (27151) possibilités de production permettront de pallier la crise des cotonnades qui sévit aux Etats-Unis. Je vous rappelle que le plan de remise en marche prévoit 210.000 tonnes de coton et 70.000 tonnes de laine.

IV. Il m'a été signalé que des stocks importants de coton et de laine existeraient dans les (entrepôts) de Londres et dans (continued)

VI. Au cas où ces stocks n'existeraient pas ou ne seraient pas disponibles, je vous rappelle que les colonies disposeront de 19.000 tonnes de coton d'A.S.P. et de 5.000 tonnes de coton d'A.O.P. Les 5.000 tonnes de coton d'A.O.P. seront disponibles (27154) aux ports dans un délai de trois mois. Le coton d'A.S.P. ne sera pas disponibles aux ports avant quatre mois environ. Cependant, 5.000 tonnes réservées en principe pour la péninsule ibérique pourraient être embarquées dans un délai d'un mois à Burutu avec l'accord du Gouvernement britannique. Les anglais disposent encore à Pointe-Soire d'environ 3.500 tonnes de la récolte 1942/1943 qui en combrent les entrepôts (27155) et dont vous pourrez demander la cession à la France. Il y aura donc lieu pour vous de demander aux alliés que le fret nécessaire soit mis à notre disposition pour une livraison de dépannage de 9 à 10.000 tonnes en provenance d'A.S.P.

I. Les autorités françaises (2R. de l'Afrique) du Nord ont décidé de ramener la ration quotidienne de pain en Algérie et au Maroc de 300 à 250 grammes comme (27143) en Tunisie et de prendre différentes autres mesures affectant la fabrication et la consommation de la pâtisserie et des pâtes alimentaires, le tout prenant effet à la fin du Khamadan le 25 septembre.

C'est là un effort auquel elles se sont résolues pour répondre à la pressante (27144) demande des alliés, non sans se rendre compte des difficultés que pourrait rencontrer leur mise en application. Je vous serais obligé de porter à la connaissance des autorités alliées ces indications qui ont été déjà communiquées au NAJEM et transmises pour lui à Londres et à Washington.

II. Nous (27145) avons de nouveau insisté auprès du NAJEM pour recevoir le plus tôt possible des céréales, et lui avons indiqué qu'en réduisant notre demande au chiffre le plus bas possible, il apparaît comme indispensable de recevoir avant le 31 décembre au minimum 135.000 tonnes de céréales, étant entendu que la situation sera examinée à nouveau dans les derniers jours de décembre.

I. Le contrôleur de la Marine LENOIR a demandé de la Marine son rappel pour une autre affectation. Le contrôleur LENOIR a été mis a ma disposition comme chef des services administratifs des missions et agit 101 comme délégué commun des trois ordonnateurs.

Sans (dresser) aucune objection contre le principe du rappel de M. le contrôleur LENOIR mais vu obligation lui trouver 101 un remplaçant, je vous demande donc: (1) d'assurer envoi, aussitôt que possible, d'un fonctionnaire pouvant diriger ordonnance pour ensemble des missions; (2) d'agir auprès du Ministre de la Marine pour que le (5563) départ effectif du contrôleur LENOIR ne puisse avoir lieu avant arrivée de son remplaçant.
II. Une question identique se pose pour un des adjoints du contrôleur LENOIR, le Capitaine MORIOR, dont le rappel a été ordonné par Commissaire à la Guerre, malgré les deux teligrammes envoyés par M. VALENCI no PICON 296 et 322, et sans tenir compte des nécessités locales du service.
III. Je rappelle que l'administration des missions porte aujourd'hui sur plus de 700 personnes, et 11 me semble impossible de laisser partir le personnel trop peu nombreux qui y est affecté sans qu'il soit pourvu à son remplacement effectif.

M. MARGHELLI me confirme en rentrant de Saint-Paul que cette entreprise est pratiquement complétée dans cette ville. Au contraire elle demande encore beaucoup de soins pour réussir à Rio. M. WILLOQUET EINBERMAN y concourt avec trop d'efficacité pour que je puisse (618) m'incliner devant des considérations purement administratives et me séparer de lui au moment où notre action est en plein développement.
