Cette décision sera officielle demain matin 9 septembre. Je vous communiquerai (plus tard) le texte de la formule de reconnaissance.

En me faisant part de cette décision le Ministre des Affaires étrangères m'a dit que le Gouvernement du Général BATISTA, qui fut le premier pays de l'Amérique latine à reconnaître le Comité National Français de Londres, se devait d'agir de même pour le Gouvernement Provisoire de la République Française, épanouissement du premier gouvernement de la France libre.

La récente entrée triomphale à Paris du Général DE GAULLE ayant montré surabondamment qu'il était reconnu par l'unanimité de la nation française comme le chef autour duquel depuis 1940 s'est cristallisée la résistance intérieure du pays, aucune occasion n'a semblé plus indiquée au Gouvernement de la France pour se ranger une fois de plus aux côtés de la France immortelle qui enseigna (jadis) à son peuple l'amour de la liberté.

A propos de votre projet de publico des articles de M. AFFONSO ARINOS DE MELLO FRANCO: "Réflexions sur l'Allemagne." Cette série d'articles est en cours de publication. Sept articles ont déjà paru dans "O Jornal" entre le 20 juillet et le 6 septembre. Trois autres doivent encore paraître.

Il n'est pas encore possible de porter un jugement d'ensemble sur le travail et les conclusions de M. AFFONSO ARINOS DE MELLO FRANCO. A en juger cependant par les articles déjà publiés, l'auteur, en face du problème du traitement de l'Allemagne après la guerre, croit trouver une solution entièrement satisfaisante dans le (Part 2) retour de l'Allemagne à la formule d'une démocratie socialiste analogue à celle de Weimar. Il considère que la France ne devra pas, après la guerre, placer au premier rang de ses préoccupations le problème de la sécurité territoriale. Il croit que l'Allemand après l'écrasement du nazisme peut être rééduqué et ramené dans le chemin de la paix et du (bonheur).

AFFONSO ARINOS DE MELLO FRANCO appartenant à l'opposition ouverte contre le Gouvernement du Président VARGAS, on peut se demander si une brochure signée de lui et publiée par le Service de l'Information ne risquerait de paraître déplacée et déplaisante aux autorités politiques présidentielles.

conditions qui doivent être exigées des Roumains ont déjà
été arrêtées dans leurs grandes lignes par les Alliés, mais
que certains points de détail, comme cela se produit

Le changement de gouvernement à Sofia arrête
momentanément les conversations. 2M. M. ROUSMANOV attend
instructions du nouveau ministère bulgare. On pense au
