## Pour les deux.

I. Le problème de l'approvisionnement en céréales de l'Afrique du Nord est un des plus sérieux que nous ayons à résoudre. Les récoltes sont insuffisantes, et nos experts estiment qu'il sera nécessaire d'importer 570.000 tonnes jusqu'à la prochaine récolte à la fin de juin 1941. Depuis le 15 août la Tunisie n'a plus de grains. Nous devons l'approvisionner par (du) blé (26910) et de l'orge prélevés en Algérie et au Maroc, qui n'en auront pas assez pour la campagne et à qui ils devront être remis. La situation est donc grave.

II. Au cours d'une réunion avec les représentants du NAJER, nous avons insisté pour recevoir 250.000 tonnes avant le 31 décembre 1944, étant entendu que la situation sera examinée de nouveau en janvier. Ils ont déclaré qu'il serait extrêmement difficile d'obtenir des envois de céréales tant que nous n'aurions pas pris (26911) de mesures sévères pour diminuer la consommation et, en particulier, pour imposer à l'Algérie et au Maroc les mêmes rations qu'à la Tunisie. Il leur a été répondu que, pour des raisons de politique intérieure, il n'était pas possible de prendre à l'heure actuelle les mesures suggérées et que, en même temps, du point de vue économique, elles seraient (nuisibles) au moment même où se fait la J. la G. la G. (26912) promis de saisir leurs gouvernements respectifs mais ont tenu à confirmer leur position par une note qui reste très réticente.

III. Je vous serais obligé, dans ces conditions, d'appeler de façon pressante sur cette question l'attention des autorités britanniques que nous croyons plus compréhensives. Vous devez préciser les points suivants:

A) La Tunisie n'a plus de céréales depuis le 15 août, et nous éprouvons les plus grandes difficultés à l'alimenter en puisant dans les maigres réserves de l'algérie et du Maroc. L'état de ces réserves ne permettra plus d'user de ce procédé après le 1er novembre, et c'est à grand'peine que nous pourrons y recourir (pour) le mois d'octobre.

B) Il est donc indispensable que des céréales nous parviennent avant le 1er novembre, faute de quoi le maintien de l'ordre pourrait être compromis en Tunisie.

C) L'approvisionnement en céréales de la Tunisie (2021) comprend non seulement besoins alimentaires actuels, mais encore semence nécessaire pour faire venir la récolte prochaine.

D) Les restrictions qu'on nous demande de prendre ne sauraient pas l'être actuellement pour des raisons politiques (2021S) que les représentants américains ne semblent pas comprendre mais qui ne peuvent échapper aux autorités britanniques habituées aux manières des populations musulmanes.

E) Nous avons demandé 250.000 tonnes de céréales avant 31 décembre. Nous nous contenterions de 125.000 tonnes malgré nos besoins, s'il n'était pas possible de (2021S) (nous) procurer toute la quantité voulue, car il est indispensable que nous arrivions à un résultat le plus tôt possible et en tout cas avant la fin du mois afin que les mesures (nécessaires) au transport puissent être prises en temps utile.

Pour Washington. Je vous serais obligé, en vous inspirant de ces instructions, d'agir de votre côté auprès des autorités américaines pour leur faire comprendre notre situation.
