Dans sa dernière réunion de vendredi dernier le
Combined Board des Engrais a approuvé les conclusions du rapport du
9 août rédigé à Alger par M. PÉROSSON et GRIBLEY sur exploitation des
phosphates nord-africains et le plan d'importation de matériaux
prévu pour '44 - '45.

En conséquence le Board a décidé de recommander au
Combined Raw Materials Board envoi en Afrique Nord de tous produits
prévu dans notre programme d'importation. Le représentant de F E A
qui assistait à la réunion, M. HUBERT, a également déclaré qu'il
recommanderait adoption du programme.

Il n'entre pas dans la compétence de SHARP de résoudre ce problème. C'est au Gouvernement Provisoire, a-t-il dit, qu'il appartient de lui trouver une solution.

Le Major WORTON a souligné que les autorités alliées sont disposées à nous accorder toute l'aide nécessaire.

En bref le déroulement des informations sur la libération de Paris dans la presse soviétique est le suivant:
I. Le déclenchement de l'insurrection parisienne est annoncé, en avance sur les radiogrammes étrangers, par une dépêche agence TASS du 20 août que publient les journaux du 22 (référence a mon $110, \mathrm{~A}$. .
II. Le 24 (2224) est annoncé sous grand titre, d'après le communiqué du général KORNIG, la libération de la capitale par les F.F.I.
III. Le 25 le public est informé que le Haut Commandement Interallié démentit la libération de Paris (référence a mon 115,8, I).
IV. Le 27 il apprend que la division LECLENG est entrée dans Paris, puis après elle, l'armée (2225) américaine (référence a mon 131, 5).
V. Le 28 on lui fait savoir que:
A) 10.000 prisonniers ont été capturés dans Paris (référence mon 131, D).
B) que le général KIERENOWER est arrivé, la capitale une fois libérée et le général KORNIG installé (mon 131, D).
C) que le général DE GAULLE a assisté au To Deum de (2226 unreadable) (2227) l'indifférence affectée par la presse pour un fait aussi primordial dans l'idéologie du régime, il a cherché parfois avec une réelle anxiété a nouer bout a bout les maigres renseignements publiés. Certains se bornent a la vague conclusion qu'il "doit y avoir une raison" et que "tout va s'éclaircir." D'autres, assez nombreux, affirment: "Les Américains ne voulaient pas que Paris fût libéré (2228) par les Français." Tous ont exprimé plus ou moins clairement le sentiment qu'il s'agit d'un différend interallié au

Il est probable que les Roumains ont déjà envoyé un Ministre Plénipotentiaire auprès du Gouvernement soviétique pour négocier les conditions de la paix.

Les informations que le (Ministre des Affaires étrangères) possède à ce sujet semblent encore imprécises, la question d'un armistice avec la Roumanie étant considérée ici, ainsi que M. VIEROT l'avait signalé depuis longtemps (télégramme 1449 du 20 mars), comme étant avant tout affaire de Moscou.

Dans le cas de la Roumanie, comme dans celui de la Bulgarie, (mon tél. 4359 de ce jour), il apparaît nettement que la formule de la paix sans conditions ne sera pas appliquée. (26571) On voit mal comment elle pourrait l'être, puisque les Roumains ont déjà pris les armes contre l'Allemagne et lui ont solennellement déclaré la guerre.

Le rôle manifesté par le nouveau (Gouvernement) fournit d'ailleurs aux alliés un moyen de pression. En faisant dépendre leurs conditions de paix de l'efficacité de la coopération roumaine, les Alliés ne peuvent qu'inclure les Roumains à redoubler les efforts contre les envahisseurs. D'après (26572) les indications que le (Ministre des Affaires étrangères) possède, douze divisions allemandes seraient encerclées par les Russes. Les Allemands se montreraient incapables de parer à l'offensive roumaine.

Les services britanniques croient également savoir que le jeune Roi Michel aurait fait preuve de beaucoup d'énergie et de courage, aurait pris la décision de faire arrêter le Maréchal ANTONESCO ainsi que tous les membres de son Gouvernement.
