Je me réfère à lettre 625 CMR/RN du 22 août proposant commande de 1340 locomotives à vapeur et 200 machines diesel-électriques. La valeur seule est estimée à environ 5170.000.000 non compris frais transport, ce qui dépasse nettement (26155) évaluation du plan qui avait été de 2103.000.000.

Gouvernement, qui en a délibéré, attache importance extrême à la passation de cette commande. Il y aura donc lieu: de la passer intégralement dès que principe du 3C avec application à cette commande sera admis. Dans ces contrats, il conviendra de ne s'engager pour un paiement casu aussi élevé (26159) qu'après avoir examiné comment devrait être révisé programme de remise en marche pour l'adapter à cette situation. Aussi longtemps que le 3C n'aura pas été obtenu il y aura donc lieu.

I. de réserver commande de 200 diesel-électriques;

II. de diviser commande de 1340 locomotives à vapeur en deux tranches, dont l'une (26160) données, lieu à un engagement fermé de notre part et l'autre à une option réalisable dès que nous aurons le 3C pour ensemble de la commande. Il n'y aurait pas d'objection de la part du Gouvernement à ce que première tranche porte sur 2100.000.000, y compris frais transport, étant entendu que le nombre de machines et de livraisons ne serait pas augmenté de ce fait aux dépenses (26161) des Mikados. Etant donné urgence signalée par les constructeurs américains et celle qui résulte de la reconstruction des transports en Prance, prière de nous télégraphier résultats que vous aurez obtenus.

L'écart des estimations de valeur des locomotives, (26162) ci-dessus signalé, attire l'attention sur les évaluations de prix figurant au plan, qu'il y aurait intérêt à réviser éventuellement pour qu'elles soient aussi voisines que possible de la réalité.

1) Suis arrivé Chili hier avec M. STLIN. Continuez cependant à m'adresser câbles à Montevideo.

2) Suis informé que les autorités britanniques ont accepté fournir ferblanc mais seulement pour boîtes viande conserve entrant dans le programme des 350.000 colis à confectionner en Argentine, Brésil, et Uruguay. Le ferblanc nécessaire pour boîtes de beurre et de lait est à demander Washington. J'ai formulé cette demande par ambassadeur américain à Buenos-Ayres. J'attends toujours ouverture crédit Alger pour faire effectuer achat.

3) Après de nombreuses conférences et réunions, j'ai réussi à créer à Buenos-Ayres courant favorable aux prisonniers. J'ai pu faire ouvrir souscription privée en attendant qu'autorisation soit accordée par Gouvernement argentin.
