Les premiers renseignements regus de Paris révèlent situation extrenement grave de l'approvisionnement en charbon. Les prévisions les plus .U. sont dépassées. Les usines a gas, centres électriques et ce qui (26031) resterait des industries s'arrêteront très vite faute de stocks.

Général DE GAULLE insiste pour que nous fassions démarches pressantes auprès des Gouvernements américain et anglais pour appeler attention sur cette situation.

A notre a vis il faut que nous obtenions envo1 inmédiat des (26032) E.U. et de la Grande-Bretagne vers ports libéres du tonnage maximum qui puisse etre transporté.

D'apres nos renseignements 11 existe dans les mines du centre et du Bidi des stocks considérables qui n'ont pu être enlevés depuis juin. Une augmentation inmédiat des moyens transport mis a notre disposition contribuerait (26033) donc également a améliorer situation qui est extremement grave.

Le plan de remise en marche prévoit achat 210.000 tonnes coton. Suivant tableau textiles annexé à la note 524/PSO - U. demande de fixer à 20.000 tonnes les achats en Égypte. Notre mission en Caire nous signale que les vendeurs égyptiens seraient disposés à conclure avec nous, et qu'il serait urgent donner suite à cette affaire; les prix ne cessent de monter. Nous avons interrogé il y a deux mois la mission anglaise à Alger qui après en avoir probablement référé aux Combined Boards nous a fait connaître que (25992) Londres n'est pas opportun de procéder pour le moment à des achats de cette nature. Il serait urgent dans ces conditions, que M. MONNET intervienne auprès du Combined Board compétent afin que toute liberté soit laissée à notre mission au Caire pour entreprendre pour parlers avec les vendeurs égyptiens. Nos services du Caire se mettraient d'ailleurs d'accord avec les services britanniques du M.E.B.C. afin éviter de provoquer une nouvelle hausse des prix. Le contrat pour 20.000 tonnes serait de l'ordre de 4 à 5 millions de livres.

A) J'ai demandé à McCLOY m'informer des mesures urgentes prises pour assurer ravitaillement de Paris. Les premières informations reçues de Londres se matin par le bar department sont suivantes:

(1.) Services des armées et étapes transportant d'urgence leurs stocks approvisionnements dans la région parisienne. Je ne connais pas détails de ces approvisionnements. SHAFP déclare qu'ils doivent être amplement suffisants pour les besoins (5395) urgents.

2. 1500 camions et 1500 .U. sont affectés immédiatement à la distribution approvisionnements dans la région parisienne.

3. Armée fournit immédiatement charbon pour les besoins essentiels.

4. Des arrangements ont été faits pour le transport par air 3000 tonnes produits alimentaires, produits médicaux et de savon en provenance Angleterre si le besoin urgent s'en fait sentir.

5. 20.000 tonnes produits alimentaires, produits médicaux et de savon seront expédiées 1er septembre des ports anglais. Ces approvisionnements sont estimés par SHAFP être suffisants pour dix jours.

J'ai pressé M. McCLOY faire compléter par SHAFP ces (5396) dispositions par l'adoption du plan d'ensemble d'importations adopté par le comité dans sa séance du 16 août.

Utiliser outre les des correspondants de guerre de l'adjoi-France les dépenses des correspondants de guerre (M.Y) développement de la bataille ne pas spéculer sur le développement (1622) général des opérations ni sur l'évolution de la situation diplomatique, éviter commentaires dont ton ne correspond pas aux événements par Français.

II. Ne pas oublier les nouvelles du Pacifique; les Japonais 1' (1625) une "zone maritime essentielle," qui comprend le sud et l'est de la Mer de Chine, la Mer du Japon, et la Mer d'Okhotsk; montrer que sous la pression des victoires des alliés les Japonais en sont venus à une conception de la guerre comme l'ont fait les allemands lorsqu'ils ont commencé (1626) à parler de la "forteresse Europe" qui s'écroule aujourd'hui.

V. Ne pas parler des représailles allemandes en France; ne pas commenter les attentats des Nazis; le d'actualité est celui de la nationale; s'en tenir à ce sujet aux déclarations officielles (1627) du G.P.R.P.

Je m'occuperai jusqu'à mon départ de la direction (de l')INSTITUT et (je) désire que M. LEVI-STRAUS (505) accepte ma succession. A son défaut, il importera de choisir un des grands universitaires du Brésil ou de l'Argentine.
