M. McCLOY m'écrit que d'après les renseignements reçus par War Department la pression exercée par les autorités militaires pour restreindre les dépenses des troupes américaines en France aurait obtenu des résultats très appréciables. Plus de 90% des soldes payées aux membres du corps expéditionnaire seraient reversées par eux pour être virées aux États-Unis. M. McCLOY ajoute qu'il ignore si cette proportion pourra être maintenue et s'il est même désirable dans notre intérêt qu'elle le soit mais il tient à me souligner ce fait comme une élaboration du soin apporté par les autorités (5378) américaines à éviter tout ce qui pourrait aggraver les difficultés de l'économie française. D'après d'autres indications recueillies par War Department le montant des devises supplémentaires mises en circulation sera relativement très restreint. En Normandie particulièrement il existerait une large circulation de francs métropolitains et une circulation non négligeable de livres sterling.

Les seules dispositions qui aient été prises jusqu'ici à notre connaissance par les autorités américaines en ce qui concerne envoi pyrites en France sont les suivantes:

I. L'accord donné il y a une quinzaine de jours ... administration intéressée à la demande des civils ... à l'envoi en (5365) France de 6.000 tonnes pyrites d'Espagne et de 10.000 tonnes phosphates dont le transport sera assuré par les militaires alliés. Vous avez, nous a-t-on dit ici, été saisi de cette affaire tant à Londres qu'à Alger.

II. Accord donné par le Combined Board des engrais dans sa séance du 12 août à la demande de ... à l'envoi en France 100.000 tonnes pyrites et de 200.000 tonnes phosphates d'ici à la fin de l'année. Le Board n'a pas émis de recommandation au sujet de l'origine des (5366) pyrites. Il semble en effet qu'il n'existe pas en Espagne de stocks importants. Par contre il existerait 200.000 tonnes de pyrites disponibles en Toscane comme il vous a été indiqué par mon télégramme no 177 et ma lettre no 3509 du 17 août. Achat et transport de ces pyrites seront faits par les militaires dans les mêmes conditions que pour autres produits figurant dans le plan A.

Il est donc inutile à notre avis que vous mentez des ( ... remainder missing).

Suite à mon téléphone 93.

Ministre des Relations Extérieures m'a remis ce matin, en présence des chefs de service du Ministère, du Trésor Général et des représentants de la presse, un paiement de 247 mille pesos, représentant le montant des deux versements (1943 et 1944) des indemnités reconnues aux Français ayant subi des dommages (dans) la révolution mexicaine et dont le règlement doit (497) s'effectuer en onze versements conformément l'accord franco-mexicain du 23 février 1937.

Cette somme se décompose comme suit: 236,363 pesos 64 centavos, montant du principal des 2 versements 10,636 pesos 36 centavos, montant des intérêts.

En allant remettre ce chèque à la Banque du Mexique, je me (498) suis aperçu chez la direction de cet établissement que le compte de la légation, bloqué en décembre 1942 à la suite de la rupture du Mexique avec Vichy, n'avait pas encore été débloqué.

L'accord avec le conseiller, que j'ai aussitôt informé de cette situation, j'entreprends auprès du Ministre des Finances les démarches nécessaires pour obtenir le débloage de notre compte.

Les opérations de répartition ... (dont la plupart résidaient (499) en France avant la guerre) seront effectuées par cette délégation aussitôt que les dossiers individuels de paiement auront été mis en état.

La libération de Paris paraît avoir eu ici un profond (retentissement) populaire. Il n'est pas douteux que le peuple chilien a ... .U. ... d'enthousiasme en apprenant que le peuple de Paris s'est soulevé et avait lui-même chassé l'envahisseur. L'immense défilé organisé par les partis de gauche qui a parcouru hier soir la ville a donné lieu à quelques manifestations politiques. Le parti communiste en ...ant la rupture avec l'Argentine et l'établissement de relations avec les Soviets a trouvé un assez vif écho dans la foule.

Contrairement compte-rendu, manifestations et les discours paraissent avoir tendu à exercer une pression sur Gouvernement pour l'amener à prendre plus ferme appui sur les partis de gauche et à se prononcer plus résolument en faveur démocraties.
