Conférence de l'Immorton Oaks (3'est) ouverte dans une
atmosphère d'optimisme. Acceptation par W. DEWEY entrer dans
entretiens sur organisation internationale sécurité avec Administration
à libéré celle-ci d'un grand souci. Elle permet espérer en effet
que les deux partis se mettent d'accord sur grandes lignes politique
américaine en cette matière, question sera soustraite du champ
polémique électorale. La position américaine à l'Immorton Oaks (5263)
se trouvera évidemment plus forte s'il est manifeste qu'elle ne sera
pas soumise à révision dans quelques mois. Il apparaît par ailleurs
qu'un très large terrain d'entente existe déjà entre les trois grandes
puissances participantes. Toutes trois seraient d'accord pour prévoir,
en plus de "l'Assemblée des Nations Familleuses" qui n'aurait que voix
consultative, l'existence d'un conseil (5264) beaucoup plus général
ayant seul pouvoir décision. De ce conseil les trois puissances
entendent conserver contrôle par une procédure qui ne lui permet
notamment jamais (employer) ce pouvoir contre aucune d'elles. De
nombreux points restent encore à régler notamment en ce qui concerne
composition du conseil, sa compétence, nature forces mises à sa dis-
position (détachements nationaux ou forces internationales). (5265)
Sur (la plupart) de ces questions il ne peut naître de divergences
suffisamment sérieuses pour menacer ni même retarder sérieusement un
accord déjà réalisé sur les autres points essentiels.

Du côté américain il existe une forte tendance inspirée
par l'expérience de 1919 à séparer entièrement le (Conseil exécutif) de
l'organisation de la sécurité nationale. Le (désarmement) et le
contrôle de l'Allemagne et du Japon seront à la charge exclusive des
trois (ou quatre) puissances qui les (5266) auront vaincus. Les
modalités de ce régime spécial seront déterminées par le (Conseil
exécutif) ainsi que les sanctions encourues par l'Allemagne et le Japon
s'ils enfreignaient les stipulations. Cette procédure permettrait
de rendre ces sanctions automatiques sans les soumettre à l'autorisation
préalable du Congrès américain .O. découverait d'un traité ratifié
(5267) par lui. En ce qui concerne au contraire l'accord sur la
sécurité internationale il n'est pas douteux que le Sénat américain
n'acceptera jamais qu'une décision même unanime au conseil de cette
organisation puisse déclencher une action militaire américaine sous-
traite à la ratification préalable du Congrès.
