I. Nous sommes bien d'accord avec vous pour penser que la question doit être réglée, non pas d'un (point) de vue exclusivement juridique, mais compte tenu également de ses aspects psychologiques. Nous sommes également d'accord avec vous (votre paragraphe IV) pour penser (que) la solution acceptée par nous pour le règlement des importations destinées à la (25670) France doit être valable également pour le règlement des importations passées et futures destinées à l'Afrique du Nord et aux colonies.

Le projet de note dont nous vous a vons adressé le texte par notre télégramme no 2052* répond exactement à ce point de vue, puis qu'il nous engage à traiter part passu les deux catégories d'importations, et qu'il étend à la seconde catégorie le (25671) bénéfice des engagements que nous avons pris pour la première.

(II). En ce qui concerne suggestion exprimée au paragraphe 5 de votre télégramme précité, nous sommes d'accord pour que les dollars qui doivent être incessamment versés par la Trésorerie américaine à titre d'acompte sur solde des troupes américaines en France continentale soient immédiatement et (intégralement) employés, une partie étant affectée avec versement d'un nouvel. acompte substantial sur notre (25672) arrigré envers administration Lend Lease, l'autre partie étant affectée au paiement d'un premier acompte sur le prix des marchandises civiles destinées à la France.

III. Pour que ces opérations puissent se faire rapidement et sans difficulté, il conviendrait que le versement de la Trésorerie américaine fût fait soit au compte de la caisse centrale soit à celui du (25673) trésorier payeur général. Veuillez me faire connaître si la Trésorerie est d'accord à ce sujet. Veuillez également m'indiquer quel est montant de l'acompte qui va nous être versé par la Trésorerie et me soumettre vos propositions pour la répartition de nos versements entre les importations de l'Afrique du Nord et celles de la France continentale.
