Je vous ai d'autre part signalé par télégramme Diplo 1849² la visite que m'a faite son président le Colonel CULMERTSON.

Ni notre chancellerie ni celle de New-York n'a jamais été (précis) de délivrer de visa à ses membres.

L'inconvénient dont nous avons à souffrir en l'occurence trouve sa cause dans l'imperfection du contrôle laissé aux Français sous le régime des accords DANIAN-CLARK.

J'ai eu déjà occasion d'appeler votre attention sur cette question.

This is a nine-part telegram of which only four can
be read, and these are corrupt. It appears to be a relay
from Beirut in which the French Delegate reports on his
unsuccessful attempts to entertain officially the Russian
envoy NOVIKOV. He gives an account of a conversation he
has had with BART and NI... in which the latter assured him
that NOVIKOV's mission was merely to establish diplomatic
relations, not to recognize the independence of the Levant states.

La situation argentine n'a pas évolué ces derniers jours d'une façon appréciable. Après départ du Général FERLINGER du Gouverne- ment on prêta1t volontiers au Colonel FERON 1'intention de rechercher ce qui pouvait être susceptible de détendre les rapports avec les E.U. et tout porte à croire que cette intention était ..... Mais le Campo de Mayo en accord avec la nation s'est opposé net à toute tentative de con- ciliation jugée par lui incompatible avec le souci de la dignité nationale. La mainmise ... par le Gouvernement américain sur les dépôts d'or argentin aux E.U. ne fera que renforcer en Argentine la tendance hostile à Washington.

Au demeurant (309) il nous est signalé que dans les cinémas de Buenos-Ayres la projection des opérations militaires américaines en Europe ou en Orient ne donne plus lieu à des applaudissements de la part du public.

Dans ces conditions je vous suggère de demander à la CroixRouge anglaise de prélever sur son propre stock à Genève que je sais être très important les colis indispensables au ravitaillement de nos prisonniers après l'épuisement de notre stock en Suisse. Nous venons d'apprendre qu'en vue participation aux travaux de la mission (mixte) de quarante officiers britanniques et trente-neuf officiers américains qui s'occupent des affaires économiques françaises auprès Etat-Sajor du Général HISCHHOWER six agents américains se rendront prochainement à Londres. Cette nouvelle (2233) délégation serait dirigée par MACCHINSKY avec JOHN MARSHALL pour l'équipement des mines de charbon, RUSH WATKINS pour le programme alimentaire, WALTER BLENE pour le programme dans son ensemble. Il reste à désigner deux autres membres, un pour l'équipement industriel en général et l'autre pour le programme des transports (2234) en plus de la nomination des civils mentionnés ci-dessus. Le prochain voyage à Londres du chef de la branche française du P.E.A. nous porte à supposer la création des maintenant d'un organisme civil devant se substituer à l'organisme militaire actuel et devant lui succéder quand la phase militaire sera terminée.
