Au cours d'un entretien que j'avais eu lors de mon récent séjour à Alger, l'ambassadeur des Soviets, tout en faisant une allusion discrète aux conversations engagées au Caire entre M. NOVIKOP et un envoyé syrien, a insisté sur le désir de son Gouvernement de ne procéder (24262) à l'établissement de relations avec les Etats du Levant qu'en parfait (accord) avec nous. L'abstinence de NOVIKOP à l'égard autorités françaises, peu correcte du seul point de vue de la courtoisie internationale, répond mal aux intentions indiquées par M. BOGOROLOV. (24263 missing)

An optimistic report on the possibility of agreement between the two Polish factions, written by the correspondent of the French Press Agency, was refused by the Russian (gencorship?). L'Ambassadeur d'Angleterre m'a exposé aujourd'hui le processus complet des événements qui ont abouti à la rupture turco-allemande ... correspond aux indications que j'avais données par mes télégrammes.

La première note anglaise, envoyée d'ailleurs à la suite de l'invitation de M. BARADZOGLU déclarant depuis le départ de M. MENE-MERZOGLU qu'il était prêt à reprendre des conversations, date du 30 juin. La (24622) réponse turque est du 4 juillet. Son sens avait été indiqué la veille à M. STEINHARDT qui partait pour les E.U. Cette réponse constituait une acceptation de principe et demandait aux Anglais de fixer la date à la rupture.

Londres n'ayant répondu qu'après la séparation de l'Assemblée nationale turque, il a paru d'un commun accord préférable d'attendre la date normale fixée pour la prochaine réunion de celle-ci. Les livraisons et aussi les achats de l'Angleterre en Turquie vont (24623) reprendre immédiatement. En revanche "on n'a pas parlé jusqu'à présent des aérodromes."

Les Américains, comme fournisseurs et acheteurs éventuels, ont été appelés à suivre la négociation. Les Russes ont été tenus au courant mais sont demeurés à l'écart. L'Ambassadeur d'Angleterre m'a même précisé: "J'ai l'impression qu'ils ne sont pas très contents."

M. BARADZOGLU (24624) a été dans toute l'affaire parfaitement loyal. Il croyait ... l'opinion publique moins rétive qu'elle ne s'est révélée dans la réunion du parti. Nouvelles de cette réunion paraissaient tellement mauvaises que l'Ambassadeur a téléphoné le 2 au matin au Président du Conseil pour lui demander s'il a déjà télégraphié à M. CHURCHILL pour qu'il ne parle pas dans son discours de la Turquie. M. BARADZOGLU a répondu qu'il était tout à fait tranquille et avait assuré l'unanimité du vote de l'Assemblée.

1) En Bielorussie, les Allemands ont fait (1926) usage des fasciates lithuaniens. Certains cantons (celui de «Guergens notamment) ont même été lithuanisés artificiellement, toutes inscriptions et publications étant rédigées en langue lithuanienne que personne ne parle ni ne comprend.

2) Dans la région de Vilnius, ce sont également les fasciates lithuaniens qui ont été employés pour réduire les populations juives et polonaises. Dans ces (1926) territoires authentiquement lithuaniens, un certain type de lithuanien est devenu maintenant un épouvantail.

3) A .U. et dans la Lithuanie d'avant 1939, c'est en revanche aux fasciates lettoniens et esthoniens (bien que rien ne justifie, ni linguistiquement, ni ethnographiquement la présence de ces derniers, Finnois de langue et d'origine) que les occupants ont fait appel pour "maintenir l'ordre."

IV. A l'égard (1927) des Polonais, aucune "collaboration" n'a été tentée. Les persécutions par l'ennemi et par tous ses auxiliaires les contraignent à la xénophobie, quelles que soient leurs vues politiques. Cependant ce sentiment ne s'est traduit en actes, ni d'un coup, ni ... . Dans la région de Vilnius les partisans polonais ne se sont d'abord battus que contre les partisans soviétiques. Ce n'est que progressivement, sous la pression d'un danger commun, et sur l'initiative des chefs locaux, beaucoup (1926) plus qu'en exécution d'ordres venus de Londres, qu'ils ont conclu des accords avec les irréguliers soviétiques pour la lutte contre l'Allemagne. Cependant cette pratique a souffert des exceptions. On m'a rapporté que lors de sa (prise) par l'armée rouge, un département près de Vilnius était encore ... de deux Lithuaniens "rouges" ... par les Polonais. D'autres observateurs m'ont cité le cas d'un curieux (1929) traité conclu en décembre 1943 entre les autorités allemandes de la même région et une délégation de partisans polonais. Aux termes de ce "protocole" les Polonais s'engageaient (à) combattre (les) partisans lithuaniens et juifs. En échange ils seraient autorisés à se rendre en ville, brassard polonais à la vente et en ... , du lever au cousher du soleil, par groupes de moins de 10 hommes.

L'occupation allemande a réussi à (créer autant de) confusion que la guerre civile, puis l'intervention et les ... (1930) étrangers ont provoqué entre 1927 et 1940 dans le territoire balte maritime. Mais cette ... de ... qui n'a atteint les couches profondes de population toujours ... ... haine de l'Allemagne, selon toute probabilité disparaîtra cette fois beaucoup plus rapidement et sans laisser de traces durables.
