**I.** Nous vous prions de faire tous vos efforts pour faire aboutir d'urgence la négociation avec SHARP relative, d'une part au protocole (24792) annexé au mémorandum no 1, d'autre part au texte fixant la procédure des réquisitions. Ces deux documents pourraient prendre la forme d'accord signé entre le Général KUENIO et le Général KIERENOWER à la fois pour compte anglais et américain. Ces textes (24793) ne feraient donc pas l'objet comme les autres d'un accord similaire entre le Gouvernement britannique et le Gouvernement français.

Etant donné que les autorités britanniques sont d'accord sur ces textes et qu'ils sont soumis depuis trois semaines à la Trésorerie américaine (24794) qui paraît être d'ailleurs d'accord tout au moins sur les principes, nous ne voyons pas de bonne raison pour qu'un accord définitif anglo-franco-américain ne puisse pas être atteint à très bref délai à leur sujet. Nous estimons avec vous qu'il serait dangereux de signer (24795) les accords d'ensemble sans avoir l'agrément définitif des autorités américaines aux dispositions visées par ces textes.

Nous demandons à notre délégation à Washington d'intervenir d'urgence auprès de M. McCLOY pour que SHARP (24796) donne son accord définitif à ces textes afin de ne pas retarder la signature de l'ensemble des accords qui devrait intervenir au plus tard à la fin de la semaine prochaine.

**II.** En ce qui concerne ancienne annexe F à notre projet primitif dont les termes (24797) ont été approuvés à Washington par les délégations anglais et américain, nous ferons savoir à M. EDGAR MOWER que nous n'avons pas d'objection de principe à ce qu'elle soit reprise sous forme d'un mémorandum no 5. Toutefois il est essentiel (24798) que l'acceptation par nous de cette procédure n'amène pas les délégations anglais et américain à penser que nous ajouterons la signature en protocole annexé au mémorandum no 1.

## I. Conception

On ne considère pas au Ministère des Affaires étrangères polonais que la constitution du Comité de la Libération Nationale Polonais exclut définitivement toute possibilité de rapprochement entre la Russie et le Gouvernement polonais de Londres.

Assurément le Comité, soutenu par l'armée soviétique, peut exercer pendant un certain temps une autorité de fait. Mais il ne saurait à la longue se maintenir sans le concours des principaux partis politiques et des organisations (23036) de résistance intérieures. Les Russes n'ont pas intérêt à voir se développer en Pologne une situation troublée qui les obligeait à maintenir dans le pays des forces militaires considérées. En revanche, on se montre très préoccupé des intentions russes vis-à-vis Allemagne. On n'estime nullement (impossible) l'hypothèse d'un arrangement avec les généraux allemands dont la Pologne ferait les frais.

## II. Conception

Les (fermes) espoirs que continuent d'entretenir (23039) les Polonais de Londres ne semblent pas partagés par les Britanniques. Sir A. Cadogan, que j'ai vu aujourd'hui ne m'a pas dissimulé que le Secrétaire des Affaires étrangères était extrêmement préoccupé des récents développements de la crise russo-polonaise et qu'il serait difficile d'(envisager) une issue. Il regrettait vivement la publication du communiqué de l' .D. polonais décrivant le Comité de la Libération comme un groupe de communistes sans aucune autorité dans le pays. Il s'est plaint du peu de sens politique des Polonais qui ont par ailleurs d'admirables qualités.

N. Masaryk, qui est venu me (23040) voir cet après-midi est convaincu que le communiqué de ce matin a mis le point final et que tout arrangement entre le Gouvernement soviétique et le Gouvernement polonais de Londres est désormais exclu. D'autre part, il s'est plaint de l'attitude des Polonais à l'égard des soldats (venant) de Teschan, au nombre d'une centaine environ qui se trouvent parmi les
